WHEREAS, the City of Pueblo supports the Aquatic Playground project at the Minnequa
Park and agrees to submit a Grant Application to the David and Lucile Packard Foundation —
Pueblo Program to construct the project.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $100,000 from the David and Lucile Packard Foundation —
Pueblo Program to construct an Aquatic Playground at the Minnequa Park, a copy of which is
attached hereto, is hereby approved.

The President of the City Council is hereby authorized to execute and deliver the grant
application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the
City Clerk shall affix the seal of the City thereto and attest same.

Approval of the Resolution.
BACKGROUND
The City's Planning Department is requesting City Council to apply for a $100,000 grant from
the David and Lucile Packard Foundation — Pueblo Program to construct an Aquatic
Playground at the Minnequa Park. The project will consist of constructing a large "dry basin"
that will have an assortment of equipment that will spray water at the playground users. The
facility will be operated as a stand -alone fountain that will have its own treated water system.
Improvements will include; concrete basin, aquatic playground equipment, a small pool slide,
a re- circulating pump system, holding tank, relocate irrigation system, and a security fence
(see attachments).
FINANCIAL IMPACT
The concept of the proposed Aquatic Playground is estimated to cost $250,000. The
following is a breakdown of the proposed funding for the project:

TOTAL $250,000
The City will appropriate and budget the project once the Packard Foundation approves the
grant application and the City enters into an agreement for the funds.

Brief Description of Request:
The City of Pueblo is requesting a $100,000 grant to purchase and install an Aquatic
Playground / Spray equipment. The proposed water features will be installed adjacent
to the City's existing swimming pool at the Minnequa Park. The addition of these
items will provide a diverse recreational element to this popular neighborhood park.
An Aquatic Playground provides a safe alternative for the users rather than the
traditional playgrounds and swimming pools. The proposed improvements will
benefit the low income and minority population that surrounds the park and be
designed to provide opportunities for the disable to take part in water base recreation.

PROPOSED
Aquatic Playground at Minnequa Park
City of Pueblo
I. General Information:
The City of Pueblo is governed by a seven (7) member Council and includes the following
people:

The City of Pueblo's City Manager is Dave Galli. The City Council approved the submittal of
this grant application at their December 27, 2004 meeting (see attached Resolution). The City of
Pueblo was organized in 1860. Minnequa Park is located within the Bessemer Neighborhood
which was incorporated in 1886 and merged with the City of Pueblo in 1894. The City has
received support letters from David Balsick, President of Bessemer Association for
Neighborhood Development, Inc. (known as B.A.N.D.) and Jeff Stuyt, Chairman of the 2010
Recreation and Leisure Task Force (see attached support letters).
II. Financial Information:
• FY 2004 Budget — See attached copy of the City of Pueblo's FY 2004 Annual Budget.
• Project Budget — See below, under paragraph titled "Detailed Program Budget" the
breakdown of project costs and funding sources.
• Recent Audit Report — See attached copy of the City of Pueblo's audited financial
statements from the City's " Comprehensive Annual Financial Report Year Ended
December 31, 2003.
III. Program Narrative:
• Project Goals — The City is seeking financial support in building an Aquatic Playground
adjacent to the existing swimming pool at Minnequa Park. The main goal of the project
is to increase the number of users that can visit the swimming pool. This will be
accomplished, if fully funded, by increasing the square foot area of the swimming pool
boundary therefore increasing the capacity and spread out the users attending the pool
facility.

The second goal is to provide a unique and different type of water base recreation for the
users. The addition of the Aquatic Playground will provide a dozen different types of
water spray equipment to this facility. By adding this variety of spray equipment to the
pool area, it will attract the users who will spend more hours at this park. The design of
the Aquatic Playground will be done so that the disabled will be able to experience this
unique water based recreation.
The third goal of the project is to secure funding for the construction of the project.
Unless the City is able to secure the necessary funds to complete the project, then the first
two goals cannot be meet.
• Need and Value — The project is one of the City's continuing efforts to establish park
facilities that meet the City Parks Department's Mission, which is:
"Provide adequate opportunities for leisure enjoyment to the
citizens of Pueblo by maintaining existing parks, streetscapes
and related facilities; renovating existing and developing new
park facilities; and offering affordable recreational activities
that meet a general variety of needs for all ages."
Over the past several years, the Parks Department has unfortunately had to turn away
children from using the swimming pool due to capacity limitations. The addition of the
"Aquatic Playground" will provide a much larger facility that will increase the number of
users by 30 %, preventing children from being turned away.
• Children under the age of 13 make up 18.3% of the total population who live in the
surrounding Bessemer neighborhood area of which, the Minnequa Park Census Tract
makes up nearly one -third of all children under the age of 13 within the City (see attached
% Kids Under Age 13 Map).
The Aquatic Playground will be designed to provide an excellent opportunity for disabled
children to also take part in water base recreation.
• Geographic Area Served — The project will be constructed adjacent to the existing
swimming pool at Minnequa Park, which is located in the southern portion of the City
known as Bessemer. The immediate and surrounding area consist of a 79.6% minority
population according to the 2000 Census Tract Report, compared to the average of a
48.9% minority population throughout the City (see attached % Minority Distribution
Map).
The project area is identified as having 51% or greater population that have income levels
classified as "Low or Moderated Income Families" according to the 2000 Census Tract
Report (see attached % Low or Moderate Income Families Distribution Map).

The proposed improvements will provide a great benefit to the low income and minority
populations surrounding Minnequa Park with an affordable, nearby, water -based summer
activity. There are a small number of parks within the Bessemer neighborhood which
places a higher need for facilities within Minnequa Park. Minnequa Park is the only
developed park larger than five acres within a two -mile radius of this site. The aquatic
playground will be located on the City's Transportation Bus Route at the intersection of
Northern Avenue and Orman Avenue, making it accessible to a larger more regional
population.
• Program Phases — The following is a breakdown of the project's phases:
1. Secure 75% of Funding Needed for the Project Jan. — June 05
2. Finalize Plan and Construction Documents for Bidding June — Sept. 05
3. Secure the Remaining 25% of the Funding Needed for
the Project June — Sept. 05
4. Bid the Project for Construction Sept. — Oct. 05
5. Construction Oct. 05 — Jan. 06
6. Close out Project Jan. — Feb. 06
• Evaluation Methods — Through project management and requirements of the different
funding sources, the City will be required to comply with several progress reports and
deadlines. The City's Engineering Department will prepare final construction plans and
construction inspections, assuring that the project is built in a timely manner and within
budget. An important part of the planning phase will be having the users of the park
facility assist in developing the layout of the aquatic playground fixtures. Following
construction of the aquatic playground the City will track the changes in the attendance as
a result of the aquatic playground; along with the number of days the swimming pool
exceeds the updated capacity. In addition the swimming pool users and neighborhood
residents will be surveyed to determine the success of the project.
• Personnel Involved in the Project — The following are the key people involved in
completing this project:
Steven Meier Senior Planner, with the City's Planning Department will be the project
manager. Steven is a Landscape Architect on staff for 9 years and has a great deal of
experience leading City projects similar to this one. Steven has developed the conceptual
plan and cost estimate for this project. Steven will oversee all design, administration,
funding agreements and construction of the project. All questions regarding this

Mike Bever Engineering Manager, with the City's Public Works Department, will assist
in providing the engineering that is necessary for the project to be constructed at this site.
Mike is a Civil Engineer for the City and has built a wide variety of projects ranging from
park playgrounds and vehicle bridges.
Jim Munch Assistant City Manager for Community Development, will work with local
agencies in coordinating and securing funding for the project.
Ray Aguilera City Council Member, will work with the Bessemer and surrounding
communities in raising funds and awareness for the project.

• Information About Similar Work in the Community — The City of Pueblo is currently
rebuilding the bathhouse and concession building at the Minnequa Park swimming pool
facility (see attached plan). The estimated cost to replace the building is $400,000. The
community will truly benefit with the addition of the proposed aquatic playground
improvements and the building of a new bathhouse at the Minnequa Pool. In the City's
work program, the Parks Department will be either replacing or renovating all bathhouses
at their existing swimming pool facilities, which includes not only this pool facility, but
also includes Mitchell Park, Mineral Palace Park, and the City Park.
The City is also completing the renovation of Fairmount Park, which includes $450,000
of park improvement including a new park pavilion, new irrigation system, sub - surface
under drain, new walkways, reseeding lawn area and planting approximately 75 shade
trees.
The proposed Aquatic Playground improvements will be the only water spray park within
the Pueblo region. Mineral Palace Park has a large water slide but not an aquatic
playground. At a much smaller scale, the Historic Arkansas Riverwalk of Pueblo
(HARP) has a fountain that sprays water up out of the ground and allows children to run
through it. This fountain is full of children during the warm summer days. The City
believes that by providing this new aquatic playground to Minnequa Park that it will
provide a popular attraction for the surrounding community.
