A RESOLUTION APPROVING AN AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES
BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION AND SELLARDS & GRIGG,
INC., LAKEWOOD, COLORADO TO CONDUCT PHASES I, II, AND III OF THE PUEBLO
STORMWATER MASTER BASIN PLANNING STUDY AND AUTHORIZING THE PRESIDENT OF
THE CITY COUNCIL TO EXECUTE SAME
WHEREAS, the Pueblo Stormwater Master Basin Planning Study is required to develop a
comprehensive capital improvement program and Sellards & Grigg, Inc. Lakewood, Colorado, was
determined by the City's staff to be the most qualified to complete Phase I, II and III of the Pueblo
Stormwater Master Basin Planning Study.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Sellards & Grigg, Inc. is hereby selected as the consultant to conduct the Pueblo Stormwater
Master Basin Planning Study for the City. The Agreement for Professional Engineering Services
dated as of November 22, 2004 between Pueblo, a Municipal Corporation and Sellards & Grigg, Inc. a
copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby
approved subject to appropriations for FY 2005 and FY 2006.
SECTION 2_
The President of the City Council is authorized to execute and deliver the Agreement for
Professional Engineering Services in the name of the City and the City Clerk is directed to affix the
seal of the City therefore and attest same.
SECTION 3_
The total study cost of $877,042 to be appropriated over 3 years with $330,288 appropriated in
the Stormwater Utility FY 2004 for Phase I which appropriation includes $30,000.00 from Great
Outdoors Colorado and $46,500.00 from the Stormwater Improvement Fund appropriated by
Ordinance No. 7148; $274,001 to be appropriated in FY 2005 for Phase II and $272,753 to be
appropriated in FY 2006 for Phase III. Subject to such appropriation, such funds are authorized to be
expended for payment to Sellards and Grigg, Inc. for services performed and costs incurred under the
Agreement for Professional Engineering Services
SECTION 4.
This Resolution shall become effective upon final approval and passage.

ISSUE
Should the City Council approve an Agreement between the City of Pueblo &
Sellards & Grigg, Inc. for Professional Services associated with the Pueblo
Stormwater Master Basin Planning Study.
RECOMMENDATION
Approval of this Resolution
BACKGROUND
On November 25, 2002, the City Council adapted a Stormwater Utility Enterprise,
establishing and imposing a stormwater utility service charge and providing for
the administration of the utility. The Ordinance created rate structures and
charged the Utility to formulate and develop a Master Drainage Plan for the City.
The Master Basin Planning Study will evaluate all drainage basins within the City
of Pueblo including areas from the county that are tributary to the City. The
project will consist of three phases to be completed over a two -year period
funded by the City of Pueblo's Stormwater Utility. Each phase of the project will
address geographical areas outlined on the attached "Major Drainage Basins,
City and County of Pueblo ". All funding will be subject to resolutions & budget
approved by the Pueblo City Council.
The study will include the following general elements:
PHASE I — Sellards & Grigg, Inc. will provide: drainage master plans for the
Southwest Pueblo, Lake Minnequa and Goodnight Arroyo drainage basins;
provide alternative designs for major drainage facilities and regional detention
and water quality treatment facilities; provide impact fee analysis for all new
development and risk assessments to prioritize storm drainage improvement
projects in each drainage basin; provide public participation process to inform
and receive public input on alternative major drainage facilities, location of
proposed regional facilities, and approval of conceptual designs.
The Phase I study will include the Lake Minnequa planning study which will
address detention design alternatives, cost analysis of downstream
infrastructure, multiuse facility design addressing recreation, park areas, open
space, stormwater quality and stormwater detention.
PHASE II — Sellards & Grigg, Inc. will provide: drainage master plans for
Wildhorse Creek and West Pueblo drainage basins; provide alternative designs
for major drainage facilities and regional detention and water quality treatment
facilities; provide impact fee analysis for all new development and risk
assessments to prioritize storm drainage improvement projects in each drainage
basin; provide public participation process to inform and receive public input on
alternative major drainage facilities, location of proposed regional facilities, and
approval of conceptual designs.
As part of the Phase II study Hydrologic and Hydraulic (H & H) analysis of the
Goodnight Arroyo drainage basin and H &H study of WildHorse -Dry Creek and
East Dry Creek drainage basins will be completed in preparation for the
development of DFIRM Mapping complying with all FEMA criteria.
Sellards & Grigg, Inc. will assist FEMA by providing H &H studies to create
DFIRM (digital FIRM) maps for the Goodnight Arroyo, Wildhorse Creek, Lake
Minnequa and Dry Creek drainage basins. Revisions to existing FEMA mapping
downstream of Lake Minnequa will also require Sellards & Grigg, Inc.
coordination with FEMA representatives.
PHASE III — Sellards & Grigg, Inc. will provide: drainage master plans for the
Central Pueblo, East Fountain, East Pueblo, West Fountain and Dry Creek
drainage basins; provide alternative designs for major drainage facilities and
regional detention and water quality treatment facilities; provide impact fee
analysis for all new development and risk assessments to prioritize storm
drainage improvement projects in each drainage basin; provide public
participation process to inform and receive public input on alternative major
drainage facilities, location of proposed regional facilities, and approval of
conceptual designs.
FINANCIAL IMPACT
The Stormwater Utility has appropriated $330,288 towards Stormwater Master
Basin Planning Studies for 2004, which appropriation includes $30,000.00 from
Great Outdoors Colorado and $46,500.00 from the Stormwater Improvement
Fund approved by Ordinance No. 7148, and $274,001 for 2005 and $272,753 for
2006. Additional funding may be available through other agencies and study
sponsors, including, the Colorado Water Conservation Board and the Federal
Emergency Management Agency.
