A RESOLUTION AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO WITHDRAW THE
APPLICATION SUBMITTED TO THE DEPARTMENT OF LOCAL AFFAIRS FOR STATE
ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM FUNDS TO ASSIST IN FUNDING
AN ADDENDUM TO THE 2001 MASTER PLAN ADDRESSING THE PHASED RENOVATION
AND RESTORATION OF PUEBLO CITY HALL FROM CONSIDERATION AT THE NOVEMBER,
2004 STATE ADVISORY COMMITTEE HEARING
WHEREAS, the Pueblo City Council authorized the submittal of an Energy and Mineral
Impact Assistance application to the Department of Local Affairs to assist in funding an addendum
to the 2001 Master Plan addressing the phased renovation and restoration of Pueblo City Hall
through Resolution 10189;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The President of City Council is hereby authorized to submit a letter to the Department of
Local Affairs requesting the withdrawal of the application to assist in funding an addendum to the
2001 Master Plan addressing the phased renovation and restoration of Pueblo City Hall from
consideration at the November, 2004 Energy and Mineral Impact Assistance State Advisory
Committee hearings.

ISSUE
Should City Council withdraw the Energy and Mineral Impact Assistance Fund application
submitted to the Department of Local Affairs to assist in funding an addendum to the 2001
Master Plan addressing the phased renovation and restoration of Pueblo City Hall from
consideration at the November, 2004 State Advisory Committee Hearing?
Approve the Resolution.
On July 26, 2004 City Council approved Resolution 10188 and Resolution 10189 which
authorized the submittal of two applications to the Department of Local Affairs for funding
under the Energy Mineral Impact Assistance Program. These two applications included
funds to assist in the utility separation and code compliance improvements for the
Bessemer Historical Society's CF &I Headquarters property and funds to assist in funding
an addendum to the 2001 Master Plan addressing the Phased Renovation and
Restoration of Pueblo City Hall.
The Bessemer Historical Society application was given a priority rating of 1 of 2. The City
Hall Project was given a priority rating of 2 of 2. A number of questions arose during the
recent technical review of the City Hall application by the staff of the Department of Local
Affairs, including the construction of the proposed parking lot between City Hall and the
HARP private sector development pads, therefore, City staff is recommending that the
application as currently written be withdrawn and resubmitted at a future date.
