A RESOLUTION AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE AND
DELIVER AN APPLICATION TO THE DEPARTMENT OF LOCAL AFFAIRS FOR STATE
ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM FUNDS TO ASSIST IN FUNDING
AN ADDENDUM TO THE 2001 MASTER PLAN ADDRESSING THE PHASED RENOVATION
AND RESTORATION OF PUEBLO CITY HALL AND ASSIGNING A LOCAL PRIORITY OF 2 OF 2
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The President of the City Council is hereby authorized to execute and deliver the attached
application requesting State Energy and Mineral Impact Assistance Funds in the name of the City,
to the Department of Local Affairs to partially fund a Master Plan for the phased renovation and
restoration of Pueblo City Hall in the amount of $50,000.
SECTION 2
This applicant is assigned a local priority of 2 of 2.

Should the City Council submit an Energy and Mineral Impact Assistance Fund
application to the Department of Local Affairs to assist in funding an addendum to the
2001 Master Plan for the Phased Renovation and Restoration of Pueblo City Hall and
assigning a local priority of 2 of 2.
RECOMMENDATION
Approve the Resolution.
BACKGROUND
In June of 2001 the City of Pueblo completed the Master Plan and Program User Needs
study for Pueblo City Hall and Memorial Hall. This study was partially funded through a
State Historical Fund Grant Award from the Colorado Historical Society. The conclusion
found within the Executive Summary of the study stated:
"Although City Hall and Memorial Hall have been well maintained, they
do not meet current standards of usefulness, safety or service to the
community. Both buildings have major shortcomings as they are currently
used, and would require substantial renovation in the very near future
simply to maintain their correct functions."
The estimated total cost of the project is $14,678,273.00.
A further conclusion of the Executive Summary is:
"Phasing the renovation /restoration of City Hall and Memorial Hall is
not a practical option. The two buildings require such comprehensive
replacement of building systems that construction could not be
"staged" in one part of the building while others remained occupied.
A piecemeal approach would be more costly and certainly less
efficient."
Due to the total cost of the project the City has not been able to begin the
renovation /restoration of City Hall and Memorial Hall. The relocation of the offices from
the third floor of City Hall to the basement was a result of this study. The continued aging
of the buildings' electrical and mechanical systems and the need for additional City office
space has driven the desire of the City to reevaluate this study, and although less efficient,
reconsider a phased approach to the renovation and restoration of City Hall only.
FINANCIAL IMPACT
The estimated cost of the proposed Master Plan is $100,000. The City will ask the
Department of Local Affairs to fund $50,000 of the cost of the Master Plan. The City's
match will be included within the City's 2005 Capital Improvement Program budget.
Depending upon the source of the funds awarded by the Department of Local Affairs,
these funds may or may not be exempt from TABOR. There is also a provision within the
Department of Local Affairs' contract that requires, should the City be required to refund
any money under TABOR, the City would be required to return the grant funds to the
Department of Local Affairs first.
