A RESOLUTION EXPRESSING THE POLICY OF THE CITY COUNCIL TO RESTRICT THE
WIDENING OF CERTAIN ROADWAY WIDTHS ALONG PORTIONS OF ENCINO DRIVE AND
BANDERA PARKWAY AND TERMINATE ENCINO DRIVE SOUTH OF THE EXISTING SCHOOL
SITE
WHEREAS, the entire existing right -of -way width of Bandera Parkway is platted at 100 feet
in width and the existing roadway width in El Camino Fourth Filing is constructed at 60 feet in
width; which are in conformance to the City of Pueblo arterial roadway standards; and,
WHEREAS, the entire existing right -of -way width of Encino Drive is platted at 80 feet in
width and the existing roadway width is constructed at 44 feet in width, which is in conformance to
the City of Pueblo collector roadway standards; and,
WHEREAS, the Southwest Quadrant Transportation Plan as adopted by PACOG verifies
that the 60 foot roadway width on Bandera Parkway and the 44 foot roadway width on Encino
Drive will provide sufficient roadway capacity for future volumes; and,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1 _
The existing roadway width of Bandera Parkway shall remain at 60 feet as constructed
within El Camino Subdivision Fourth Filing.
SECTION 2_
The existing roadway width of Encino Drive shall remain at 44 feet as constructed within El
Camino Subdivision Filings 1, 2, 3, 4, 7 and 13.
SECTION 3_
Encino Drive shall terminate south of the school site at a T- intersection.

ISSUE
Should the City of Pueblo approve a resolution that restricts, as a matter of Council
policy, the future widening of Bandera Parkway and Encino Drive and terminating
Encino Drive south of the existing school site at a "T" intersection?
RECOMMENDATION
Approval of the Resolution
BACKGROUND
The El Camino Homeowners Organization (ECHO) has approached the City with a
request that the City restrict the future widening of Bandera Parkway and Encino Drive
and to terminate Encino Drive south of the existing school site at a "T" intersection.
With the development of El Camino Subdivisions both Bandera Parkway and Encino
Drive were platted as roadways designed to carry north / south traffic in and out of the
development. Bandera Parkway is classified as a minor arterial, which requires a 100 -
foot right -of -way and a roadway width of 60 feet. Encino Drive is classified as a
collector roadway, which requires an 80 -foot right -of -way and a roadway width of 44
feet.
Unfortunately, at the time Bandera Parkway and Encino Drive were platted, the City had
no regulations prohibiting developers from building homes that face these types of
roadways. Higher traffic volumes and speeds expected for these roadway classifications
may result in an undesirable living situation for some residents. The City has recently
taken action to eliminate the possibility of this type of development situation occurring in
the future.
City staff feels comfortable with a policy restricting the future widening of both Bandera
Parkway and Encino Drive as described in the resolution based on the Southwest
Quadrant study traffic projections prepared by the Pueblo Area Council of Governments
( PACOG). PACOG's report has accounted for a 60 -foot roadway width of Bandera
Parkway consisting of two travel lanes in each direction and a center left turn lane. The
future condition for Bandera Parkway, as currently constructed in El Camino Fourth
Filing, is classified as an uncongested facility with a "level of service" (LOS) rating of
AB. The report also rates the future condition of Encino Drive, as currently constructed
at a 44 -foot width, as somewhat congested with a LOS rating of C/D. This report
terminates Encino Drive at the future Lake Avenue; however, the "T "ing south of the
existing school site should have negligible LOS impacts on the roadway operations.
The PACOG analysis assigned each roadway with a LOS rating. This rating is a quality
measurement describing operational conditions within a traffic stream, generally in terms
of service measures such as speed, travel times, freedom to maneuver, traffic
interruptions, comfort and convenience. LOS ratings range from A to F, with LOS A
representing the best operating conditions and LOS F representing the worst.
The El Camino Homeowners Organization has been informed that this is a policy
statement only and future Councils may rescind this resolution.
FINANCIAL IMPACT
There is no financial impact to the City.
