A RESOLUTION APPROVING AND ACCEPTING THE U.S. DEPARTMENT OF JUSTICE COPS
IN SCHOOLS GRANT AWARD NO. 2004SHWX0061 AND AUTHORIZING THE PRESIDENT OF
THE CITY COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo, on behalf of the Pueblo Police Department, has submitted
an application to the United States Department of Justice to fund expansion of the School
Resource Officer program by assigning an elementary school SRO to each of the community's four
quadrants.
WHEREAS, the U.S. Department of Justice has approved the application and has prepared
the COPS in Schools Award with a grant amount of $500,000; and
WHEREAS, the City Council of Pueblo has the authority to enter into contracts on behalf of
the City of Pueblo, including its Pueblo Police Department; and
WHEREAS, U.S. Department of Justice Grant # 2004SHWX0061 has been presented to
the City of Pueblo for approval; and
WHEREAS, a resolution by the City of Pueblo formally accepting the COPS in Schools
Award, and authorizing the proper signature to be affixed to the Contract indicating such
acceptance is required by the U.S. Department of Justice, NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The terms, conditions and obligations of the COPS in Schools Grant Award No.
2004SHWX0061 between the City of Pueblo and the U.S. Department of Justice, a copy of which
is attached hereto, are hereby approved and accepted as to form by the City Attorney, are hereby
approved.
SECTION 2.
The President of the City Council is authorized to execute and deliver the COPS in Schools
Grant Award No. 2004SHWX0061 in the name of the City and the City Clerk is directed to affix the
seal of the City thereto and attest same.

ISSUE
Should the City of Pueblo accept the U.S. Department of Justice COPS in
Schools Grant Award No. 2004SHWX0061 on behalf of the Police Department in
the amount of $500,000?
RECOMMENDATION
The Police Department recommends the acceptance of this grant award.
BACKGROUND
This grant will allow the Police Department to expand its Community Oriented
Policing efforts by installing an elementary school level, School Resource Officer
in each of the four quadrants of the community for a total of four (4) new SRO
positions. These four positions are in addition to current budgeted staffing levels.
This grant program constitutes a minimum of a four -year commitment with
Federal cost sharing for the first three (3) years. This COPS Grant has been
designed to address the top three goals that were identified by the Integrated
Drug Enforcement Assistance project (Project IDEA) initiated by the Drug
Enforcement Agency. The top three goals are to strengthen neighborhood watch
programs, continue the education of drug resistance to the youth of Pueblo and
strengthening of the school resource officer program.
FINANCIAL IMPACT
The COPS Grant will provide a Federal share of $500,000 over three years and
the applicant share will be $203,232. School District 60 has agreed to pay for
50% of the applicant share. Refer to Attachment "A," attached "Financial Analysis
of Budgeted Costs" report and correspondence from District #60.

fringe benefit costs per officer, for this COPS Project have been estimated at:

Total per officer = $175,808 x 4 officers = $703,232
Minus Federal Share $500,000
Equals Total Applicant Share = $203,232
Per the attached June 08, 2004 District 60 Board Meeting Minutes, School District 60
has agreed to pay 50% of the 3 -year applicant share of $203,232 plus 50% of the fourth
year anticipated cost of $288,164 (see chart below for 4 t ' year costs of $72,041 x four
officers).
