FOR ADDITIONAL SUBSURFACE INVESTIGATION AT THE PUEBLO MEMORIAL AIRPORT MAINTENANCE FACILITY IN THE AMOUNT OF $16,310.13 AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME WHEREAS, Maxim Technologies, Inc. has been monitoring groundwater samples at the Pueblo Memorial Airport Maintenance Facility since 1989 and the City of Pueblo accepted a proposal from Maxim Technologies, Inc. on March 22, 2004 to investigate the petroleum contamination and prepare a site characterization; and WHEREAS, the State of Colorado Department of Oil and Public Safety is requiring that action be taken due to an increase in benzene concentrations and has requested that additional subsurface investigation be done at the site; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Maxim Technologies, Inc. Proposal No. P45009051, a copy of which is attached hereto and made part hereof by reference relating to additional subsurface investigation at the Pueblo Memorial Airport Maintenance Facility, is hereby approved and accepted. SECTION 2. The President of City Council is hereby authorized to execute the Proposal on behalf of Pueblo, a Municipal Corporation. SECTION 3. Funds in the amount of $16,310.13 shall be expended from the 2004 Airport budget. RECOMMENDATION Approval of this Resolution. BACKGROUND In 1989, petroleum hydrocarbon- contamination was found in groundwater at the Pueblo Airport Maintenance Facility. Since that time, Maxim Technologies has been monitoring the groundwater. In June 2003, the groundwater samples showed an increase in benzene concentrations. The State of Colorado Division of Oil and Public Safety (OPS) required an investigation to delineate the source and extent of this contamination. Maxim Technologies has performed the initial investigation and has now been informed by the OPS that an additional subsurface investigation needs to be done. FINANCIAL IMPACT The cost of the additional subsurface investigation is $16,310.13. These funds shall be expended from the 2004 Airport budget. These funds will be reimbursed by OPS. This subsurface investigation is designed to provide additional information regarding the distribution of contamination in soil and groundwater to improve the effectiveness of the Site Characterization Report (SCR). This proposal presents the background, purpose, approach, schedule and costs associated with this additional delineation. Background During April of 2004, Maxim completed 15 borings, installed and developed one monitoring well, replaced and developed one monitoring well, surveyed 17 monitoring wells, and repaired the surface mounts on two monitoring wells. During discussions with the OPS regarding the information gained from this effort, the OPS indicated that additional delineation of the spatial distribution of contamination downgradient of the source, and investigation of the potential for contamination to be present in the utility corridor along Magnuson Street, would be useful in preparing an SCR that supports a more focused and cost -effective Corrective Action Plan (CAP). The OPS approved a request for extension for the SCR to allow time to collect this additional information (attached). Approach To obtain the recommended information that will bolster the SCR, Maxim proposes to complete the following scope of work: Soil Investigation 1) Conduct Utility Locates for areas to be drilled. 2) Update Health and Safety Plan to address the actives proposed herein 3) Schedule and contract with a drilling contractor. 4) Mobilize to and from the Site. 5) Drill approximately 5 soil borings between Magnusen Avenue and the former tank area. 6) Conduct laboratory analyses of the soil samples consistent with the analyses conducted on the samples collected in April 2004. Jerry Brienza Groundwater Investigation June 1, 2004 7) Complete approximately 3 of the soil borings as monitoring wells; survey, develop, and sample groundwater from these wells. 8) Conduct laboratory analyses of the groundwater samples consistent with the analyses conducted on the samples collected in April 2004. Reporting 9) Incorporate the additional information obtained by these efforts in the SCR. 10) Continue interface with the OPS COST ESTIMATE The attached spreadsheet presents a breakout of costs anticipated to be associated with the foregoing investigation activities. SCHEDULE AND AVAILABILITY Maxim is available to begin this project immediately upon authorization to proceed. Maxim requests authorization to proceed by June 8, 2004 in order to incorporate the new information and submit the SCR by the extended due date of July 12, 2004. CONDITIONS AND LIMITATIONS Maxim will perform this work in accordance with the terms and conditions contained in the Agreement For Professional Consulting Services (Agreement) executed by the City of Pueblo on April 14, 2003.
