A RESOLUTION APPROVING REVISIONS TO THE STANDARD CONSTRUCTION
SPECIFICATIONS AND STANDARD DETAILS FOR THE CITY OF PUEBLO
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1
Pursuant to and in furtherance of sections 4 -2 -2 (i), 12 -3 -1, 12 -4 -7 0)(2), 12 -4 -7 (j)(5)(b),
12 -4 -7 0)(5)(c), 12 -4 -7 (J)(8), 12 -6 -5 (f), and 12 -6 -9 of the Pueblo Municipal Code, as amended,
and upon recommendation by the City Engineer, the Council does hereby (i) approve the addition
of Article 16, "ADA Requirements within the Rights of Way ", and standard detail sheets SD1.2,
SD6.1, SD6.2, SD6.3, SD6.4, SD6.5, SD10.1, SD10.2, and SD13.2, and (ii) amend standard
detail sheets SD1, SD2, SD4, SD5, SD9, and SD28, to the Standard Construction Specifications
and Standard Details for the City of Pueblo, Colorado as shown on the documents attached
hereto.
SECTION 2.
In the event of any conflict between these revisions and the Roadway Classification
Standards adopted by Resolution No. 8155, the revisions to the Standard Construction
Specifications and Standard Details for the City of Pueblo, adopted herein, shall take precedent.
SECTION 3.
After adoption of this Resolution, a true copy of the Standard Construction Specifications
and Standard Details for the City of Pueblo, as revised, shall be maintained on file in the office of
the City Clerk for public inspection. Copies shall be made available through the City's Department
of Public Works for purchase by the public at a moderate price.
SECTION 4.
Revisions to the Standard Specifications and Standard Details for the City of Pueblo shall
become effective thirty days after passage of this Resolution, except for subdivision submittals or
site plan submittals accepted by the City prior to the effective date of this Resolution, which are
not subject to these revisions.

ISSUE
Should the City Council approve various revisions to the Standard Construction
Specifications and Standard Details for the City of Pueblo.

The City's "Standard Construction Specifications and Standard Details," which were
adopted by City Council in June of 1997 and revised in February 2001, govern the
construction of streets, curbs and gutters, driveways, sidewalks, sanitary sewers, storm
sewers, and excavations in the public right of way. Since their adoption and subsequent
revision, certain standards required under the American with Disabilities Act (ADA) have
come into effect, namely the requirement for detectable warning strips at the bottom of
curb ramps for the visually impaired. In addition, various other revisions are included to
bring the City's standards into full compliance with ADA.
Following is a summary of the proposed revisions:
1. Addition of Article 16 — ADA Requirements within the Right of Way
This new article sets forth the general design criteria for sidewalk, curb ramps,
trails, and other pedestrian traffic.
2. Standard Detail Sheet— SDI
Requires new detectable warning strips at base of curb ramp, landing at top of
curb ramps, and level (< 2% cross slope) sidewalk at back of driveway.
3. Standard Detail Sheet— SD 1.2
Requires rebar in square pan and cross pan
4. Standard Detail Sheet — SD2
Requires rebar in cross pan
5. Standard Detail Sheet — SD4
Requires rebar in alley approach, adjacent gutter and on sidewalk attached to
alley approach. Requires max 2% cross slope at attached sidewalk.
6. Standard Detail Sheet SD6.1
Provides details of directional ramps at street corner where sidewalk leading
to corner are attached to curb.
7. Standard Detail Sheet SD6.2
Provides details of directional ramps at street comer where sidewalks leading
to corner are detached from curb.
8. Standard Detail Sheet SD6.3
Provides details of diagonal ramp at street corner. In new subdivisions the
diagonal curb ramp will only be allowed where street widths are 36 -foot or
less.
9. Standard Detail Sheet SD6.4
Provides detail of mid -block curb ramp.
10. Standard Detail Sheet SD6.5
Provides details on tactile warning band to be installed at bottom of all curb
ramps. This is an ADA requirement for sight - impaired individuals.
11. Standard Detail Sheet SD9
Provides details for expansion joint placement for sidewalks and curb ramps
and requires five -foot wide sidewalks in residential areas. The current
standards require four -foot wide sidewalks in residential subdivision,
however, ADA accessibility guidelines state:
"Section 4.3.4 (ADAAG)
If an accessible route has less than 60 inches clear width, then passing
spaces at least 60 inches by 60 inches shall be located at reasonable
intervals not to exceed 200 feet."
Because of the maximum cross slope requirements in ADA, (2% maximum),
the use of driveways cannot guarantee that the accessible route will meet the
guidelines, therefore, it is staffs recommendation that the 60 -inch sidewalk
width be adopted.
12. Standard Detail Sheet SDI 0.1
Provides a larger scale of plan for various details discussed in previous items.
13. Standard Detail Sheet SDI 0.2
Provides details on a "knuckle" intersection, which is a new option available
to developers.
14. Standard Detail Sheet SDI 3.2
Provides details on radial catch basins as a new option available to developer
15. Standard Detail Sheet SD28
Provides details for curbside mailbox blockouts.
The Pueblo Association of Home Builders, through Roger Fonda and Bob Leach, have
provided their input into the proposed revisions and additions in their letter dated
April 16, 2004, copy attached. Their questions were answered in a letter from Tom Cvar
dated May 4, 2004, copy attached.
Copies of this background paper and proposed Resolution are being sent to them also.
FINANCIAL IMPACT
The cost of these revisions will increase the cost of construction for both the City and
private developers.
Some examples of these increased costs are:
• Tactile bands at curb ramp - + $350 / each
• 5' -wide sidewalk vs. 4' -wide - +$ 2.50 / ft.
• Landings at top of diagonal curb ramps - +$200 / each
