A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION FOR STATE
HISTORICAL FUND MONIES TO CONDUCT A NORTHSIDE HISTORIC BUILDING SURVEY
AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO SUBMIT SAME
WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan to preserve the
archaeological, architectural, historical, and natural resources which contribute to the character,
individuality, and cultural heritage of Pueblo; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City council authorizes the preparation of a grant application to the Colorado Historical
Society State Historical Fund for a Northside Historic Building Survey. The grant will fund a
professional historic building inventory and survey to determine eligibility of the study area and its
individual structures for national, state, or local Historic Landmark or District nomination. The
President of City Council is hereby authorized to submit same.

The grant request is to conduct a professional historic building inventory and survey to
determine eligibility of the study area and individual structures for national, state, or
local Historic Landmark or District nomination. The City of Pueblo is the applicant, with
the grant to be administered through the City's Department of Planning. In collaboration
with an architectural historian, the project will survey approximately 300 structures for
historical, architectural, geographical and archeological significance. Findings will be
used in preparation of national, state or local historic landmark and district nominations.
The grant request amount is $67,500 with a cash match of $22,500 for a total project
amount of $90,000. The required 25% cash match was approved as part of the City's
2004 Community Development Block Grants Action Plan (City Ordinance No. 7085),
and subsequently funded by the U.S. Dept. of Housing and Urban Development.
The principal benefit to the public of accomplishing the goal of this project, designation
of Northside Historic Landmarks and Districts, will be to preserve the heritage of
Pueblo's late 19"' century banking, ranching, and commercial development leaders for
future generations of citizens. The study area is unique in that it includes residences
from all economic classes, from the Thatchers to employee housing in the lower north
side neighborhood. The survey will be conducted in conjunction with a Northside
Neighborhood Plan, to be completed by the City's neighborhood planner in 2004, and
historic preservation will be examined concurrently with needs for community
development, infrastructure improvements, parks and recreation, transportation
efficiency and other issues. The study also builds on the concurrent 125 Environmental
Impact Cultural Resource Assessment, which will survey Mineral Palace Park historic
resources and 45 structures in the southeast comer of the study area (see map).
FINANCIAL IMPACT
The 25% cash match of $22,500 has been budgeted from FY 2004 Community
Development Block Grant funds. Additional financial impact to the City may be
associated with designation of a local or national historic district, in 2005 or afterward.
This impact would emanate from administration of historic district guidelines, including
design review for building alterations, and issuance of Certificates of Appropriateness
for alterations, Demolition Permits or Certificates of Economic Hardship, according to
the existing Historic Preservation Ordinance. The impact is estimated at five staff hours
per week, or approximately $6,750 per year. The existing $150 application fee for
Certificates of Appropriateness, Demolition or Economic Hardship may largely offset
this impact.
