A RESOLUTION AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE AND
DELIVER AN APPLICATION TO THE DEPARTMENT OF LOCAL AFFAIRS FOR STATE ENERGY
AND MINERAL IMPACT ASSISTANCE PROGRAM FUNDS FOR THE PROPOSED NORTH
SANTA FE AVENUE SEWER/STREETSCAPE PROJECT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The President of the City council is hereby authorized to execute and deliver the attached
application requesting State Energy and Mineral Impact Assistance Funds in the name of the City,
to the Department of Local Affairs for the North Santa Fe Sewer /Streetscape Project in the amount
of $278,000.

ISSUE
Should the City Council authorize the President of the City Council to execute and
deliver an application to the Department of Local Affairs for State Energy and Mineral
Impact Assistance Program Funds for the proposed North Santa Fe Avenue
Sewer/Streetscape Project?
Approval of this Resolution.
BACKGROUND
Planned improvements by the Wastewater Department for the replacement of the
sanitary sewer line on North Santa Fe Avenue between 4"' and 6"' Streets have opened
an opportunity to improve /enhance the streetscape since sections of curb, gutter,
sidewalk and storm inlets will need to be replaced due to the construction. Streets
Department has an overlay project scheduled for North Santa Fe Avenue for next year.
A technical committee comprised of City staff and the Pueblo Downtown Association
was formed to study the opportunity, obtain property owner support and seek funding
for work to improve the streetscape in coordination with the sewer replacement. In
addition, The Committee will seek funding from CDOT TE -21 Highway Enhancement
Funds to construct Phase 11 from a Street to 8"' Street in 2005. The Pueblo Downtown
Association has contributed $16,800 to hire NorthStar Engineering, Inc. to perform a
preliminary design and estimate for the streetscape project from 4" to 6 1 Street.
NorthStar has also donated $25,000 of in -kind contributions to initiate the project.
The City of Pueblo is applying for funding from the Colorado Department of Local
Affairs, Energy Mineral Impact Assistance Fund (EIAF) to assist in the engineering and
construction costs of the proposed sewer /streetscape project. The grant request will be
in the amount of $278,000 to be matched with an estimated $278,000 of which
$264,000 is from State Revolving Fund Loans for the City of Pueblo Wastewater
Department and $14,000 is from the Streets HUFT Overlay Budget. These Public
Works costs help leverage 1 to 1 grant dollars for streetscape items. The existing
sanitary sewer line, curb, gutter sidewalk will be replaced whether this streetscape
enhancement funding opportunity is successful or not. The project is scheduled to
begin construction in the Spring of 2005. This EIAF application round is due April 1,
2004 with successful awards scheduled for September of this year.
FINANCIAL IMPACT
The EIAF grant request for $278,000 may be matched from funds in the amount of
$264,000 from the State Revolving Fund Loan for the City of Pueblo, Wastewater
Department and $14,000 from Overlay Funds for the Streets Department.
