HomeMy WebLinkAbout10065RESOLUTION NO. 10065 A RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE DAVID AND LUCILE PACKARD FOUNDATION TO CONTINUE THE INJURY PREVENTION CAR SEAT PROGRAM AND THE GREEN RIBBON SEATBELT AND TRAFFIC SAFETY CAMPAIGN WHEREAS, the David and Lucile Packard Foundation funds requests that directly serve the residents of Pueblo and which focus on education, child care, youth, conservation and environment, community health, and the arts, and WHEREAS, the City of Pueblo supports the Car Seat Program and the Green Ribbon Seatbelt and Traffic Safety Campaign, now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 The grant application for $25,750 which will be utilized by the Police Department to purchase child safety seats, green ribbon leaflets and ribbons, and conduct radio advertising that will promote both programs is hereby authorized. SECTION 2 A copy of the grant application is on file at the City of Pueblo Police Department, Traffic Division Office. The Police Department recommends approval of this resolution. BACKGROUND The City of Pueblo's Police Department is requesting approval to submit a $25,750 grant application to the David and Lucile Packard Foundation to purchase child safety seats, green ribbon leaflets and ribbons, and conduct radio advertising that will promote both programs. Car seats will be distributed to low - income parents who cannot afford car safety seats for their children. The green ribbon leaflets and ribbons will be distributed to increase seatbelt use among Pueblo drivers. Graham Deputy Chief Ronald A Gravatt Deputy Chief The Pueblo Police Department hereby submits application to the David and Lucile Packard Foundation for a grant in the amount of $25,750 to fund the continuation of the Injury Prevention Car Seat Program as well as the continuation of the Green Ribbon Seatbelt and Traffic Safety Campaign. MISSION / FUNCTION The Pueblo Police Department is responsible for the preservation of public peace, prevention of crime, apprehension of criminals, protections of the rights of persons and property and the enforcement of the laws of the State, and the ordinances of the City as provided by the City Charter and all rules and regulations made in accordance therewith, and such other functions as the City Manager and Council may prescribe for public safety. INTRODUCTION In 2003 the David and Lucile Packard Foundation awarded the Pueblo City County Health Department $12,000 in order to fund their Injury Prevention Car Seat Program. The program involved the distribution of child safety seats to low- income parents who were unable to afford car safety seats for their children. The car seats were distributed at the Pueblo County Health Department and at car seat safety checkpoints that were conducted at various locations during the year. An important component of the distribution program was the one on one instruction that was given to each parent to whom a car seat was donated. When a car seat was given out, the Pueblo Police Department's Parking Enforcers provided installation instructions to assure that the car seat was used properly. By December 31, 2003, 277 child safety seats had been distributed to local residents. In September of 2002 the Pueblo Police Department applied to the National Highway Traffic Safety Administration for a Local Community Demonstration Innovative Seat Belt Grant. The purpose of the grant was to increase seatbelt use among Pueblo drivers with particular focus on the Hispanic population through a combination of high visibility enforcement coupled with an intense public awareness program. The grant was awarded and conducted from January through September of 2003. The Green Ribbon Seatbelt and Traffic Safety Campaign, created during the grant period is a program that involves the distribution of green ribbons to local drivers with the request that the drivers attach the green ribbon to their vehicle's antenna. By doing so, the drivers indicate that they wear seatbelts, that they support the use of seatbelts by others, that they comply with all other traffic laws, and that they encourage other drivers to do the same. Several approaches were used to educate the public and publicize the Green Ribbon Campaign. These included: Meeting with various community service groups including Drive Smart Pueblo, Parkview Hospital, the Angelical Group, the Kiwanis, the Optimists, El Centro Del Quinto Sol, the Pueblo Police Department's Chaplin's, and the Pueblo Police Department's Volunteer Handicap Parking Enforcers. At each meeting the fundamentals of the grant were explained and the Pueblo Police Department's efforts towards meeting the goals of the grant were detailed. Special emphasis was given to requesting the attendees' assistance in spreading the word about the importance of wearing seat belts among the members of their respective organizations. Production of brochures and flyers in both English and Spanish promoting the Green Ribbon Campaign and the use of seat belts and child safety seats. The brochures were intended to catch a person's eye with intriguing colorful pictures and to stimulate the reader to read the short brief statements. Over 1500 were printed in English and over 700 in Spanish. Organizing and participating in several Safety Fairs several of which were held at Pueblo High Schools. Using paid advertising on local English and Spanish language radio stations. Using press conferences and press releases directed to local printed and electronic media to keep the public informed about the campaign. Using moveable freestanding banners and advertisement billboards on city buses to advertise the campaign. Utilizing numerous local businesses to act as distribution points for the ribbons, as well as sources of funding for the campaign. As a result of our efforts, over 36,000 one yard pieces of green ribbon and educational leaflets were distributed to local drivers between August 1'' and December 31'` of 2003. PROGRAM OVERVIEW If awarded, grant funds would be used to continue both the Injury Prevention Car Seat Program, and the Green Ribbon Seatbelt and Traffic Safety Campaign. The funds would be used to purchase car seats that would be distributed at the Pueblo Police Department and at car seat checkpoints during the year. The funds would also pay for green ribbons, educational leaflets, and radio advertising that would promote both programs. The funds would be spent according to the accompanying grant budget estimation. The success of the program would be evaluated by: 1. Documenting the number of car seats that are distributed during the year. 2. Conducting observational surveys in order to determine if the seat belt use among Pueblo drivers increases significantly from the current use rate of 62 %.
