A RESOLUTION AUTHORIZING THE TRANSFER OF $30,000 FROM THE CONTINGENCIES
ACCOUNT IN THE 2004 GENERAL FUND BUDGET TO THE MUNICIPAL COURT 2004 BUDGET
FOR THE GRAFFITI REMOVAL PROGRAM
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO THAT:

The disbursement of funds in the amount of $30,000 to be used for graffiti removal is
hereby approved.

Said funds shall be disbursed from the general fund contingencies account in the 2004
general fund budget and placed in the Municipal Court budget.

THE MUNICIPAL COURT 2004 BUDGET FOR THE GRAFFITI REMOVAL
PROGRAM
ISSUE
Municipal Court has operated a Graffiti Removal Program for the past four years.
This program is currently funded through the Juvenile Accountability Incentive
Block Grant (JAIBG). When the Concerned Parents organization was denied
$100,000 in CDBG funding for their graffiti removal program, they notified the
City that they would no longer be providing graffiti removal services. These
funds will allow for the expansion of the existing Municipal Court program to
provide all graffiti removal services throughout the City.
Through the Municipal Court Program, graffiti is removed by juvenile offenders
sentenced to community service. These funds will be used to hire an additional
supervisor to expand the number of juveniles working on graffiti, as well as buy
additional paint supplies.
RECOMMENDATION
Approval of the resolution.
FINANCIAL IMPACT
Thirty thousand dollars will be disbursed from the contingencies account in the
2004 budget and placed in the Municipal Court budget (see attached
spreadsheet of balance in contingencies account).
