HomeMy WebLinkAbout10038RESOLUTION NO. 10038 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO GREAT OUTDOORS COLORADO TO CONSTRUCT PARK IMPROVEMENTS IN PHASE IIIA -1 OF THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo agrees to submit a Regional Local Government Parks and Outdoor Recreation Grant Application to the State Board of the Great Outdoors Colorado Trust Fund to construct park improvements in Phase IIIA -1 of the Historic Arkansas Riverwalk of Pueblo project; and WHEREAS, the City Council approved Ordinance No.6844 on May 28, 2002 establishing Phase III of HARP as a Capital Improvement Project. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The grant application is requesting $500,000 from the Great Outdoors Colorado Trust Fund for the park improvements in Phase IIIA -1 of the HARP Project, a copy of which is on file at the City of Pueblo's Department of Planning and Community Development, is hereby approved. SECTION 2. The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approval of the Resolution. BACKGROUND The HARP Foundation is requesting that the City apply for a $500,000 Regional Local Government Parks and Outdoor Recreation Grant from GOCO to construct park improvements in Phase IIIA -1 of the HARP project. In October 2003, the City submitted a •'concept paper" to GOCO outlining the details of this project. In November 2003 GOCO approved the "concept paper" and invited the City and the HARP Foundation to submit a full grant application. The project will consist of improvements relating to the urban park areas in Phase 111, such as: the river channel, turf and irrigation areas, benches, park trees, retaining walls, environmental education area, and pedestrian walkways. FINANCIAL IMPACT City Council approved Ordinance No. 6844 on May 28, 2002 establishing Phase III of HARP as a Capital Improvement Project in the mount of 5.6 million dollars. Phase IIIA -1 is estimated to cost approximately $2,711,000 of which, the $500,000 identified under this grant request is a part thereof. If GOCO approves this grant, the City will enter into an agreement with the HARP Foundation obligating them to provide the matching funds for this project.
