HomeMy WebLinkAbout10036RESOLUTION NO. 10036 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A PLANNING GRANT APPLICATION FOR THE MINNEQUA LAKE PARK AND OPEN SPACE PROJECT TO THE STATE BOARD OF OUTDOORS COLORADO TRUST FUND, AND AUTHORIZING THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo supports the Minnequa Lake Park and Open Space Project and planning grant application to the State Board of Outdoors Colorado Trust Fund; and WHEREAS, the proposed project has been identified and recommended in the City's Pueblo Natural Resources and Environmental Education Strategic Plan and the City's Urban Park and Recreation Recovery Program Plan; and BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1 The President of the City Council is hereby authorized to execute and deliver the planning grant application, certified by the Director of Planning, for the Minnequa Lake Park and Open Space Project on behalf of the City of Pueblo, a Municipal Corporation, to the State Board of Outdoors Colorado Trust Fund, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 2 The grant application is requesting $50,000 from GOCO, with the City of Pueblo obligate up to $46,500 in cash match from Capital Project account SW0401, $2,400 of in -kind expenses from the City's 2004 budget, and $1,100 of in -kind from the Pueblo Board of Water Works and the Colorado Division of Wildlife towards the total project cost. SECTION 3 A copy of the grant application is on file at the City of Pueblo's Department of Planning and Community Development. RECOMMENDATION Approval of the Resolution. BACKGROUND: The City of Pueblo's Department of Planning and Development is requesting approval to submit a $50,000 planning grant application to the Great Outdoors Colorado Trust Fund for developing an acquisition and development plan for Minnequa Lake. The plan will look at how the lake could be used as both a park and open space facility, as well as a regional stormwater detention facility. The planning grant will develop a strategic plan to evaluate the validity and value of the water rights associated with the property, appraise the value of the property, develop a funding strategy for property acquisition, and complete a Master Plan for the park, open space, stormwater detention and water quality treatment facilities. The result of this planning grant will be to develop a Great Outdoors Colorado local government regional grant application, as well as other funding applications that could be submitted in 2005. The estimated budget for this Plan is as follows: $ 50,000 Great Outdoors Colorado Trust Fund $ 46,500 City of Pueblo (cash) $ 2 City of Pueblo (in -kind) $ 1,100 In -Kind (Pueblo BOWW & Colorado Division of Wildlife) $100,000 TOTAL COST FINANCIAL IMPACT: If awarded the grant, the City of Pueblo will be required to obligate up to $46,500 in cash match from Capital Project Account SW0401 (see the attached budget description for the Aster /Pueblo Blvd. Storm Sewer System Capital Project). The stormwater fees collected in 2004 are the source of funding for Capital Project Account SW0401. In addition the City will need to provide $2,400 of in -kind expenses from the City's 2004 budget, and $1,100 of in -kind from the Pueblo Board of Water Works and the Colorado Division of Wildlife.
