A RESOLUTION APPROVING A CONTRACT, EIAF NO. 4594, CITY OF PUEBLO
ADMINISTRATIVE INTERN BY AND BETWEEN THE STATE OF COLORADO FOR THE USE
AND BENEFIT OF THE DEPARTMENT OF LOCAL AFFAIRS AND THE CITY OF PUEBLO AND
AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
WHEREAS, the Pueblo City Council's current goals include implementation of
neighborhood plans, quality housing choices, and upgraded quality neighborhoods; and
WHEREAS, The City of Pueblo has the opportunity to enter into a contract with the
Colorado Department of Local Affairs for the administration of Energy Impact Assistance Funds in
the amount of $13,000 to engage an administrative intern for neighborhood plan implementation in
the East and West Side Neighborhoods for a one year period ending December 31, 2004;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The grant contract and attachments, between the Sate of Colorado for the use and
benefit of the Department of Local Affairs, and the City of Pueblo, relating to EIAF No. 4594,
Pueblo Administrative Intern, a copy of which is attached hereto and incorporated herein having
been approved as to form by the City Attorney is hereby approved.
SECTION 2.
The President of City Council is hereby authorized to execute and deliver said Contract in
the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall
affix the seal of the City thereto and attest same.
SECTION 3.
Funds for the local match in the amount of $13,000 are made available from the 2004
General Fund.

ISSUE
Shall City Council enter into a contract with the Colorado Department of Local
Affairs to provide administrative intern services for the Department of Land Use
Administration and the East and West Side neighborhoods, as identified within
Exhibit A, Scope of Services, of the al[ached Contract.
RECOMMENDATION
Approval of Resolution.
BACKGROUND
The City of Pueblo has been offered a Financial Assistance Grant from the
Department of Local Affairs to fund the hidng of an intern through the University
of Colorado at Denver, Best and Brightest Internship Program for the purposes of
supporting the Department of Land Use Administration and the administrative
needs of the East and West Side Neighborhood Associations, as well as the
implementation of Neighborhood Plans for these two neighborhoods. The City's
neighborhood planner, in collaboration with the two affected neighborhood
associations, will establish the program of work. The neighborhood planner will
also serve as the intern's immediate supervisor. The intern will be housed in the
Department of Housing and Citizen Services office.
FINANCIAL IMPACT
The budget for the first year of the intemship will be $26,000. Of this amount,
$13,000 will come from the EIAF No. 4594 Pueblo Administrative Intern Contract
with the Department of Local Affairs, and $13,000 will come from 2004
General Funds resulting from salary savings within the Department of Land Use
Administration. The City will incur certain expenses in administering the contract,
providing a computer and office space, and supervising the intern.
The internship program is a two-year program. The EIAF contract may be
extended before December 31, 2004 to include a second year's funding for 2005
at an equivalent level, provided an equivalent local match of $13,000 is secured
for 2005.
