HomeMy WebLinkAbout09817RESOLUTION NO. 9817 A RESOLUTION APPROVING THE SCOPE OF WORK AND EXPENDITURE OF FUNDS FOUND WITHIN THE PROFESSIONAL SERVICE CONTRACT TO PREPARE THE SCHEMATIC DESIGN FOR A DOWNTOWN PARKING STRUCTURE/ASSOCIATED USES AND PRELIMINARY COST ESTIMATE BETWEEN THE URBAN RENEWAL AUTHORITY OF PUEBLO AND DESIGN STUDIOS WEST, INC. WHEREAS, the Pueblo City Council Resolution Number 9782, found that an area of the City is appropriate for study as an Urban Renewal Project or Projects; designated the construction and operation of a parking structure in close proximity to the Historic Arkansas Riverwaik Project as its preferred and priority urban renewal project and directed that all expenditure of funds and contracts for professional, financial or consulting services including scope of services thereof be made and entered into by the Authority with respect to any proposed Urban Renewal Plan or Project be approved by the City Council by Resolution. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Pueblo City Council herelsY approves the scope of work. which is attached as Appendix A and incorporated herein, to prepare the Schematic Design for a Downtown Parking Structure/Associated Uses and Preliminary Cost Estimate. SECTION 2. The Pueblo City Council hereby approves the expenditure of $50,000, a copy of the fee schedule as Appendix B which is attached and incorporated herein, for the preparation of a Schematic Design for a Downtown Parking Structure/Associated Uses and Preliminary Cost Estimate as budgeted in the 2003 Urban Renewal Budget and approved by City Council Resolution Number 9799. INTRODUCED March 24, 2003 BY Al Gurule Councilperson APPROVED: President of City Council ATTEST: City'~rk APPENDIX A Scope of Work Urban Renewal Authority of Pueblo Downtown Parking Structure Schematic Design Plan Below is the scope of work to initiate schematic design for a Downtown Parking Structure adjacent to City Hall and across Main Strect from the Pueblo Hotel and Convention Center. This scope is based on our phone conversation of Thursday, _April 3, 2003 and would be accomplished by the team members referenced in Appendix C. 1.0 2.0 Topographic Survey and Utility Investigation Consultant shall complete the topographic survey and utility investigation for the Project Study Area. The intent of this investigation is to review and confirm the location of all existing buildings and surface/subsurface improvements within the study area. The horizontal and vertical control datum for this survey shall be coordinated with the City of Pueblo's 'HARP Subdivision' and survey control datum. The existing condition survey will include a new topographic survey of the project area with a one-foot contour interval and spot elevations of critical features including building floor elevations for City Hall. In conjunction with the topographic survey of the project area, a utility investigation will be completed. The City shall be responsible for marking underground utility locations. Consultant shall survey marked locations of underground utilities and shall survey the following additional utility conditions. The utility investigation will consist of the following: · Inverts of sanitary sewers · Inverts of storm sewers · Water valve locations · Storm water inlet locations · Marked gas line locations · Marked underground electric locations · Overhead power and telephone pole locations · Marked underground phone locations Consultant shall transcribe all utility information to the new base mapping for the designated project study area. Parking Review and Evaluation Consultant shall review the "Comprehensive Parking Study for the Central Pueblo Area" prepared by Walker Parking Consultants in August of 2001 and re-evaluate the proposed site in light of any new issues that have arisen since the report's completion. This work will be completed to assure the City and the Urban Renewal Authority of Pueblo that the proposed site is the "best possible" option for the immediate future. Design Studios West, Inc. Appendix A - Scope of Work Page A-I 3.0 4.0 5.0 6.0 One-Day Programming Session After the completion of work item 1.0, and with a clear understanding of the existing conditions (easements, topography, utilities, drainage) of the project area. The Consultant shall organize a one-day programming work session in order to define the following objectives; · Locate a parking structure with approximately 600 spaces that is both functional and supportive of the downtown image, character and sense of place. · Incorporate supporting uses within the parking structure including, but not lhnited to; commercial/retail, public and private office and other ancillary uses. · Reflect and integrate the thoughts and opinions of the members of the Urban Renewal Authority of Pueblo throughout the planning and design process. · Demonstrate how the proposed facility links and connects to its surrounding uses, activities, services and facilities. The proposed facility needs to become an integral part of downtown Pueblo. · Prepare a schematic set of plans, drawings and illustrations that convey adequate detail for the pubhc to understand design intent, layout, access, circulation, streetscape, urban context, feasibility and estimated cost of construction. The primary objective of the one-day work session is to cost-effectively join City staff, Urban Renewal members and Consultant staff together to define a development program for the project. The workshop ~vill be held in Pueblo and will be scheduled to accommodate all parties involved. Prepare Schematic Layout Alternatives for the Parking Structure Based on the input and preferred program produced during the one-day work session, consultants shall prepare a series of design alternatives for the parking structure. These design alternatives shall illustrate various configurations based on the program defined under item 2.0. These alternatives will be used to weigh the opportunities and constraints of the site and determine any "fatal flaws" uncovered by the process. The alternatives will roughly define building massing and volume, interface with existing structures, auto and pedestrian circulation and access along with potential links to HARP and other surrounding uses. Value Options and Develop a Preferred Alternative The various alternatives will be reviewed, xveighed and valued by the City, Urban Renewal Authority and consultants. Based on this review, the consultants will recommend a preferred alternative to be developed further. Develop Facade, Floor Plan and Interface with City Hall After the acceptance of the preferred alternative concept for the parking structure, the consultant will develop a schematic interface and floor plan connecting to City Hall. The consultant will also develop a schematic fagade treatment for the structure to insure compatibility ~vith surrounding uses. Design Studios West, Inc. Appendix A - Scope of Work Page A-2 7.0 8.0 Develop Preliminary Costing for Preferred Schematic Design Alternative Working with the City and the Urban Renewal Authority the Consultant will prepare a preliminary estimate of construction costs based on our best knowledge of current pricing and construction methods. Final Schematic Design Plan Consultant shall prepare an illustrative drawing(s) of the lVmal preferred alternative. The preferred alternative will call out and demarcate all proposed improvements for the site and provide numbers that support all proposed program elements. The draWings will include the following: · Plan view drawings showing parking configuration, access points, anticipated circulation patterns for the parking structure. · Plan view drawings showing interface points and floor plans between the parking structure and City Hall. · Plan view drawings and sketches, as appropriate, to show architectural, landscape architectural and site improvement elements adjacent to the parking structure. · Elevation drawings showing schematic architectural fasade treatments for the structure. 9.0 10.0 Meetings and Coordination After the initial programming session the consultant will initiate approximately three (3) meetings in Pueblo to review, discuss and determine final preferred direction for the structure. Project consultants may meet independently to coordinate aspects of the project. Project Schedule Upon approval of the contract and authorization to proceed work on the project can begin immediately with completion of the scope items in an 8 to 10 week period.
