HomeMy WebLinkAbout09727RESOLUTION NO. 9727 A RESOLUTION REQUESTING THE DESIGNATION OF THE PUEBLO RIVER TRAIL SYSTEM TO BE INCLUDED AS PART OF THE COLORADO FRONT RANGE TRAIL AND AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION FOR TRAIL IMPROVEMENTS ALONG THE PUEBLO RIVER TRAIL SYSTEM TO THE COLORADO STATE TRAILS PROGRAM, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City Council approved Resolution No. 9450 on December 10, 2001 supporting the Colorado State Parks initiative known as the "Colorado Front Range Trail "; and BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1 This resolution is hereby requesting Colorado State Parks to designate the Pueblo River Trail System identified in Exhibit 1 as part of the Colorado Front Range Trail. SECTION2 The president of City Council is hereby authorized to execute and deliver the grant application, a copy of which is on file at the City of Pueblo Community Development Department, for trail improvements to the Pueblo River Trail System on behalf of the City of Pueblo, a Municipal Corporation, to Colorado State Parks and the City Clerk shall affix the seal of the City thereto and attest same. SECTION3 The grant request is for $15,000, with the City of Pueblo obligating up to $10,000 as cash match from Arkansas River Corridor Legacy Project Capital Project Fund. RECOMMENDATION Approval of the Resolution. BACKGROUND Colorado State Parks, in cooperation with twenty Front Range city and county agencies, has approved a plan for the Colorado Front Range Trail that is envisioned to extend from Ft. Collins to Trinidad along the foothills of Colorado's Front Range. The State Trails Program has set up a grant program specifically for communities that have trails within the corridor identified in the Front Range Trail Plan. The Pueblo River Trail System includes 14 miles of existing trail that is along the Front Range Trail corridor (See the attached map). In order to qualify for funding from the Front Range Trail Grant Program the City needs to request designation of the section of the Front Range Trail managed by the City. The Department of Planning and Community Development is requesting approval to submit a $15,000 grant application to the Colorado State Trails Program for the construction and placement of trail signs along the Pueblo River Trail System identifying the Colorado Front Range Trail and directing trail users to the trail system. The construction and placement of trail signs are included within the trail improvements project of the Arkansas River Corridor Legacy Project. The estimated budget for the project is as follows: $ 15,000 Colorado State Trails Grant $ 10,000 Cash Match (provided by Pueblo County's Contribution to the Arkansas River Corridor Legacy Project) $ 25,000 TOTAL COST FINANCIAL IMPACT The City of Pueblo has appropriated and budgeted the $25,000 to complete the signage of the River Trail System within the Arkansas River Corridor Legacy Project for trail signs in account AL0202. This grant will bring funding from additional sources other than the City of Pueblo to pay for trail improvements. The City will be required to maintain the trail signs following installation, but additional signs are being ordered to replace signs that are damaged or vandalized. The future costs will be the Parks Department staff time to replace signs.
