HomeMy WebLinkAbout09703RESOLUTION NO. 9703 A RESOLUTION STATING OPPOSITION TO THE PROPOSED CONSTITUTIONAL AMENDMENT 31 OTHERWISE KNOWN AS "ENGLISH LANGUAGE EDUCATION' WHEREAS, a proposed ballot initiative to amend the Colorado Constitution by adding a section (18) to Article IX entitled English Language Education for Children in public schools, which will appear on the General Election Ballot this November as Amendment 31 requires children to be taught by using the English language in their classrooms and requires children who are learning English to be placed in an English immersion program that is intended to last one year or less unless a waiver is granted, and WHEREAS, this proposed ballot initiative is in the form of a Constitutional Amendment because it eliminates the Constitutionally established right of local control given to boards of education and school districts to establish and maintain education programs for its students, and WHEREAS, the City Council of Pueblo, Colorado shares the belief advocated by proponents of Amendment 31 that every student needs to be fluent and proficient in the English language but also believes that problems associated with this proposed Constitutional Amendment far outweigh any benefits, now therefore BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: The City Council, on behalf of its citizens, expresses its strong opposition to Amendment 31, otherwise known as "English Language Education," and the City Council urges its citizens to become thoroughly educated on the issues surrounding Amendment 31 "English Language Education."
