FOR CONSTRUCTION OF A BUILDING ON PROPERTY LOCATED ADJACENT TO GREENHORN DRIVE EXTEN- DED, PUEBLO, COLORADO BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 Due to exigent circumstances, contemporaneously with the filing of a complete subdivision application meeting all of the requirements of Chapter 4, Title XII of the Pueblo Municipal Code as determined by the Director of Public Works ( "Subdivision ") for the property owned by Standard Sales Company, L.P. located adjacent to Greenhorn Drive Extended, Pueblo, Colorado ( "Property ") the City administration is authorized to approve the issuance of a building permit for a building or structure to be constructed or installed on the Property ( "Building Permit "). SECTION 2 The Building Permit will be deemed to be revoked and cancelled if the owner of the Property does not diligently pursue the Subdivision to final approval. No certificate of occupancy shall be issued for any building or structure constructed or installed on the Property pursuant to the Building Permit until after the Subdivision has been finally approved by City Council. The conditions, restrictions and limitations set forth herein shall be incorporated in and made a part of the Building Permit. FOR CONSTRUCTION OF A BUILDING ON PROPERTY LOCATED ADJACENT TO GREENHORN DRIVE EXTENDED, PUEBLO, COLORADO ISSUE In an effort to begin construction, Standard Sales Company, L.P. is requesting approval by the City Council to allow staff to sign off on the building permit prior to a recorded subdivision (see attached letter from Abel Engineering). This resolution will authorize City administration to approve the issuance of the building permit. The building permit will be revoked and cancelled if the owner of the property does not diligently pursue the subdivision final approval. No certificate of occupancy shall be issued for any building or structure constructed or installed on the property until after the subdivision has been approved by City Council. Pueblo, Colorado Dear Mr. Evett; Abel Engineering Professionals, Inc. (AEP) on behalf of our client, Standard Sales Company, L.P., is respectfully requesting resolution approval by City Council to allow a building permit prior to a recorded subdivision. The project site currently is vacant and unsubdivided on the south side within the city limits. PEDCO Foundation is the current owner and has agreed to allow Standard Sales to subdivide and develop the property for this project. AEP is at the beginning stages of subdividing the parcel of land and the process may take 6 to 9 months for final approval, which then the plat can be recorded. If Standard Sales is required to wait until the subdivision is recorded prior to obtaining a building permit, this will delay the project unduly. Therefore, this resolution would help Standard Sales in their effort to maintaining their schedule. This project will increase building size, territory along with sales from the current facility that is located at 1601 N. Erie. Attached is a fact sheet and territory map for Standard Sales. Standard Sales purchased Trinidad & surrounding territories in November 2000 is consolidating those facilities to Pueblo after Denver Mgmt. Group did extensive study . Standard Sales is under contract with Anheuser -Busch to be in a new facility by November 2002 . An 80,000 SF building is needed to consolidate all facilities . PUEBLO will be a CENTRAL DISTRIBUTION Facility for 24,000 square miles . Access & location will accommodate all of our territories . Anheuser -Busch & Standard Sales want to be located by other modern wholesale facilities . Standard Sales has been in business for over 50 years & is a very civic, community, & employee friendly company . Standard Sales has a choice to build in other markets that we service ( Fountain, Trinidad, Lamar, LaJunta) & we decided that what Pueblo had to offer in location, labor, material, Fleet, & other resources that this area would be best for Standard Sales & it's employee's . Financial Impact to the Pueblo economy will be greatly increased • 500K + case increase in Sales • $450K estimated increase in Salaries (Does not include Future Exec. Mgmt.) • $1.3MM estimated increase in Operating Expenses • 10 + estimated increase in Employees (Does not include Future Exec. Mgmt.) • Salary Packages will range from $25K to $58K for Helpers, Drivers, & Sales • Benefit Package includes Medical, Dental, Life Insurance, 401K Incentives .55% of sales will be in PUEBLO COUNTY . Counties will increase from 5 to 13 in distribution . Employees will total around 70 @ Distribution Center . Salaries will total @ an estimated $2.4MM . Operating Expenses will total @ an estimated $5.5MM
