A RESOLUTION AUTHORIZING THE SUBMISSION OF A
GRANT APPLICATION FOR THE UPGRADE AND
RECONSTRUCTION OF THE ARKANSAS RIVER TRAIL
TO THE COLORADO DEPARTMENT OF
TRANSPORTATION, AND AUTHORIZING THE
PRESIDENT OF THE COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo supports the upgrade and reconstruction of the
Arkansas River Trail and grant application to the Colorado Department of
Transportation; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The President of the City Council is hereby authorized to execute and deliver the
grant application for the upgrade and reconstruction of the Arkansas River Trail on
behalf of the City of Pueblo, a Municipal Corporation, to the Colorado Department of
Transportation, and the City Clerk shall affix the seal of the City thereto and attest
same.
SECTION 2.
The grant request is for $150,000, with the City of Pueblo obligating up to
$130,000 of cash matching funds from the Arkansas River Corridor Legacy Project
Capital Project Funds.
SECTION 3.
A copy of the grant application is on file at the City of Pueblo's Department of
Planning and Development.

Should City Council authorize the President of City Council to submit a grant application
to the Colorado Department of Transportation for the upgrade and reconstruction of 1.75
miles of the Arkansas River Trail west of Santa Fe Avenue?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The City of Pueblo's Department of Planning and Development, in conjunction with the
Department of Parks and Recreation, is requesting approval to submit a $150,000 grant
application to the Colorado Department of Transportation for the upgrade and
reconstruction of the Arkansas River Trail west of Santa Fe Avenue. The project is the
first phase of the upgrade and replacement of the 25 -year old trail that was the second
urban trail constructed along the Front Range in Colorado. The project consists of the
removal and reconstruction of 1 3 /4 -miles of the trail. Some of this trail corridor will be
used as a haul road during the completion of the river restoration improvements for the
Arkansas River Fisheries Habitat project. Following the completion of the habitat
improvements, the new trail will be constructed along the river. The Planning and
Development Department is anticipating making an additional grant request to CDOT in
2003 to provide funding for the remaining 1 3 /4 -miles of the river trail.
The estimated budget for the Arkansas River Trail upgrade and reconstruction is included
in the Capital Improvement Fund for the Arkansas River Corridor Legacy Project. The
sources of the project funds are as follows:
$150,000 Colorado Department of Transportation TE21 Funds
$100,000 GOCO Funds (Arkansas River Legacy Project Funds)
$ 30,000 City of Pueblo's Cash Match (Capital Project Account for the
Arkansas River Legacy Project
$280,000 TOTAL COST
FINANCIAL IMPACT
This project is included within the Capital Improvement Fund for the Arkansas River
Corridor Legacy Project that has been submitted concurrently for City Council approval.
The $100,000 of the GOCO funds will be committed by Great Outdoors Colorado to fund
this project when the City enters into the grant agreement for the Arkansas River Corridor
Legacy Project with GOCO. No other funds will be required for this project beyond the
funds included within the Capital Improvement Fund for the Arkansas River Corridor
Legacy Project. At the March 25, 2002 City Council meeting, the ordinance establishing
the Capital Project Account for the Arkansas River Legacy Project is being proposed by
the Planning and Community Development Department. The City would also be
required to pay for the construction of the project initially from City funds and following
completion of the project be reimbursed the grant funds from CDOT and GOCO. The
City would be required to maintain and operate the river trail for a term of 20 years as a
condition of the grant agreements. The City is already maintaining this section of the
river trail and following the reconstruction of the trail maintenance expenses are
projected to remain the same.

This project includes a 10' wide concrete trail extending 9,240' east from the Burkhardt Bridge below City Park to the Wildhorse Creek
Bridge along the south side of the Arkansas River.
This project Is an upgrade of safety features and surfacing of the existing 25 -year old
trail that is part of the City and County's Regional Trail System.

UNIVERSITY OF SOUTHERN COLORADO'S TRAIL LINK PROJECT -
PHASE I
BICYCLE AND PEDESTRIAN FACILITY
Description of Project
This application requests funding to assist with Phase I of the Arkansas River Trail Upgrade
and Safety Improvements Project. The project includes the following:
A 9,240' long by 10' wide concrete pedestrian /bike trail from the existing Burkhardt
Bridge below City Park to the existing Wildhorse Creek Bridge. The estimated cost of
the project is $280,000 dollars.
Phase I is the upgrade and reconstruction of half of the 25 -year old section of the
Arkansas River Trail between City Park and Interstate 25 along the south side of the
Arkansas River.
The City of Pueblo and the Pueblo Conservancy District owns parcels of land that will be
utilized for this trail link. The City of Pueblo has an existing easement and maintenance
agreement for the portion of the trail that is located on Pueblo Conservancy District
property.

$280,000.
