A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $214,661.00 TO PRINTZ
CONSTRUCTORS AND SETTING FORTH $32,199.15 FOR
CONTINGENCIES, FOR THE EL PUEBLO PAVILION
PROJECT AND AUTHORIZING THE PURCHASING AGENT
TO EXECUTE SAME
WHEREAS, proposals for the El Pueblo Pavilion Project, No. 02 -011, have been
received and examined; and
WHEREAS, the proposal of Printz Constructors of Pueblo, Colorado, was the lowest of
those bids determined to be responsible.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The contract for the El Pueblo Pavilion Project be, and the same is hereby awarded to
said bidder in the amount of $214,661.00.
SECTION 2.
The Purchasing Agent is hereby authorized to execute the Contract on behalf of Pueblo, a
Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.
Contingencies and additional work -- $32,199.15
SECTION 4.
Funds in the amount of $246,860.15 shall be paid from Account # 262 - 9510- 600.70 -10.

ISSUE
Should the City Council award a construction contract in the amount of $214,661.00 to
Printz Constructors and set forth $32,199.15 for contingencies for the El Pueblo Pavilion
Project?
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The El Pueblo Master Plan was completed in 1996 and is scheduled for completion in
2003. The El Pueblo Project is one of the last projects in the heart of the Central
Downtown revitalization. The El Pueblo Project consists of the State Historical Museum
and National Byways Information Center; the adobe fort/trading post; the archaeology
pavilion; and the park/plaza and site improvements.
This contract involves the Archaeology Pavilion which consists of the construction of a
steel truss, girders, joists and columns structure; metal stud framing; standing seam metal
roofing; aluminum, flush glass panels and storefront system; concrete pylons and
foundations; and painting. The construction will take place over the location of the
existing metal building which protects the archaeological remains of the 1840's El
Pueblo. The existing structure's frame will remain as part of the overall structure. The
Pavilion will provide protection, a full -time display of the archaeology of El Pueblo, and
shelter for public events.
T L Printz Constructors was sucessful as the low bidder in the amount of $214,661.00. A
total of ten general contractors bid on the project. (See attached Bid Summary) The bids
were substantially lower than the architects Cost Opinion of $426,000 prepared in August
of 2001 due to the competitive nature of the current economy.
The original plans and specification called for a galvanized color roof. The color is being
changed to conform with the Central Downtown design guidelines which requires the
civic buildings to have a roof color of red. The upgrade to a red color is $14,150 and will
be included in the contingency. (Please see attached letter from TL Printz
Constructors)
It is the recommendation of City Staff to accept the bid of $214,661 with a contingency
of $32,199.15 for a total project cost of $246,860.15.
Available grant funding sources for phases of the construction of the Archaeology
Pavilion total $471,264. Project Numbers EL0001 and EL0002 include grants from the
Energy Mineral Impact Assistance Fund, CDOT TEA -21, and State Historical Fund.
The Department of Public Works and Department of Planning and Development will be
responsible for project management. Construction is scheduled to begin immediately in
April.
FINANCIAL IMPACT
Funds in the amount of $246,860.15 shall be paid from Project Numbers EL0001 and
EL0002, Account No. 262 - 9510 - 600.70 -10.

As per your request I have Detailed the following cost changes for the above Project.
Option 01 Change Metal wall and standing scam roof panel and trim material finish from galvahmte to
Kynar paint finish.
Total Cost $14,150.00
Option 02 Ark! 5 ea 6'0" 3 sided triangle skylights with l" flat insulated glass with tempered top side and
safety laminated gku bottom side with heat mirmr 66. Cost includes Custom Standing seam roof curbs,
skylights, sub framing and installation.
Total Cost $21,709.00
