A RESOLUTION AUTHORIZING THE SUBMISSION OF A
GRANT APPLICATION FOR THE FAIRMOUNT PARK
ENHANCEMENT PROJECT TO THE STATE BOARD OF
OUTDOORS COLORADO TRUST FUND, AND
AUTHORIZING THE PRESIDENT OF THE COUNCIL TO
EXECUTE SAME
WHEREAS, the City of Pueblo supports the Fairmount Park Enhancement
Project and grant application to the State Board of Outdoors Colorado Trust Fund; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The President of the City Council is hereby authorized to execute and deliver the
grant application for the installation of a new pavilion, playground equipment, park trails,
playfield and new trees and shrubs at Fairmount Park, on behalf of the City of Pueblo, a
Municipal Corporation, to the State Board of Outdoors Colorado Trust Fund, and the
City Clerk shall affix the seal of the City thereto and attest same.
SECTION 2.
The grant request is for $125,000, with the City of Pueblo obligating up to
$335,552 as cash and in -kind matching funds, which is comprised of $204,000 from
2002 Urban Park and Recreation Recovery Funds, $72,000 from 2002 Conservation
Trust Funds budgeted within Capital Project Account CP0216 and $59,552 of cash
contributions and in -kind services.
SECTION 3.
A copy of the grant application is on file at the City of Pueblo's Department of
Planning and Development.

Should City Council authorize the President of City Council to submit a grant application
to the State Board of the Great Outdoors Colorado Trust Fund for the Fairmount Park
Enhancement Project?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The City of Pueblo's Department of Planning and Development, in conjunction with the
Department of Parks and Recreation, is requesting approval to submit a $125,000 grant
application to the Great Outdoors Colorado Trust Fund for park improvements. The
project consists of installing a new pavilion park shelter, a playground structure, park
trails, and adding new trees and shrubs to this neighborhood park. In addition, the
application proposes to develop a 2.0 acre soccer/baseball playfield on the adjacent
Morton Elementary School /Park site. The City has already received notification of a
$204,000 grant from the Urban Park and Recreation Recovery Fund to pay for the
rehabilitation of the drainage system, sprinkler system, turfgrass areas, as well as the re-
establishment of additional trees and shrubs in the park. In addition, the parents from the
Morton Elementary PTO have committed $17,000 in cash match and have secured an
additional $32,552 of in -kind contributions including trees, sprinkler system equipment,
sod, topsoil, and grading work. Pueblo School District No. 60 has committed to install
the playfield sprinkler system ($10,000) on the Morton Elementary School property.
Fairmount Park is an 8.39 -acre park which serves a neighborhood population of 5,980
within a one -mile radius service area. The addition of new trees and shrubs and the re-
establishment of deteriorated turf grass areas will be a significant effort in re- establishing
much of the historical design of that was part of Fairmount Park at the beginning of the
20'' century. Pueblo's original park system in the early 1900's featured formal gardens
with tree -lined walkways and entryways. Over the years nearly all of these park design
features have been lost. The limited funding has not allowed these parks to be upgraded
or re- established (see attached original Fairmount Park layout.
The estimated budget for the Fairmount Park Enhancement Project is as follows:
$204,000 Urban Park and Recreation Recovery Program

City Council has previously approved the submittal of the Fairmount Park grant
application to the Urban Park and Recreation Recovery Program, which includes the
same matching funds that will be used to match the GOCO grant application. A GOCO
grant application was submitted in September 2001, but was not funded. This is a request
to resubmit the application
FINANCIAL IMPACT
The City of Pueblo will obligate up to $72,000 in cash match from 2002 Conservation
Trust Funds, Capital Project Account CP0216 and utilize funds to be received in the
amount of $204,000 from the Urban Park and Recreation Recovery Program and a
$17,000 cash contribution from the Morton Elementary School PTO. The improvements
at Morton Elementary School will be subject to the approval of an agreement between
School District 60 and the City requiring the School District to maintain the
improvements on their property including mowing, watering, fertilizing, and replacement
of facilities according to the terms and conditions of the GOCO grant agreement.

14. Brief Description of Project (250 words or less):
The Fairmount Park Enhancement project will construct new park facilities and upgrades within this
neighborhood park and expand the existing developed portion of the park onto a bordering elementary
school park site. The improvements include the installation of a park shelter with a concrete walkway, the
addition of a 2.0 acre irrigated soccer/ballfield play area on the elementary school property, a new
playground structure, construction of park walkways and trails, planting of new trees, upgrading the 8
acre neighborhood park irrigation system, turfgrass areas, and improving drainage. Fairmount Park,
established in 1882, is the oldest neighborhood park in the City of Pueblo, and one of the oldest established
parks in the State of Colorado. The 10 -acre park serves the north central area within the City of Pueblo.
The 2.0 acre play field addition will be located on Morton Elementary School, which is owned by Pueblo
School District 60.

ENVIRONMENTAL CHECKLIST
"Fairmount Park Enhancement Project"
The Applicant is responsible for securing all necessary permits, licenses, clearances, and
environmental analysis documentation necessary to comply with local, state, or federal law.
1. Species of concern.
There are no wildlife or plant species (either threaten and /or endangered) of concern
present on the project site.
2. Habitat value.
The park is an urban neighborhood park that has been established since 1882, along with an
adjacent elementary school playground. The park does provide minimal habitat for urban
wildlife (i.e., songbirds and squirrels).
3. Potential Impacts.
There will not be an impact to wildlife.
4. Mitigation.
There will not be an impact to wildlife.
5. Benefit.
The project will not disturb any wildlife habitat. Although the enhancements/
improvements will be man made, they will provide some habitat for songbirds and urban
wildlife via trees and plant materials.
