HomeMy WebLinkAbout09529RESOLUTION NO. 9529 A RESOLUTION CONCURRING WITH THE HARP AUTHORITY'S RECOMMENDATION TO SOLICIT AND EVALUATE QUALIFICATION -BASED PROPOSALS FOR THE PREPARATION OF SCHEMATIC, DESIGN DEVELOPMENT, AND CONSTRUCTION DRAWINGS FOR THE PHASE III HARP LINKAGE EXTENSION TO THE PUEBLO CONVENTION CENTER WHEREAS, the Historic Arkansas Riverwalk of Pueblo (HARP) Authority is created and organized as a separate legal entity whose power of authority includes the review and to make recommendations to the City Council for the use, development, construction, installation, removal, and renovation of public land and disposition of funds available therefore; and WHEREAS, the HARP Development Plan, identified as the HARP Program Diagram dated November 26, 1996, which has been prepared and made a part of the HARP Intergovernmental Agreement depicts the HARP Linkage Extension to the Pueblo Convention Center; and WHEREAS, the HARP Foundation has funds available to finance the preparation of the schematic, design development and construction drawings for the HARP Linkage Extension to the Pueblo Convention Center. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City Council hereby concurs with the HARP Authority's recommendation to solicit and evaluate, with assistance from the City's technical staff, qualification -based proposals for the preparation of schematic, design development, and construction drawings for the Phase III HARP Linkage to the Pueblo Convention Center in accordance with the Historic Arkansas Riverwalk Program Diagram dated November 26, 1996, and Phase III Conceptual Design dated February 21, 2001. SECTION 2. Neither this Resolution, nor the City Council's concurrence with the HARP Authority's recommendation constitutes or creates any commitment or obligation now, or in the future by the City Council to participate financially in the design, development and construction of Phase III HARP Linkage to the Pueblo Convention Center or to move the Police Building and the Municipal Court Facility, nor approval or commitment to approve in concept or otherwise the expansion of the Convention Center Facility by the Pueblo Urban Renewal Authority. All such matters must be separately and independently approved by the City Council by Resolution or Ordinance. RECOMMENDATION Approval of this Resolution. BACKGROUND The electors, in 1995, approved a question relating to a Limited Tax General Obligation Bond for the financing of the Historic Arkansas Riverwalk Project. The scope of this project, as envisioned in 1995, is depicted in the November 26, 1996, HARP Program Document, which was incorporated as a part of the HARP Intergovernmental Agreement as the Development Plan (Please See Attached Program Document). The Program Document depicts the HARP extension between Grand Avenue and the Convention Center. To date the HARP Project has included the Phase I — Channel and Infrastructure Development and the Phase II (a)(b)(c)-- enhancements to the project. At the time of the passage of the HARP Bond, it was unclear as to the future of the Police Building and the Municipal Court Facility and construction drawings were not at that time prepared for the link extension. A provision within the HARP Bond documents required the City to spend the HARP Bond money first; for this reason, the HARP Bond money was spent on Phase I and II. In response to the Bond document requirements, the HARP Foundation agreed to reserve $500,000 from its fund- raising efforts to finance the channel and infrastructure development for Phase III, the construction of the HARP channel extension between the Grand Avenue Bridge and the Convention Center. The $500,000 is the estimate, in 1995, for the construction of the concrete channel only. The Foundation has held these funds in reserve. This estimate did not include enhancements to the channel extension, the cost of the relocation and demolition of either the Police Building or the Municipal Court Building, nor the physical connection between the HARP channel and the Convention Center. With the completion of Phase II in early 2000, the City, the HARP Commission, the HARP Authority, the HARP Foundation, and the Urban Renewal Authority joined together and prepared the Phase III Conceptual Design for the expansion of the Convention Center and the extension of the HARP channel to the Convention Center. This study focused mainly on the horizontal and vertical alignment of the channel and the Convention Center. It identified an alignment for the channel, which requires the relocation of the Municipal Court Building but not the immediate relocation of the Police Building (Please See Attached Plan). The preparation of the schematic, design development, and construction drawings for the linkage will take almost a year. The HARP Authority has recommended that the design processes commence in the spring of this year and is prepared to begin the process with the financial assistance of the HARP Foundation. The Pueblo Urban Renewal Authority is currently studying the expansion of the Convention Center Facility and has been asked to join in this planning effort to ensure a successful linkage of the two projects. The HARP Foundation will simultaneously launch a campaign to fund the construction of the HARP link. The initial step in this process is the solicitation of qualification -based proposals to select a design and engineering team to prepare the schematic, design development, and construction drawings for the link extension to the Pueblo Convention Center. The HARP Authority is asking the City to concur in its recommendation that the design process begin. FINANCIAL IMPACT The initial step in the process, the solicitation and evaluation of qualification -based proposals, will require staff time within both the Department of Planning and the Department of Public Works. The Planning Department, within the 2002 Budget, has allocated time to perform this task. Once the team is selected, a number of City Departments including Planning, Public Works, Transportation, Parks, Police, and Municipal Court will be involved in consultation and review of the plans and specifications. Prior to construction, which could begin as early as the spring of 2003, the Pueblo Municipal Court Facility will need to be moved. 2
