The Agreement for Professional Consulting Services with respect to implementation and performance of known requirements under the integrated phased corrective action plan for the Blitz Hangar, by and between the City of Pueblo, a Municipal Corporation, and Terracon, Inc., a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of the City Council is hereby authorized and directed to execute said Agreement in substantially the same form as attached, for and on behalf of the City of Pueblo, and the City Clerk is hereby directed to attest same and affix the seal of the City thereto. SECTION 3 Funds for said Professional Services and reimbursable expenses and contingencies, in an amount not to exceed $41,450.00, shall be paid from the Economic Development Special Tax Fund, Account Number 413 - 0000 - 465.80 -50. RECOMMENDATION Approve the Agreement with Terracon, Inc. to provide professional environmental services in order to obtain a "No Further Action" letter from the Colorado Department of Public Health and Environment for the Blitz Hangar. BACKGROUND The Blitz Hangar has been environmentally contaminated and in order to put the Blitz Hangar to productive use and subsequent lease a No Further Action letter is required from the CDPHE. See attached memorandum for more details. FINANCIAL IMPACT The cost of professional and related services is $41,450 to be paid out of the Economic Development Special Tax Fund. (Terracon) appreciates the opportunity to submit this proposal to provide professional consulting services relative to the above referenced location. We understand that you are requesting Terracon to provide professional services to collect additional information regarding potential impact of soil and groundwater at the Blitz Hangar Facility (Site) and to assist the City of Pueblo in implementing the Integrated Phased Corrective Action Plan (ICAP) prepared for the Site. Terracon's proposed scope of work to perform these activities is described below. SCOPE OF SERVICES Based on our understanding of the Site, CDPHE requirements, and your objectives, Terracon proposes the following scope of professional services. 1. Terracon will prepare a Sampling Work Plan for submittal to CDPHE. The work plan will include proposed field activities, sample collection and analytical methods, data evaluation procedures, and project schedule. The work plan will include the activities described below. Terracon will coordinate with the City and local utility companies regarding site access, utility locations and general site information. 3. Terracon will mobilize to the subject site to perform five (5) soil borings to be installed near the outside sump. One (1) soil sample will be collected from each of the borings at a depth of approximately 0 to 6- inches using a stainless steel hand auger. In addition, one (1) soil sample will be collected from one (1) boring at a depth near or below the base of the sump. Soil samples will be screened in the field for the potential presence of volatile organic compounds (VOC) using ambient temperature headspace methodology and a photionization detector (PID). A total of six (6) soil samples collected from the borings will be submitted to Terracon's contract laboratory for analysis of total chromium (Cr) and hexavalent chromium (Cr +6 ) using EPA Method 6010B. The concentrations of trivalent chromium (Cr 13 for each sample would be calculated as the difference between the concentrations of Cr and Cr +6 reported for each sample. Cleaning water generated during cleaning of sampling equipment will be containerized. 4. Terracon will collect groundwater samples from five (5) groundwater monitoring wells previously installed on the subject site (MW -1 through MW -5). Groundwater depths will be measured prior to sampling of the wells. The groundwater samples will be transported to our contract laboratory under Terracon Chain of Custody (COC) and submitted for VOC's using EPA Methods 8260. 5. Terracon will collect one (1) material sample from the interior trench drain for waste characterization and disposal purposes. The "sample will be analyzed for chromium using the Toxicity Characteristic Leaching Procedure (TCLP). In addition, the sample may be analyzed for reactivity, corrosivity, ignitability, and volatile organic compounds as required for disposal as a non - hazardous solid waste. 6. Following receipt of analytical results for soil and groundwater, Terracon will submit a brief report that contains a summary of site assessment activities, field observations, laboratory data, approximate groundwater flow direction within the study area, comparison 2 City of Pueblo ICAP Phase II Services Proposal Number P2301430(rev01) January 11, 2002 Terracon of groundwater /soil analytical data to previous investigations and regulatory standards and guidance values, and conclusions and recommendations. SAFETY PROCEDURES We anticipate that the field services for this project will be performed under safety level D personal protective procedures. Terracon personnel utilized for this project will perform all work per Terracon's Health and Safety protocol. ESTIMATE FEES Terracon proposes to perform the scope of work described herein on a time and materials basis for an estimated fee of $6,000. A breakdown of the estimated cost is provided below: Prepare Sampling Work Plan $500 Sample Existing Wells (5 groundwater samples) $2,250 Consultation Services $1,000 Analytical Costs (8 soil and 5 groundwater samples) $2,250 Total $6,000 Services performed on this project will be invoiced based on the actual work performed in general accordance with our attached Terms and Conditions. If during the process of our work, items are encountered which require major revision to the scope of work described herein or will result in significantly higher cost, we will contact you prior to initiating such work. The fee schedule assumes that all field services would be performed under safety level D, personnel protected procedures and upgrading the required level of protection would result in higher unit fees, conditions and schedules. Based on the results of assessment activities described above, additional investigations may be required at the subject site. These activities may include removal and disposal of hazardous wastes from the interior trench drain and exterior sump; installation, sample and analyses of eight (8) additional groundwater monitoring wells, and expert witness services. CONDITIONS Two (2) copies of this proposal are enclosed for your convenience. Please signify your acceptance of this agreement by signing and returning one (1) copy to Terracon. We can initiate services based on your oral notice to proceed; however, we request that a signed copy of this proposal be returned to Terracon.
