HomeMy WebLinkAbout09446RESOLUTION NO. 9446 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO AUTHORIZING THE PUBLICATION OF THE CITY OF PUEBLO'S PROGRAM YEAR 2002 ONE YEAR ACTION PLAN LISTING THE RECOMMENDED CDBG AND HOME HOUSING AND COMMUNITY DEVELOPMENT PROJECTS FOR THE CITY OF PUEBLO AS REQUIRED UNDER THE FIVE YEAR CONSOLIDATED PLAN SUBMITTED TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the U.S. Department of Housing and Urban Development requires local governments participating in federal housing and community development programs to submit a Consolidated Plan for housing and community development; and WHEREAS, a five -year Consolidated Plan for housing and community development programs was prepared by the City of Pueblo on January 24, 2000 and adopted by the City Council of Pueblo, Colorado through Resolution No. 8900 and updated in this 2002 annual plan through resolution; and WHEREAS, the Consolidated Plan was prepared by Department of Housing and Citizen Services with the assistance of a wide - variety of public and private agencies, as well as, numerous private citizens and community advocates and using a number of existing planning documents; and WHEREAS, the Consolidated Plan includes a Citizen Participation Plan, a Market Analysis and Needs Assessment, Strategies for Meeting Priority Needs and an Annual Plan for expenditure of Community Development Block Grant (CDBG), HOME Investment Partnerships Program; and WHEREAS, a 2002 One Year Action Plan update to the Consolidated Plan has been prepared by the Department of Housing and Citizen Services to allocate funds from the Community Development Block Grant Program, and the HOME Investment Partnerships Program. NOW, THEREFORE, BE IT RESOLVED BY THE BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1 _ That the President of the City Council is hereby authorized to publish prior to submission of the final One Year Action Plan for 2002 an update to the Consolidated Plan for housing and community development programs to the U.S. Department of Housing and Urban Development. SECTION 2_ A description of the projects and programs within the One Year Action Plan for the expenditure of CDBG, HOME, funds for the program year 2002 is attached hereto and made a part of this Resolution. SECTION 3 That the Department of Housing and Citizen Services is authorized to administer the Consolidated Plan on behalf of the City of Pueblo. SECTION 4_ If any changes occur in the final entitlement amounts for CDBG or HOME as shown in the attachments to this Resolution, each line in the proposed program not specifically regulated by contracts or agreements with the U.S. Department of Housing and Urban Development shall be raised or lowered on a pro rata basis. Any additional CDBG or HOME funds received above the amount shown in the attachments to this Resolution will be allocated by the City Council, based on applications submitted to the Department of Housing and Citizen Services. SECTION 5 The City of Pueblo Department of Housing and Citizen Services shall be responsible for the administration of the CDBG and HOME federal program in compliance with applicable regulations found at 24 CFR 570 and 24 CFR 92. All requested program expenditures should be submitted to the Department for final approval. The Department shall have available for review detailed project budgets and status reports for all programs and projects funded with CDBG and HOME at the Department of Housing and Citizen Services office. President o ouncil ATTEST: f�tyerk five, �/ �V� all Background Paper for Resolution AGENDA ITEM # 3 DATE: December 10, 2001 DEPARTMENT: HOUSING AND CITIZEN SERVICES - TONY BERUMEN TITLE A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO AUTHORIZING THE PUBLICATION OF THE CITY OF PUEBLO'S PROGRAM YEAR 2002 ONE YEAR ACTION PLAN LISTING THE RECOMMENDED CDBG AND HOME HOUSING AND COMMUNITY DEVELOPMENT PROJECTS FOR THE CITY OF PUEBLO AS REQUIRED UNDER THE FIVE YEAR CONSOLIDATED PLAN SUBMITTED TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ISSUE The purpose of this agenda item is to present for City Council the recommendations for the FY 2002 Community Development Block Grant (CDBG) and HOME Investment Partnership funding and authorize the publication in the local newspaper. These recommendations are the work of the Citizen Advisory Committee (CAC) and Staff. RECOMMENDATION Attachment A on the following page summaries the recommendations of the CAC review group. After the CAC approved the recommendations, they were presented to the City Manager for review. Staff worked with the Citizens' Advisory Committee to develop a modification to the 2002 Community Development Block Grant (CDBG) process. Specifically, Staff recommended that part of the applications requests for funding be targeted by neighborhoods. This recommendation was made in an effort to better impact neighborhood improvements as opposed to a "shotgun" approach, streamlines the CDBG allocation processes, and increases the effectiveness and productivity of the program. CAC supported this recommendation and voted to make the change in the 2002 process. Staff recommends the Publication as presented as Attachment A. BACKGROUND The Department of Housing and Citizen Services administers the fund allocation process on an annual basis. The funds available are from the federal government (HOME and CDBG). The funding process includes providing technical assistance to potential housing developers, notification of fund availability, collection and review of applications, and providing assistance to a community based committee or the Citizens' Advisory Committee which reviews the funding applications and makes funding recommendations on the awarding of funds. This memo is the culmination of the annual fund round process. The funds allocated through this process have generally been in the form of grants. BACKGROUND- FUNDING PROGRAM HOME: HOME is a federal program (U.S. Department of Housing and Urban Development) administered through the Division of Housing and Citizen Services as part of its overall funding program. The program has been in place for ten years and provides $900,000 annually for housing activities. The program emphasizes adding assisted housing units that are affordable to households earning up to 80% of the Area Median Income ($37,800 for a four person household). Coanmunity Development Block Grant (CDBG): CDBG is also a federal source of funding, in existence since 1975. Funding may be used for a variety of housing and community development activities, which benefit low - income people. Since 1979, approximately 15% of each year's allocation, usually $250,000 to $300,000 a year, is spent on public services and 20% on administration. As with the HOME program, the target annual income range for CDBG funds is up to 80% of the Area Median Income. BACKGROUND - FUNDING REVIEW PROCESS The process for allocating dollars was initiated in September 2001. Interested parties were invited to submit an application and make public presentations to the Citizen Advisory Committee at various public meetings within the city. Staff provided technical assistance to applicants submitting proposals during the month of September 2001. City Housing Division staff analyzed the proposals, evaluating financial feasibility, organizational experience, and the capacity to develop and manage new units. The proposals, along with the staff analysis, were forwarded to the CAC. The CAC is composed of citizens that are representatives of the various neighborhoods of the city. The Housing Division staff wishes to acknowledge both the time and the contributions in terms of time, insight, and commitment to the process by the individual members. The CAC review group convened in October and November to consider requests for funding. On November 1, a final deliberation session was held, in which the CAC came to agreement regarding the funding recommendations for this round. FINANCIAL IMPACT The City of Pueblo is expected to receive $1,900,000 in CDBG funds and HOME funds in the amount of $900,000. Final amounts are not known pending Congressional approval. ATTACHMENT A NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AND COMMENT) NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AND COMMENT Attachment A CITY OF PUEBLO'S ONE YEAR ACTION CDBG /HOME PLAN (2002 -2003) The Department of Housing and Citizen Services of the City of Pueblo has prepared a draft Annual Plan (2002 -2003) of the Consolidated Plan for 2000 -2005 for review and comment by the public, prior to submission of the Annual Plan to the U.S. Department of Housing and Urban Development (HUD), in accordance with HUD regulations. The Annual Plan constitutes the City's annual application under two formulas (entitlement) grant programs from HUD: the Community Development Block Grant (CDBG), and the HOME Investment Partnerships Grant. Copies of the draft Annual Plan will be available beginning November 28, 2001, for review at the Department of Housing and Citizen Services, 2 n° Floor, 2631 E. 4 Street, Pueblo, Colorado, 81001, a copy of last year Plan will be available. Written comments on the draft Annual Plan should be submitted to the Department of Housing and Citizen Services no later than 5 p.m. on Friday, December 24, 2001. Interested parties may also present their comments at a public hearing, which will be held by the Pueblo City Council to adopt the Final Annual Plan. The public hearing will be held at a meeting of City Council at 5:30 p.m. on Wednesday , December 26, 2001, in City Council Chambers on the 2 nd Floor of City Hall. The proposed resolution to publish the proposed projects will be presented to City Council of Pueblo on December 10, 2001. Proposed budget summaries are provided below. It is expected that approximate $89,000 in Program income will be received. A more detailed description of the projects listed is provided in the Annual Plan.
