A RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT
APPLICATION FOR THE GOODNIGHT BARN ACQUISITION
PROJECT TO THE COLORADO STATE HISTORIC FUND, AND
AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE
SAME
WHEREAS, the City of Pueblo supports the acquisition and preservation of the Charles
Goodnight Barn property and grant application to the Colorado State Historic Fund; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1
The president of City Council is hereby authorized to execute and deliver the grant
application for the acquisition of the Goodnight Barn property by the City of Pueblo and Pueblo
County on behalf of the City of Pueblo, a Municipal Corporation, to the Colorado State Historic
Fund, and the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 2
The grant request is for $165,000, with the City of Pueblo obligating up to $20,000 as cash
match from the City's 2002 budget provided funds are available and appropriated by City Council, and
Pueblo County obligating up to $20,000 as cash match from the County's 2002 budget provided funds
are available and appropriated by Pueblo County.
SECTION 3
A copy of the grant application is on file at the City of Pueblo's Department of Planning
and Development.

ISSUE
Should City Council authorize the president of City Council to submit a grant application
to the Colorado State Historic Fund (SHF) for the Goodnight Barn Acquisition Project?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The City of Pueblo's Department of Planning and Development is requesting approval to
submit a $165,000 grant application to the Colorado State Historic Fund (SHF) for the
acquisition of approximately two acres of property that includes the historic Charles
Goodnight Barn. The property is currently owned by Transit Mix, Inc. and used for a
gravel mining and concrete batch plant operation. Transit Mix, Inc. anticipates moving
its operations to another location in Pueblo County within the next 14 -20 months. The
historic barn is located four miles west of the downtown Pueblo along the State Highway
96 section of the Frontier Pathways Scenic Byway. The Goodnight Barn has been
identified as a priority project in the Frontier Pathways Scenic Byway Corridor
Management Plan, the Pueblo Natural Resources and Environmental Education Strategic
Plan, and the Arkansas River Legacy Project Implementation Plan.
The cost to acquire the Goodnight Barn is estimated to be $220,000 which includes the
barn structure and approximately two acres of property. The grant request is for $165,000
from the Colorado State Historic Fund, and a total of $55,000 of local matching funds
will need to be provided for the project. The local matching funds are projected to be
$20,000 from Pueblo County, $20,000 from the City of Pueblo, and $15,000 from private
foundations and non - profit organizations. The funds that have been committed from
private foundations and other organizations include: Packard Foundation $6,000;
Chamberlain Foundation $4,000; Christmas Foundation $3,000; Frontier Pathways
Byway $1,000; and Friends of Beckwith Ranch $1,000. The matching funds will need to
be provided after January 1, 2002. It is anticipated the purchase of the property will be
completed in 2002. The project budget includes $26,000 in acquisition transaction costs
that will be needed to comply with subdivision and other acquisition requirements.
The acquisition of the barn is part of the Arkansas River Corridor Legacy Project which
includes the acquisition of the 200 -acre Chain -of -Lakes property on the south side of the
Arkansas River. The Chain -of -Lakes property, which borders the Goodnight Barn
property, is being acquired by Colorado State Parks. The Arkansas River Corridor
Legacy Project includes fishery enhancements in the Arkansas River, river trail
improvements, habitat improvements at the Chain -of- Lakes, and the development of a
Scenic Byway interpretive area that includes the Historic Goodnight Barn.
The Goodnight Barn is the last remaining structure of the Goodnight's Rock Canyon
Ranch, which was established in 1869 and operated for eight years until 1876. The
structure was placed on the National Register of Historic Places on July 30, 1974. The
barn was stabilized and new roof was added in 1997 with funds provided by the State
Historical Society and Pueblo County. The acquisition will alleviate the threat of the
barn being sold to the National Ranching Heritage Center, a part of Texas Tech
University. Last September, the Center announced it wanted to buy the barn, dismantle it
and reconstruct it on their grounds in Lubbock, Texas (see the attached news articles)
The estimated budget for the Goodnight Barn Acquisition is as follows

The City of Pueblo will obligate up to $20,000 in cash match from the City's 2002
Budget provided funds are available and appropriated for the project by City Council.
Additional costs exceeding the $220,000 for acquisition would have to be obligated by
the City. As the applicant, this grant will count as revenue to the City. If the grant is
awarded, the City of Pueblo and Pueblo County will need to enter into an agreement to
jointly ownership. The owner would be required to adhere to conditions and provisions
of the State and the Secretary of the Interior's Standards for Historic Preservation. The
Frontier Pathways Scenic Byway, Inc. has indicated a willingness to undertake
responsibilities for conducting tours, general cleanup, and oversight of the building and
grounds. The remaining annual costs for the maintenance, insurance, and general repairs
to the barn are estimated to be $12,000 which would be shared by both the City and
County.

Transit Mix of Pueblo (Transit Mix) is the owner of the property that contains the last
remaining structure of Charles Goodnight's Rock Canon Ranch, a stone barn constructed in
1870. Transit Mix has expressed an interest in selling the barn along with two acres of
property surrounding the barn to the City of Pueblo. This is a great resource to have in the
public domain, not only for the citizens of Pueblo but also for the citizens of the State of
Colorado.
The future plans for the 300 -acre area that includes the barn are to establish an interpretive
stop along the Frontier Pathways National Scenic and Historic Byway. In addition, Colorado
State Parks is in the process of acquiring 250 -acres that includes seven reclaimed gravel lakes
that surround the barn property as an expansion to Lake Pueblo State Park. A future Rock
Canon park entryway is being planned adjacent to the Goodnight Barn.
The acquisition of this site provides one of the most significant opportunities for the
interpretation of cattle ranching within the Southwestern section of the United States, and
possibly the most significant within the State of Colorado. The barn is the only remaining
structure from the Charles Goodnight's Rock Canon Ranch that served as the northern
headquarters for the Goodnight Trail, which is also known as the Goodnight- Loving Trail.
The City and other contributors will provide 25 percent match for the acquisition grant.
The Goodnight Barn is located directly adjacent to State Highway 96 along the Frontier
Pathways Scenic Byway. The land acquisition will include legal access from SH 96 to the
Goodnight Barn. The interpretive stop is planned to include displays and large maps open to
the public that tell the history of cattle ranches, homesteading, and cattle drives in Southern
Colorado. Maps will display the large ranches that were homesteaded and the location of the
Goodnight- Loving Trail.

Along with this asset comes the responsibility of managing, preserving, and interpreting this
historic resource. The City of Pueblo, Pueblo County Historical Society, and Frontier
Pathways Scenic and Historic Byway are willing to undertake these tasks, in conjunction with
the future management plans of Lake Pueblo State Park by Colorado State Parks.
Together with the assistance of our various partners, including the Hudspeth Family Trust,
Packard Foundation, Chamberlain Foundation, Christmas Foundation, Frontier Pathways
National Scenic and Historic Byway, and the Friends of the Beckwith Ranch, we feel
comfortable in undertaking the preservation of this significant historic resource. This action
will result in a highly visible project with a direct and demonstrable public benefit for the
citizens of Colorado.
