A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $211,670.00 TO
MARTIN TRENCHING & EXCAVATING, INC., AND
SETTING FORTH $71,460.00 FOR CONTINGENCIES,
FOR THE FY2001 SANITARY SEWER REHABILITATION,
REMOVE AND REPLACE PROJECT, AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE THE SAME
(PROJECT NO. 01 -082)
WHEREAS, proposals for the FY2001 Sanitary Sewer Rehabilitation, Remove
and Replace Project have been received and examined; and
WHEREAS, the proposal of Martin Trenching & Excavating, Inc., of Pueblo,
Colorado was the lowest of those bids determined to be responsible;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for the FY2001 Sanitary Sewer Rehabilitation, Remove and Replace project
be, and the same is hereby awarded to said bidder in the amount of $211,670.00.
SECTION 2.
The Purchasing Agent be, and is hereby authorized to execute said contract on
behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the
City thereto and attest the same.
SECTION 3
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work - - - - $71,460.00
SECTION 4
Funds for said project shall be from the Sewer User Fund.

ISSUE
Should City Council award a construction contract for FY2001 Sanitary Sewer
Rehabilitation, Remove and Replace to Martin Trenching & Excavating, Inc., for
$211,670.00.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
This project will rehabilitate existing sanitary sewer mains that are deteriorating and
beginning to collapse. The severity of deterioration requires the method of rehabilitation
to be removal and replacement of the existing pipe. Bids were opened on August 14,
2001, with Jay Furney Construction, LLC being the only bidder. His bid of $349,413.00
exceeded the engineer's estimate of $289,530.00 by $59,883.00. The bid was rejected.
The scope of the project was reduced by eliminating one site (one block), in order to stay
within budget. The project was re -bid with new bids being opened on September 11,
2001. The low bidder was Martin Trenching & Excavating, Inc., with a bid of
$211,670.00 which was $51,421.00 less than the new Engineer's estimate of
$263,091.00.
Based upon the latest bid schedule, staff will try to add the deleted block back into the
project. This block is between W. 15 and W. 16 Streets from Francisco St. to Martin
St.
Copies of the bids received for this project and a vicinity map of the sites to be
rehabilitated are attached for your information.
FINANCIAL IMPACT
This project will be funded by the Sewer User Fund.
