HomeMy WebLinkAbout09366RESOLUTION NO. 9366 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A MINI -GRANT APPLICATION TO GREAT OUTDOORS COLORADO TO CONSTRUCT A PICNIC SHELTER AT THE GREENWAY AND NATURE CENTER OF PUEBLO, AND AUTHORIZING THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo agrees to submit a mini -grant application to the State Board of the Great Outdoors Colorado Trust Fund to construct a picnic shelter at the Greenway and Nature Center of Pueblo; and BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The grant application is requesting $15,000 from the Great Outdoors Colorado Trust Fund for the Greenway and Nature Center of Pueblo Education, Event and Picnic Shelter Construction — Phase II project. SECTION 2. The President of the City Council is hereby authorized to execute and deliver the grant application on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approval of the Resolution. BACKGROUND The Greenway and Nature Center of Pueblo (GNCP) is requesting the City to apply for a mini -grant from GOCO to construct a picnic shelter at the Greenway and Nature Center of Pueblo. The grant application (see attached) is for the Greenway and Nature Center of Pueblo Education Event and Picnic Shelter Construction -Phase II . The GNCP is constructing a 1500 square foot multiple purposes picnic shelter that will provide cover for picnicking, special events and protection from inclement weather for both the Nature Center and trail users. The shelter will be located on City property and will accommodate over 100 people. The picnic shelter project is included within the " The Greenway and Nature Center of Pueblo Strategic Resource Plan that was reviewed by City Council in the fall of 2000. Phase I of the project was completed in October 2000 and included the design and engineering, site preparation, clearing of the site, grading, concrete floor and metal supports for the shelter. City Council Background Paper Page Two Phase II will finish the project and includes the roof trusses, purlins and the roof itself. Estimated cost for Phase 11 is $28,269. The GOCO mini -grant request is for $15,000. Pueblo County is contributing $9,234 in cash match to the project. The GNCP is providing $1,000 in cash match and $2,900 of in -kind services. If the project is funded by GOCO, the University of Southern Colorado (USC) will need to enter into an agreement with the City that requires USC, through the GNCP, to operate and maintain the project in a reasonable state of repair for at least 20 years. FINANCIAL IMPACT The GNCP is not asking the City to contribute cash towards the project. Eligibility Requirements 1. Project Type: Phase 2 of the construction of a new outdoor covered event, program and picnic shelter. 2. Recipient: The City of Pueblo would be the sponsor /recipient of the project with the non- profit Greenway and Nature Center of Pueblo (GNCP) as the partner. 3. Matching Funds: $9,234 cash from Pueblo County, $1000 cash from the GNCP, and $2,900 of in -kind support from the GNCP 4. Maintenance Capability: The Greenway and Nature Center will handle all maintenance of the shelter through the Center's facilities and grounds staff. 5. Status of Property: The site is located on City of Pueblo property, which is leased under a management agreement to the Greenway and Nature Center, 6. Local Support: Resolution is enclosed from the Pueblo City Council and letter of support from the University of Southern Colorado, managing partner of the Greenway and Nature Center 7. Selection Criteria A. Characteristic and Need The Greenway and Nature Center of Pueblo (GNCP) is constructing a 1500 square foot educational program, special event and picnic shelter at the Nature Center site. This shelter will serve the multiple purpose of providing shelter for picnickers, be used for environmental education programs conducted by Nature Center staff, for special events and for general Greenway trail and Nature Center users during inclement weather. This shelter will accommodate over 100 people. Phase 2 will complete the project and consists of the construction of the roof trusses and purlins and the roof itself The Greenway and Nature Center of Pueblo (GNC) is currently one of Southern Colorado's largest environmental education providers and most popular recreation areas. Each year the Center serves 15,000 - 20,000 people annually with environmental education, interpretive programming, and summer programs. In addition, the GNCP hosts over 300,000 visits annually to the Nature Center site. Visitation has been on the increase with 26% more visits in 2000 versus 1999. Additionally, the GNCP is the most popular trailhead for community access to the River Trail system, providing access to over 35% of the trail users annually. The GNCP serves a very broad and diverse group of people of all ages, ethnic backgrounds, and physical and mental capacities. The Center is free to the public and the grounds and trails are open to the public 365 days a year. Of the over 300,000 visits, a high percentage of these people are coming to the GNCP to enjoy a picnic by the river, relax in the shade of the Cottonwoods, access the river trail, and generally enjoy nature. The new shelter would provide a shelter from inclement weather and the sun and would accommodate a wide range of people for various purposes including picnics, special events, reunions, and as an outdoor classroom for GNCP environmental education programs. B. Leveraging and Partnerships Matching Funds: This phase of the project is estimated to cost $28,269 with $9,234 in cash from Pueblo County, $1000 cash from the GNCP, and $2,900 of in -kind support from the GNCP. $15,000 is being requested from GOCO. Support: This project is supported by volunteer help from GNCP volunteers, assistance from community service workers through the Useful Public Service program, and inmate crews from Colorado State Corrections. In addition, initial design and technical support was provided by a local law firm, Konciljia and Konciljia P.C., and local construction company, T.L. Printz Construction Company. This project also received technical support from the University of Southern Colorado's Physical Plant Planning Department. Letters of support are included with this application.
