A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT TO SOLTIS GOLF INCORPORATED IN THE
AMOUNT OF $1,760,722.00 AND AUTHORIZING
EXPENDITURE OF FUNDS THEREFORE AND FOR AN
ADDITIONAL SUM OF $176,072.00 FOR CONTINGENCIES
FOR THE CITY PARK GOLF COURSE IRRIGATION
RENOVATION PROJECT
WHEREAS, bids for construction of the City Park Golf Course Irrigation Renovation
Project have been received and examined; and
WHEREAS, the bid from Soltis Golf Incorporated of Upland, California, was determined
to be the lowest and best of those bids determined to be responsive; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:

The contract for the City Park Golf Course Irrigation Renovation Construction Project,
Project No. CP0136, is hereby awarded to Soltis Golf Incorporated for $1,760,722.00.

The Purchasing Agent is hereby authorized to execute said contract for and on behalf of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.

In addition to the amount of the bid set forth above the additional amount of $176,072.00
is hereby established for contingencies and additional work.
SECTION 4.
The City Council hereby appropriates proceeds from the sale of the City Ice Arena in the
amount of $1,760,722 for the Soltis Golf, Inc. contract and $176.072 for contingencies.

Should City Council award a construction contract for the renovation of the irrigation
system at City Park Golf Course to Soltis Golf Incorporated of Upland, California
for $1,760,722.00.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The City Park Golf Course Irrigation Renovation is a capital improvement project
approved by the City Council in the 2001 City budget. The project will consist of
replacing the irrigation and pumping system for the park's existing 27 -hole public golf
course. The renovation project will include expansion of the existing pump house and
related upgrades, replacement of the pumping system, provision for a fertilizer injection
system, and installation of a new valve -in -head irrigation system complete with
centralized computerized irrigation control. The project will include alternative #1 which
is the replacement of the standard supplied P.V.C. control boxes with stainless steel
control boxes for extended durability and alternative #2 which is the hardware to operate
the pumping station controls through a central control computer.
The project has been tentatively scheduled to start on September 4, 2001. Nine holes at a
time will be turned over to the contractor for construction. This will allow City Park to
keep 18 holes of golf open during the project. The construction will be phased starting
with the short 9 -hole course north of Thatcher and dividing the 18 -hole course into east
and west phases. The existing irrigation system will be maintained in operable condition
for the holes not under construction. The renovation project is scheduled to be completed
on April 1, 2002, prior to the start of the annual golfing season. A bid tabulation sheet is
attached.
FINANCIAL IMPACT
The low bidder for the project was Soltis Golf Incorporated of Upland, California
for the amount of $1,760,722.00. The irrigation renovation project for the City Park
Golf Course is financed by the issuance of Certificates of Participation, Series 2001
which are funded by the sale and lease back of the City's Ice Arena. Revenues generated
from an improvement fee will be used to pay approximately $300,000 per year for ten
years.
