CO 03- 0123 -00 BETWEEN PUEBLO, A MUNICIPAL CORPORATION, AND THE UNITED STATES OF AMERICA, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME AND AUTHORIZING THE ACQUISTION OF A TRANSIT COACH WHEREAS, the City of Pueblo has received a grant from the United States of America, Department of Transportation, Federal Transit Administration, to fund the procurement of transit vehicles, subject to the execution of a grant agreement; and BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement, awarded June 20, 2001, between the City of Pueblo, a Municipal Corporation, and the United States of America, Department of Transportation, Federal Transit Administration for the purpose of purchasing one (1) 35 -foot accessible transit coach, and two (2) Paratransit vans, and retro - fitting two (2) existing coaches with wheelchair lifts, Project No. CO -03- 0123 -00, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of City Council is hereby authorized to execute said Agreement and all required Certifications and Assurances on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest the same. Section 3 Acceptance of this grant requires a matching contribution in the amount of $90,000. An appropriation of $90,000 of General Fund money and $272,000 of anticipated grant proceeds was previously made in the original 2001 budget. Acceptance of this grant, hereby reduces the $272,000 to the grant award amount of $269,642. Section 4 The City of Pueblo is authorized to accept an assignment of a procurement option of one (1) 35- foot accessible transit coach from Long Beach Transit, under its contract with Chance Coach, and the City Purchasing Agent is authorized to issue a purchase order to Chance Coach for said purchase in the amount of $240,000, the remaining $119,642 of project funds would be available for the acquisition of two (2) Paratransit vehicles and retro- fitting of two (2) existing transit coaches. ISSUE Grant Agreement between the City of Pueblo and the United States of America, Department of Transportation, Federal Transit Administration. RECOMMENDATION Approval of Resolution. BACKGROUND An application for $1,000,000 was submitted to FTA for Capital discretionary funding on behalf of the City of Pueblo for fiscal year 2001 in collaboration with the Colorado Transit Coalition. A grant in the amount of $269,642 has been awarded to the City of Pueblo for the purpose of procuring transit vehicles, one (1) 35 -foot accessible transit coach, two (2) accessible Paratransit vans, and retrofitting two (2) existing transit coaches. In order to expedite and simplify the procurement of one (1) 35 -foot transit coach, Pueblo Transit requested an available option from Long Beach Transit. Long Beach Transit has officially authorized the assigning of one option to the City of Pueblo. The purchase of the Paratransit vans and the retrofitting of the transit coaches will be handled through the normal procurement procedures. FINANCIAL IMPACT The anticipated budget for this project is $359,642. The Federal share will be $269,642. The Grantee affirms this FTA Award. By executing this Grant Agreement with FTA, the Grantee adopts and ratifies all statements, representations, warranties, covenants, and materials it has submitted to FTA, consents to this FTA Award, and agrees to all terms and conditions of this Grant Agreement.
