A RESOLUTION ADOPTING A POLICY CONCERNING THE
ALLOCATION OF PUBLIC FUNDS FROM THE CITY OF
PUEBLO TO COMMUNITY -BASED NOT - FOR - PROFIT
EXEMPT ORGANIZATIONS.
WHEREAS, the City of Pueblo recognizes the opportunity to extend the effectiveness of
public funds through the support of community -based activities, events, and /or programs that
further the intended public purposes for which the taxes are levied, and
WHEREAS, to augment the use of these goals, this policy is set forth as a statement and
guide both for potential applicants and the City, now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The policy concerning the allocation of public funds, a copy of which is attached, is
hereby approved and adopted by the Pueblo City Council.

TITLE
A RESOLUTION ADOPTING A POLICY CONCERNING THE ALLOCATION OF

FOR- PROFIT EXEMPT ORGANIZATIONS.
ISSUE
Over the years, the City of Pueblo has allocated public funds to support community -based
activities, events, and programs. This policy is set forth as a statement and guide both for
potential applicants and for the City. The policy is intended to more clearly delineate the
use of the City funds being requested and to define the responsibilities of the City and the
requesting organization.

POLICY CONCERNING THE ALLOCATION OF PUBLIC FUNDS
The City of Pueblo recognizes the opportunity to extend the effectiveness of public funds
through the support of community -based activities, events, and/or programs that further the
intended public purposes for which the taxes are levied. To augment the use of these goals, this
policy is set forth as a statement and guide both for potential applicants and for the City.
This policy is intended solely for the disbursement of City funds. Federal and State funding
distributions by the City are regulated by separate policies.
Annual requests for funds must be received by July 31 preceding the fiscal year in which the
funds are desired. The City's fiscal year begins on January 1. Requests for public funding may
only be received from:
A. Community based not - for -profit exempt organizations requesting assistance for
cultural, neighborhood and/or educational limited time events and/or activities
that specifically enhance or augment similar City activities or programs.
B. Community based not - for - profit exempt organizations whose day -to -day activities
and programs are similar or in harmony with City programs, activities, or goals.
The request for public funds must specify and demonstrate a furtherance of a public purpose,
interest, activity, or an augmentation or enhancement of a public purpose, service, or activity
directed toward the betterment of the health, safety, and /or welfare of citizens of the City of
Pueblo. The request must address how the mission and goals of the organization relate to the
goals of the City Council.
All applications must demonstrate and document all other appropriate funding opportunities that
have been or are being sought, including, but not limited to, grants distributed by the federal,
state, and county governments.
Funds used for on -going activities and operations shall be disbursed as follows:
$5,000 and below —one -time disbursement on February 1
$5,001 - $100,000 -- quarterly disbursements
Above $100,000 — monthly disbursements
Organizations may request other disbursement cycles, subject to approval by the City.
For requests for limited -time events, the applicant must show a clear and specific intended use of
the money and the applicant shall also indicate if the funds are required prior to the activity. The
City may require reimbursement on an actual expenditure basis with the presentation of receipts,
if appropriate.
Organizations awarded funding must enter into an agreement with the City as well as provide
periodic reports to the City substantiating the use of the City funds. Organizations receiving in
excess of $25,000 will be required to submit quarterly reports, and those organizations receiving
$25,000 or less will submit reports annually. No further funding or disbursement of funds will
be considered until reports are provided.
This policy is not intended to limit the opportunities for joint cooperative relationships between
the City and others whose interests are in common with and directed toward the betterment of the
City and its mission.
Award of funds will be deemed to be inclusive and no additional funds, including, but not
limited to, sponsorships, donations, advertisements, or ticket costs will be provided.
Organizations should include all such costs in the original application.
Award of funds will require the wording "sponsored in part by the City of Pueblo" to appear on
all promotional /advertising /invitations, printed or other media material.
The City Manager shall be authorized to expend up to $5,000 per quarter for emergency
requests, which in all other aspects meet the criteria of this policy, but were unforeseen on or
before the application deadline. If any portion of the $5,000 is not disbursed during the quarter
in which it was allocated, the unused portion will not be carried over to subsequent quarters.
