A RESOLUTION APPROVING AND ACCEPTING $7,000.00
FROM THE STATE OF COLORADO FOR THE USE AND
BENEFIT OF THE CITY OF PUEBLO RELATING TO SEAT
BELT AND AGGRESSIVE DRIVING LAW ENFORCEMENT
AND AUTHORIZING THE PRESIDENT OF THE CITY
COUNCIL TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The Purchase Order, P.O. #OE- HAA -01 HQ0000542 dated April 20, 2001 between
Pueblo, a Municipal Corporation and the State of Colorado, for police officer overtime
compensation for seat belt and aggressive driving law enforcement, a copy of which is on
file in the office of City Clerk, having been approved as to form by the City Attorney, is
hereby approved.
SECTION 2
Funds received from the State under the Purchase Order shall be deposited to the
City's General Fund; payment for police officer overtime, together with benefits, pension
contributions and other expenses attributable to or arising under the Purchase Order, shall
be paid from appropriated and unencumbered funds, not exceeding $7,000.00, available
and transferred from Account No. 101 -20 30- 421.10 -30.
SECTION 3
The President of the City Council is authorized to execute and deliver the
Purchase Order in the name of the City and the City Clerk is directed to affix the seal of the
City thereto and attest same.

DEPARTMENT OF TRANSPORATION "GET CONNECTED" GRANT
ISSUE
The City Council should decide whether or not to accept the 2001 State of Colorado
Purchase Order #OE- HAA- OIHQ0000542 (Get Connected) in the amount of $7,000.
RECOMMENDATION
The Pueblo Police Department recommends approval of this 2001 Purchase Order.
BACKGROUND
The Pueblo Police Department has participated in previous CDOT Seat Belt Enforcement
Campaigns. The 2001 Enforcement Campaign consists of four (4) high - visibility
enforcement waves targeting primary seat belt law violations for children and adults and
secondary seat belt law violations through enforcement of hazardous aggressive driving
actions and speed enforcement. There is no matching funding required in this grant.
FINANCIAL IMPACT
As noted above, there is no financial impact to the City.

COLORADO'S HIGH- VISIBILITY SEAT BELT
OVERTIME ENFORCEMENT CAMPAIGN
"GEC CONNTC7 - ED "
The Colorado Department of Transportatlon will provide funding for overtime enforcement of occupant restraint
laws during phase, IV of our successful high visibility seat belt enforcement campaign. Phase IV will consist of four
to six (7 day) wave; of enforcement to be conducted through February 2002; the first wave scheduled May 6 -12.
Purpose - The purpose our Nationally recognized program is to encourage local law enforcement agencies to
aggressively enforce occupant restraint laws In their communities; and in combination with Intensive state Ade
public aviareness and education effort, increase seat belt use. High visibility enforcement of occupant restraint laws
sends a powerful message. Experience in several states has shown that the possibility of receiving a ticket can be '
just as effective as an actual ticket in motivating people to buckle up. Using calculallons estimating the annual cos:
savings in terms of lives and injuries saved by Increasing current seat belt use of 65% to 75% are.

TO JOIN CAMPAIGN
The agency agrees:
• to provide overtime enforcement of occupant restraint laws, with emphasis on primary Child Passenger Law;
( Warnings may seem acceptable, but studies have shown that they do not result in signifrcant behavior change)
• to conduct pre enforcement and post enforcement surveys at a selected site;
to advise local media of special program on CDOT releases;
+ to report activity within specified time on CDOT form provided.
Allowable charges:
a. Overime for traffic patrol at agency overtime rate for officers
b. Overtime pay for conducting pre and post enforcement surveys
