A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $1,563,136.05 AND
SETTING FORTH $50,000 FOR CONTINGENCIES TO TONY
J. BELTRAMO & SONS, INC., FOR FY 2001 PLANT MIXED
SEAL COAT OVERLAY AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, proposals for FY 2001 PLANT MIXED SEAL COAT OVERLAY have
been received and examined; and
WHEREAS, the proposal of Tony J. Beltramo & Sons, Inc., was the lowest of those bids
determined to be responsible.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for 2001 PLANT MIXED SEAL COAT OVERLAY, be and the same is
hereby awarded to said bidder in the amount of $1,563,136.05.
SECTION 2.
The Purchasing Agent be, and she is hereby authorized to execute said contract on behalf
of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work - - - - $50,000
SECTION 4.
This Project shall be funded from the Highway User Trust Fund, Account Number
210- 9530- 600.70 -10 HU0101.

ISSUE
Should the City Council enter into a contract with Tony J. Beltramo & Sons, Inc., for
$1,563,136.05 for street resurfacing.
RECOMMENDATION
The Director of Public Works recommends that this Resolution be approved.
BACKGROUND
A vital element of the City's ongoing street maintenance program includes resurfacing.
Under this contract, 373 blocks of City streets will be resurfaced with one inch of plant -
mixed seal coat overlay. This is a specially formulated asphalt mix which seals the
surface of the street and provides a smoother ride for the motorist.
The streets included in this year's project were selected through a process that takes into
account the age and condition of the street, logical grouping to reduce mobilization costs,
and input from utility companies on their future pipe line renewal projects. These streets
generally have extensive cracking and a rough uneven surface.
Prior to the new overlay, the City Streets Division will seal large cracks and repair areas
that exhibit subbase failure. Streets that have a build up of asphalt at the gutter from prior
year overlays will be milled down, and streets that are severely cracked will received a
special fabric beneath the overlay as an extra water barrier.
A list of the streets included in this year's project, along with a copy of the bid summary
is attached.
FINANCIAL IMPACT
Funding for this project will come from the City's share of the Highway User Trust Fund
(HUTF). There is currently $1,825,578 budgeted for this purpose in the City's FY 2001
Budget. Additional street resurfacing and street improvement projects will be
forthcoming for City Council's consideration on use of the balance of this budget.
