A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO
SUBMIT A GRANT APPLICATION FOR THE GOODNIGHT BARN
ACQUISITION PROJECT TO THE COLORADO DEPARTMENT OF
TRANSPORTATION, AND AUTHORIZING THE PRESIDENT OF
COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo supports the acquisition and preservation of the Charles
Goodnight Barn property and grant application to the Colorado Department of Transportation; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION l
The president of City Council is hereby authorized to execute and deliver the grant
application for the acquisition of the Goodnight Barn property by the City of Pueblo and Pueblo
County on behalf of the City of Pueblo, a Municipal Corporation, to the Colorado Department of
Transportation, and the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 2
The grant request is for $192,000, with the City of Pueblo obligating up to $20,000 as cash
match from the City's 2002 budget provided funds are available and appropriated by City Council, and
Pueblo County obligating up to $20,000 as cash match from the County's 2002 budget provided funds
are available and appropriated by Pueblo County.
SECTION 3
A copy of the grant application is on file at the City of Pueblo's Department of Planning
and Development.

ISSUE: Should City Council authorize the president of City Council to submit a grant
application to the Colorado Department of Transportation (CDOT) for the Goodnight
Barn Acquisition Project?
BACKGROUND: The City of Pueblo's Department of Planning and Development is
requesting approval to submit a $192,000 grant application to the CDOT - Transportation
Enhancement Program (TE) for the acquisition of approximately two acres of property that
includes the historic Charles Goodnight Barn. The property is currently owned by Transit
Mix, Inc. and used for a gravel mining and concrete batch plant operation. Transit Mix,
Inc. anticipates moving its operations to another location in Pueblo County within the next
18 -24 months. The historic barn is located four miles west of the downtown Pueblo along
the State Highway 96 section of the Frontier Pathways Scenic Byway. The acquisition
project qualifies for Transportation Enhancement Funds under the Historic Preservation
category because the property is located on the historic Goodnight- Loving Trail that was
the used to bring cattle from Texas into Colorado that established the extensive cattle
ranching industry in the state. The Goodnight Barn has been identified as a priority project
in the Frontier Pathways Scenic Byway Corridor Management Plan. The preservation of
the barn has also been identified as a priority project in the Pueblo Natural Resources and
Environmental Education Strategic Plan and the Arkansas River Legacy Project
Implementation Plan.
The cost to acquire the Goodnight Barn is estimated to be $240,000 which includes the
barn structure and approximately two acres of property. The grant request is for $192,000
from the TE Program, and a total of $48,000 of local matching funds will need to be
provided for the project. The local matching funds are projected to be $20,000 from
Pueblo County, $20,000 for the City of Pueblo, and $8,000 from private foundations and
non - profit organizations. The matching funds will need to be provided after January 1,
2002. It is anticipated the purchase of the property will be completed in 2002. The TE
funds are federal transportation funds that are administered by CDOT. The acquisition will
need to comply with the federal government's "Uniform Relocation Assistance and Real
Property Acquisition Policies Act" which contains specific review and purchase
requirements in order to comply with the use of federal funds. The project budget includes
$40,000 in acquisition transaction costs that are estimated to be needed to comply with the
federal acquisition policies.
The Goodnight Barn is the last remaining structure of the Goodnight's Rock Canyon
Ranch, which was established in 1869 and operated for eight years until 1876. The structure
was placed on the National Register of Historic Places on July 30, 1974. The barn was
stabilized and new roof was added between 1996 and 1997 with funds provided by the State
Historical Society and Pueblo County. The acquisition will alleviate the threat of the barn
being sold to the National Ranching Heritage Center, a part of Texas Tech University. Last
September, the Center announced it wanted to buy the barn, dismantle it and reconstruct it
on their grounds in Lubbock, Texas (see the attached news articles)
The acquisition is part of a larger plan that includes the Arkansas River Corridor from Lake
Pueblo into the City of Pueblo. The project includes the acquisition of the Goodnight Barn
and the series of reclaimed gravel ponds along the Arkansas River. The Arkansas River
Corridor project includes the development of a Scenic Byway interpretive area that includes
the Historic Goodnight Barn, the enhancement of the gravel ponds for environmental
education, wildlife viewing and study, as well as providing additional fishing and recreation
activities at some of the ponds.
The estimated budget for the Playground Enhancement Project is as follows:

RECOMMENDATION: Approval of the Resolution.
FINANCIAL IMPACT: The City of Pueblo will obligate up to $20,000 in cash match
from the City's 2002 Budget provided funds are available and appropriated for the project
by City Council. If the cost to acquire the property exceeds the $240,000 project cost, the
City of Pueblo would be obligated to pay any additional costs above that amount.
If the grant is awarded, the City of Pueblo and Pueblo County will need to enter into an
agreement to jointly own the property. The Frontier Pathways Scenic Byway, Inc. has
indicated a willingness to undertake responsibilities for conducting tours that interpret the
history of the barn, along with general cleanup and oversight of the building and grounds.
The remaining annual costs for the maintenance, insurance, and general repairs to the barn
are estimated to be $12,000 that would be shared by both the City and County.
