HomeMy WebLinkAbout09209RESOLUTION NO. 9209 A RESOLUTION AWARDING A CONTRACT FOR RUNWAY ELECTRICAL IMPROVEMENTS AT PUEBLO MEMORIAL AIRPORT UNDER FEDERAL AIP GRANT PROJECT NO. 3 08 0046 20 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, bid proposals for runway electrical improvements have been received and examined; and WHEREAS, the proposal from Rural Electric was the lowest of those bids determined to be responsible; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, THAT: SECTION 1: A contract for runway electrical improvements at Pueblo Memorial Airport be, and the same is hereby awarded to said bidder in the amount of $350,157 plus 10% contingencies. The awarding of the contract for the project set forth herein shall be subject to the filing of sufficient sureties to be approved by the T urchdsing Agent of said City. SECTION 2 The Purchasing Agent be, and is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corpordtion, and the City Clerk shall affix the seal of the City thereto and attest the same. RECOMMENDATION Approval of this Resolution. BACKGROUND The Federal AIP Grant for this project was accepted by City Council on September 25, 2000 under Resolution No. 9118. This project was advertised for bids and Rural Electric was the lowest responsible bidder. The project consists of the installation of runway distance remaining signs (RDR) for Runways 8L /26R and 17/35; the installation of a precision approach path indicator (PAPI) for Runways 8L and 35; the installation of runway end identifier lights (REIL) for Runway 35; and the relocation of the electrical equipment from the existing building to the new airfield lighting equipment building. FINANCIAL IMPACT The total amount of the project is $350,157 plus 10% for contingencies. The federal portion is 90% and the local match is 10 %. Six proposals were received. Four of the proposals included Schedules I and H work. Five contractors bid on the Schedule III development. The following table shows proposal breakdowns for each bidder and schedule. The highest proposal from GMG, Inc. for Schedule I and II work totals $713,445.86, which is nearly 52% greater than the Engineer's estimate. Overall, two contractor's bids were below and two contractor's bids were above the Engineer's estimate. Of the five proposals received for Schedule III construction, the apparent low bidder is TL Printz Contractors. Their bid is over 36% below the Engineer's estimate; which totals $109,234.58. There were not proposals that were greater than the Engineer's estimate. Since Rural Electric has not previously worked on airports in the rocky mountain region, verification of their abilities to complete a project in a timely manner and with safety in mind was made. Two engineering consulting firms were contacted. Ron Schreier of Gannett Flemming Engineers has worked with Rural Electric on several airport projects since 1988. Ron believes that Rural provides quality work and also provides comments to provide a better project. David Gilbertson of Gilbertson & Associates has the same comments of Rural Electric's performance. In addition, he believes that Rural clearly understands critical airport issues. We have reviewed the bid proposals and compared the unit prices and total costs to the Engineer's estimate. In general, all bid items for Rural Electric are consistently below the Engineer's estimate. However, the unit prices for most of the TL Printz Constructors bid items are greater than the Engineer's estimate, with two exceptions. The cost of mobilization and the actual building construction cost are well below the project estimate. Quantities of the remaining bid items are small and overall affect on the total project cost is minimal. Rural Electric is listed as a DBE firm with the Arizona Department of Transportation (ADOT) and California Department of Transportation (Caltrans). Their overall proposed goal is set at 80% which is $280,125.00. T. L. Printz on the other hand did not submit DBE goals. There was some effort at providing good faith efforts. Four of the sub - contractors contacted by Lane Burkhart of TL Printz were known to be minority businesses. Due to the limited amount of work, he was unable to interest any of the DBEs to provide him a bid. This issue was discussed with Naomi Consuelo of the City of Pueblo, Purchasing Department Manager. With the combined construction costs being $540,922.42, the overall estimated DBE goals will be over 51 %. Since the estimated overall DBE goal of 9.1% was being met, Naomi did not have concerns in TL Printz providing any DBE work. We recommend to the City Council that construction of Schedules I and II be awarded to Rural Electric of Mesa, Arizona. We recommend Schedule III construction is awarded to TL Printz Constructors of Pueblo, Colorado. We are requesting concurrence from the FAA, regarding our recommendations via a copy of this letter.
