HomeMy WebLinkAbout09199RESOLUTION NO. 9199 A RESOLUTION ESTABLISHING FEES FOR CONTRACTORS' LICENSES, REGISTRATIONS, PERMITS AND INSPECTIONS AND RELATED SERVICES BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO that: SECTION l Fees required to be paid pursuant to Title IV of the Pueblo Municipal Code in connection with any license, registration, examination, license application, plan review, building permit, plumbing permit, mechanical permit, electrical permit, inspection or reinspection, or otherwise required to be paid pursuant to such Title or any code adopted by reference, shall be determined and paid in accordance with the following schedule, and are subject to the additional conditions, if any, specified in this Resolution: A. Annual Contractor License (or Registration Fees): 1. Building "A" Contractor License $175.00 2. Building `B" Contractor License $150.00 3. Building "C" Contractor License $125.00 4. Building "D" Contractor -- Single Trade License $ 75.00 5. Building "D" Contractor -- Wrecking License $150.00 6. Building "D" Contractor -- Moving License $125.00 7. Plumbing Processing Fee For Registration $ 75.00 8. Plumbing Utility Contractor (Sewer & Water Service Lines or Fire Mains) $ 75.00 each 9. Water Connected Appliance $ 75.00 10. Mechanical "A" Contractor $150.00 11. Mechanical "C" Contractor (Gas Fitter or Sheet Metal or Refrigeration) $ 75.00 each 1 12. Electrical [Processing Fee For] Registration B. Annual Craftsmen License/Registration Fees: 1. Mechanical Master License 2. Stationary Engineer "A" 3. Stationary Engineer `B" 4. Stationary Engineer "C" 5. Mechanical Apprentice Registration [$75.00] No Fee $75.00 $75.00 $75.00 $35.00 $25.00 $25.00 $25.00 $25.00 C. Examination Fees: 1. Building "A" & "B" Contractor $50.00 2. Building "C" Contractor $35.00 3. Building `D" (Per Exam) $25.00 4. Mechanical Contractor (Per Exam) $35.00 5. Craftsman Examinations (Per Exam) $25.00 6. Plumbing Utility Contractors $25.00 7. Water Connected Appliances $25.00 D. Multiple Licenses: For those contractors possessing multiple licenses, the total fee shall be equal to the sum of the highest license fee, as set forth above, plus 65% of the specified fee for each of the other licenses, rounded to the next highest $5.00. E. Renewal License and Registration Fees: 2 1. All licenses and registrations shall become delinquent on December 31 of the year issued and shall be renewed annually upon application and payment of the required license or registration fee; subject, however, to the following limitations: the fee for any license or registration renewed after January 31 but on or before March 31 shall be one and one -half times the annual fee for such license; the fee for any license or registration renewed after March 31 but on or before May 31 shall be twice the annual license or registration fee for such license or registration. All required insurance coverage certificates shall be filed and approved before a license or registration is renewed. Any license or registration not renewed before [prior to] May 31 of the year following its issuance shall thereupon expire and may not be renewed without examination, if examination was required upon issuance of the initial license. 2. No permit shall be issued to any unlicensed or non - registered person engaged in the construction business, or to any licensed or registered person who is delinquent in payment of his or her annual license or registration fee, or who has failed to comply with a provisional order, or whose license or registration is suspended or revoked, or who is in any manner indebted to the Department, or whose insurance has then expired. F. License Application Fees: 1. An application fee of $35.00 is required to be paid at the time the license application is submitted to the Pueblo Regional Building Department for review and acceptance. Upon review of the application, the applicant will be notified that either (a) the application cannot be accepted together with a statement of the reasons it cannot be accepted or, if additional information is required, identification of the necessary additional information, or (b) that the application has been accepted and the date or dates upon which examination for the license will be held. G. Plan Review Fees: Plan review fees shall be charged as follows: 1. New one and two family dwellings 2. All other building and additions and alterations to existing buildings 3. Additional plan review required by changes, additions or revisions to approved plan 7.5% of the building permit fee 50% of the building permit fee $30.00 per hour Review of plans by the Department is merely a code compliance review and not a structural or suitability review. Such review shall not relieve the designer, architect, engineer or contractor of 3 responsibility for the structural integrity of the contemplated work or from compliance with all provision of all applicable codes. H. Building Permit Fees: 1. General a. Permits are issued only for work that is described or shown on approved plans or specifications. b. Permits may not be issued until all required approvals have been received from other governing agencies. C. Permit fees for all construction projects are based on total contract value, including but not limited to all building structure work, electrical, mechanical, and plumbing systems, and sprinkler work, finish work, overhead, material, labor and profit. d. The contractor will provide the Department with a listing of a all subcontractors it will employ in connection with the work. Subcontractors will be required to obtain a no -fee permit for their portion of the work. e. If a contractor or subcontractor is changed from that indicated in the initial list provided [prior to commencement of] before beginning the job, the Building Department shall be notified. If during the course of the job a contractor or subcontractor in which a permit has been issued to is changed, the new contractor or subcontractor will be required to obtain a minimum fee permit of $30.00. f. The Department may require the Contractor to file with the Department copies of its contracts with the owner of the work, and with any one or more subcontractors employed in the work. g. A minimum fee of $30.00 shall be charged for all permits. If a permit is cancelled [prior to] before any work [being] is done, fees will be refunded except for an administrative service charge of $15.00. 2. Residential a. Permit fees for alterations and remodeling shall be based on the contract value. Permit fees are derived from Table B below. b. The permit fees for all new construction and for additions to existing structures shall be calculated based upon the Total Valuation of the work in 4 accordance with Table B below. The Total Valuation of the work shall be the aggregate of the value of all classifications of improvements based upon the square footage of the improvements and calculated in accordance with Table A below. 3. Manufactured Structures a. [Building permit fees for setting of manufactured structures shall be based on total contract valuation of the project to include, electrical service, mechanical air test, plumbing water and sewer connections, foundation installation and connection of the unit to the foundation. Permit fees shall be calculated in accordance with Table B based upon such total contract valuation.] Permit fees for all manufactured structures shall be calculated based upon the total valuation of the work in accordance with Table C. The total valuation of the work shall be the aggregate of the value of all classification of improvement based upon the square footage of the improvements and calculated in accordance with Table B. b. Certificates of Occupancy for manufactured structures [can] may be obtained from the State of Colorado Division of Housing. 4. Commercial Structures: Permit fees shall be calculated based upon total contract valuation in accordance with Table B. 5. Sign, Moving and Wrecking permits: Permit fees shall be calculated based upon total contract valuation in accordance with Table B. TABLE A I. New Residences and Additions Thereto: a. J. Mechanical Permit Fees: Mechanical permit fees shall be as follows: On a project that is exclusively limited to mechanical work and does not otherwise require a building permit, the mechanical contractor shall obtain a 7 mechanical permit and the fees shall be based on contract value and calculated in accordance with the building permit fee schedule of Table B above. K. Electrical Permit Fees: Electrical permit fees shall be as follows: On a project that is exclusively limited to electrical work and does not otherwise require a building permit, the electrical contractor shall obtain an electrical permit and the fees shall be 115% of the amount of electrical inspection fees established by the state electrical board under authority of Sections 12 -23 -117 and 24 -34 -105, C.R.S., and implementing regulations published at 3 CCR 710 -1. L. Miscellaneous Fees: 1. For buildings required to be inspected for regulated use licensing, including but not limited to use for cabarets, hotels, motels, foster care, nursing homes or similar buildings, an inspection fee of $50 shall be paid. 2. Inspections conducted outside of normal office hours at the request of a permittee shall require payment of additional inspection fees of $30 per hour for inspectors' time reasonably required in inspection for the work and travel to and from the site of the work, with a minimum fee based upon 2 hours per inspector. 3. Reinspection fee shall be $35. 4. There shall be no additional fee for issuance of the final Certificate of Occupancy. Partial, temporary or preliminary occupancy certificates shall be charged an additional fee as follows: Residential Properties -- $10 per living unit up to 4 units All other structures -- $25 per certificate M. Appeal fee shall be $100 per appeal. N. Building Codes Applicable to City Buildings All codes referred to in this Resolution shall be applicable to all buildings owned or occupied by the City of Pueblo, its departments, divisions and agencies. The City shall comply with the provisions of such codes including obtaining permits for all work performed and payment of permit fees. 0 SECTION 2 Resolution No. 8742, passed and approved on June 28, 1999, is hereby rescinded and superseded by this Resolution. SECTION 3 This Resolution shall apply and become effective as of January 22 , 2001.
