RESOLUTION NO. 9160
A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION BY THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, FOR FEDERAL GRANT ASSISTANCE FROM THE FEDERAL
AVIATION ADMINISTRATION FOR THE CONSTRUCTION OF AN AIRFIELD LIGHTING
EQUIPMENT BUILDING UNDER AIP PROJECT NO. 3 08 0046 21 AT THE PUEBLO MEMORIAL
AIRPORT AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO THAT:
SECTION 1
The City of Pueblo is authorized to file an application with the Federal Aviation Administration
for federal grant assistance for Pueblo Memorial Airport Improvements consisting of engineering fees
and construction costs for the Construction of an Airfield Lighting Equipment Building.
SECTION 2
Funding for the project shall be paid from account 410 - 0000 - 555.94 -11 contingent upon the
approval of the grant.
SECTION 3
The President of the City Council is hereby authorized to execute the grant application and all
attachments and required certifications and assurances on behalf of Pueblo, a Municipal
Corporation, and the City Clerk shall affix the Seal of the City thereto and attest the same.

ISSUE
Should the City Council approve a Resolution authorizing the filing of an application by
the City of Pueblo, a Municipal Corporation, for federal grant assistance from the Federal
Aviation Administration for the construction of an airfield lighting equipment building at
the Pueblo Memorial Airport.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
Council approved the acceptance of a grant offer for AIP Project No. 3 08 0046 20 on
September 25, 2000. At that time, Council was advised that the construction of the
electrical building would be funded under a second grant. This is that grant.
The current building was built in 1958 and does not meet the current National Electrical
Code.
FINANCIAL IMPACT
The grant application is for $297,000. The City's local match would be $33,000.
Funding for the project shall be paid from account 410 - 0000 - 555.94 -11 contingent upon
the approval of the grant.

The Sponsor hereby represents and certifies as follows:
1. Compatible Land Use. — The Sponsor has taken the following actions to assure compatible usage of land adjacent
to or in the vicinity of the airport:
Lands surrounding the airport are generally zoned for industrial development, in agricultural use, or open and undeveloped.
The zoning for land in the airport environs was adopted by Pueblo County in 1963. In 1967, the Pueblo Tomorrow Plan (COG
sponsored) addressed use of land in the airport vicinity which incorporated height and obstruction restrictions and generally
conformed to the recommendations in the long range Master Plan for the airport. New land use requests are given a thorough
review by planning agencies, and approvals are limited to those which will retain compatibility in land use in the airport
environs.
2. Defaults. — The Sponsor is not in default on any obligation to the United States or any agency of the United States
Government relative to the development, operation, or maintenance of any airport, except as stated herewith:
None
3. Possible Disabilities. — There are facts or circumstances (including the existence of effective or proposed leases,
use agreements or other legal instruments affecting use of the Airport or the existence of pending litigation or other legal
proceedings) which in reasonable probability might make it impossible for the Sponsor to carry out and complete the Project or
carry out the provisions of Part V of this Application, either by limiting its legal or financial ability or otherwise, except as
follows:

4. Land. — (a) The Sponsor holds the following property interest in the following areas of land* which are to be
developed or used as part of or in connection with the Airport, subject to the following exceptions, encumbrances, and adverse
interests, all of which areas are identified on the aforementioned property map designated as Exhibit "A ".
There has been no change in the property interest held by the Airport Sponsor as shown on the attached Exhibit "A" since AIP
Project No. 3 -08- 0046 -20. No encumbrances, or other interests exist on the property interest held by the Airport Sponsor as
shown on Exhibit "A ".

kind and nature, including liens, easements, leases, etc. The separate areas of land need only be identified here by the area numbers shown
on the property map.

The Sponsor further certifies that the above is based on a title examination by a qualified attorney or title company
and that such attorney or title company has determined that the Sponsor holds the above property interests.
The Sponsor will acquire within a reasonable time, but in any event prior to the start of any work under
the Project, the following property interest in the following areas of land* on which such construction work is to be
performed, all of which areas are identified on the aforementioned property map designated as Exhibit 'W':

The Sponsor will acquire within a reasonable time, and if feasible prior to the completion of all construction work
under the Project, the following property interest in the following areas of land* which are to be developed or used
as part of or in connection with the Airport as it will be upon completion of the Project, all of which areas are

5. Exclusive Rights. — There is no grant of an exclusive right for the conduct of any aeronautical activity at
any airport owned or controlled by the Sponsor except as follows:

PROGRAM NARRATIVE
The proposed project consists of those items of development listed below under A. Description
and Purpose of Pro ect and B. Method of Accomplishment All items of development proposed
under this project will be accomplished on existing airport property. Areas covered under this
project are shown on the attached Program Sketch.
A. Description and Purpose of Project
Construct New Airfield Lighting Equipment Building
The existing airfield lighting equipment building was built in 1958. Due to the age of the
building, it requires constant repairs and.has become a maintenance problem. The existing
airfield lighting equipment building also does not meet the current National Electrical
Code. In addition, the existing building is located within the Runway Visibility Zone and
needs to be relocated to complete grading operations for the Runway Visibility Zone. The
grading for the Runway Visibility Zone will be included under a future project.
With the addition of the required electrical upgrades to the airfield, the remaining available
space within the existing building will be exhausted and will not accommodate the needs
of the airport. Therefore, a new airfield lighting equipment building will be constructed to
provide the airport with an electrical vault that meets the current fire and electric codes.
The new airfield lighting equipment building will be large enough to accommodate all
current and future electrical equipment. The airport has identified an Engine Generator as
a future electrical equipment acquisition. The location of the new airfield lighting
equipment building is south of the apron. To provide access to the new airfield lighting
equipment building, a bituminous asphalt road will be paved.
B. Method of Accomplishment
PAVING — Bituminous concrete pavement will be placed to provide access to the electrical
equipment building. The pavement section will be designed per the Colorado Department of
Transportation Standard Specification to accommodate the airport's maintenance vehicles. The
bituminous asphalt material will be delivered to the site using dump trucks and placed using
standard asphalt paving machines. The material will be compacted using conventional rubber tire
and/or steel drum rollers.
ELECTRICAL — Electrical pullboxes, cable and duct will be installed from the new electrical
building to reconnect the homeruns of the existing runway, taxiway and other navigational aid.
circuits. New cable, duct, and power service equipment will be installed to assure proper
operation of the new RDR signs and PAPI, Wind Cone and REEL equipment. All conduit
installed under paved areas will be encased in concrete. The remaining new conduit will be direct
earth buried.
BUILDING — The existing airfield lighting equipment will be relocated to the new airfield lighting
equipment building. The existing building will be removed from the Runway Visibility Zone and
the new building will be built at the southwest corner of the General Aviation Apron. The
building will be constructed of concrete block, sized to accommodate all airfield lighting
equipment and meet the criteria of the National Electrical Code. The building may be constructed
partially below grade to avoid obstructing the Air Traffic Controllers' view of Taxiway "A' and
the threshold of Runway 35. If possible, a new three -phase 480/277 volt service will be installed
by West Plains Energy.
