A RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND WALKER PARKING
CONSULTANTS TO PREPARE A COMPREHENSIVE PARKING STUDY FOR THE
CENTRAL PUEBLO AREA, AND AUTHORIZING THE PRESIDENT OF COUNCIL TO
EXECUTE SAME
Whereas, it is the City of Pueblo's intent to prepare a comprehensive parking study for the
Central Pueblo area generally bounded by 4th Street on the north, the railroad tracks on the south
and west, and I -25 on the east, encompassing the Union Avenue Historic District, the Historic
Arkansas Riverwalk of Pueblo (HARP) including the proposed private sector development, City
Hall Complex, the Pueblo Hotel and Convention Center, the Sangre de Cristo Arts and Conference
Center/Buell Children's Museum, the Greater Pueblo Chamber of Commerce Visitors Center, and
the El Pueblo Museum.
Be it resolved by the City Council of Pueblo, Colorado, that:
SECTION l
The Professional Services Agreement, dated October 23, 2000, between the City of Pueblo,
a municipal corporation, and the Walker Parking Consultants, a copy of which is attached hereto,
having been approved as to form by the City Attorney, is hereby approved.
SECTION 2
The President of the City Council is hereby authorized to execute and deliver the agreement
on behalf of the City of Pueblo, a municipal corporation.
SECTION 3
Funds to pay for this professional services agreement in the amount of $53,800 shall be
transferred from the General Fund's prior year balance.

BACKGROUND As a result of a request by the Department of Planning and Development
on behalf of the Pueblo Planning and Zoning Commission, Walker Parking Consultants has
submitted a proposal to prepare a comprehensive parking study for the Central Pueblo area.
The Central Pueblo area is generally bounded by 4th Street on the north, the railroad tracks on
the south and west, and I -25 on the east. Specifically, the activities for which we have asked
Walker to perform a detailed analysis to include the Union Avenue Historic District, the
Historic Arkansas Riverwalk of Pueblo (HARP) including the proposed private sector
development, City Hall/ Complex, the Pueblo Hotel and Convention Center, the Sangre de
Cristo Arts and Conference Center /Buell Children's Museum, the Greater Pueblo Chamber of
Commerce Visitors Center, and the El Pueblo Museum. A scope of services is attached to the
resolution. The City has requested some minor additions to the request for professional
services including a total not to exceed contract costs and the duration of the study. The not to
exceed contract cost is estimated to be $53,800.
Walker was chosen for this study because they performed a similar parking analysis in 1997
and we will be able to compare changes in parking inventory and demand over this period.
At the time of the writing of this background paper, the City Attorney has not reviewed the
professional services agreement as to form. A substitute may be provided at the October 23
Council meeting.
RECOMMENDATION Approval of the Resolution (the Planning Commission requested
that we expedite this resolution; the next Council meeting will not be held until November 13,
2000).
FINANCIAL IMPACT An amount of $53,800 will be transferred from the General Fund's
prior year balance.

Re: Professional Services Professional — Comprehensive
Parking Study for the Central Pueblo Area
Dear Mr. Munch:
Thank you for giving us the opportunity to submit this proposal to provide a
comprehensive parking study for the Central Pueblo Area. The following sets forth our
understanding of your project, our proposed scope of work and fee, our schedule,
and conditions of agreement.
BACKGROUND
The City of Pueblo has requested this proposal in response to an RFP. Several years
ago, Walker performed a previous study entitled "Parking Needs Assessment." Since
that study, many of the projects identified as proposed have been completed, others
have become better defined, and additional projects have been identified. This 2000
Parking Needs Assessment is an expansion of that study and should focus on the
following areas within Central Pueblo:
The Union Avenue Historic District and the Victoria Avenue District — These districts
are experiencing redevelopment pressure both within the districts and where these
two districts adjoin the HARP Channel.
2. Historic Arkansas Riverwalk of Pueblo (HARP) — HARP's grand opening is schedule
for October of this year. The city currently has developers who are interested in
developing the two pad sites on the north side of the channel south of City Hall
and the hotel site southeast of City Hall.
3. The Pueblo Hotel and Convention Center — Both of these venues are contemplating
expansions. The hotel is proposing to add 80 rooms and the Convention Center

is proposing to double its size through the addition of an exhibit hall. In both
cases, additions will displace existing parking spaces and at the same time,
increase parking demand.
4. The Sangre de Cristo Arts and Conference Center /Buell Children's Museum — This
facility was recently expanded with the addition of the Buell Children's Museum.
Potential for future residential redevelopment exists. The museum was constructed
on the site of a former surface parking lot. The Arts Center, at the same time,
acquired a number of buildings across the street on Santa Fe Avenue for the
purpose of replacing the surface parking that was lost due to construction. The
community would like to preserve these structures and convert them into downtown
housing.
5. The El Pueblo Museum — The El Pueblo Museum is beginning a $4 million
expansion. Currently, the only public parking for the facility is on- street. The El
Pueblo Museum also serves as the gateway facility for the Frontier Pathway Scenic
and Historic Byway, which has a national designation.
PROPOSED SCOPE OF SERVICES
The following is our proposed scope of services:
TASK 1 — SUPPLY /DEMAND ANALYSIS
1. Meet with representatives of City of Pueblo to further clarify study's objectives,
review the work plan, set work session dates, and finalize the project schedule.
At this meeting, the lines of communication and a schedule of deliverables will
also be established.
2. Obtain the following information from the City of Pueblo:
Land use data — Walker will need square footage for each building within the
bounded area and a breakdown of land uses within each building, if
available. For uses such as hotels, the number of rooms plus square footage
of meeting spaces is preferred. For theaters and auditoriums, seating
capacity is best. Should this information not be available Walker offers to
conduct this research activity as an additional service to this proposal at our
standard hourly billing rates.

■ Building occupancy — The occupancy of major buildings and the City's best
estimate for other buildings, or a list of building owners to contact to attain
such data.
■ Employment — The most recent and accurate data the City can provide for the
central business district.
■ Modal split — Bus ridership, mass transit, and /or ride sharing programs for
downtown Pueblo.
■ Future developments — This includes type of land use, square footage, seating
capacity, or number of rooms, expected completion data, location, and
whether any existing parking spaces will be displaced.
■ Copies of any previous parking studies.
■ Aerial photographs and maps of the proposed study area.
3. Conduct an inventory of on- and off— street parking spaces in the study area.
Inventory will be tabulated and summarized on a block -by -block basis.
Tabulation will include block identification, capacity, public vs. private, parking
rates, and time restrictions.
4. Perform a parking occupancy study to determine peak occupancy. A one -time
count performed sometime on a weekday during 9:00 a.m. to 3:00 p.m. is
envisioned for this effort.
5. Assemble land use data provided by the City.
6. Using shared parking methodology, calculate existing parking demand on a
block -by -block basis in the study area based upon parking ratios determined from
Walker's database for similar land uses. Adjust parking ratios for employee
drive ratio, seasonal factors, and captive market effects. Develop a computer
model of parking demand and calibrate against field observations.
7. Compare the calculated parking demand to the existing parking supply to
determine the existing parking surplus or deficit on a block -by -block basis in the
study area.
8. Using shared parking methodology, determine current and future parking
demand for the Union Avenue Historic District.
9. Identify current and future needs for event parking both for Memorial Hall and the
El Pomar Plaza in HARP.

10. Identify current and future parking demand for the Sangre de Cristo Arts Center,
including bus parking and the proposed residential redevelopment.
1 1. Identify current and future parking demand for the Pueblo Hotel and Convention
Center.
12. Identify current and future parking demand for the El Pueblo Museum including
bus parking demand.
13. Determine future parking surpluses and deficiencies (through 2005) by block
within the study area based on available local data, national averages, Walker
Parking Consultants' experience and shared use methodology. By developing
this information by blocks, sites for additional parking facilities can be more
readily identified.
14. Meet with city representatives to discuss findings developed in Task 1.
TASK 2 — ALTERNATIVES ANALYSIS AND PARKING MANAGEMENT STRATEGIES
For the Union Avenue Historic District, HARP, the Pueblo Hotel and Convention
Center, the San de Cristo Arts and Conference Center /Buell Children's Museum,
and the El Pueblo Museum, identify alternative on- and off- street solutions to meet
the needs of the area /venues within reasonable walking distance.
2. Review existing vehicular and pedestrian access and circulation patterns for their
relationship to existing and proposed parking generators and parking supply.
3. Determine whether the opportunity for restriping and /or making efficiency
improvements exists to increase the parking supply.
4. Determine any possibilities of expanding existing parking facilities to meet area
parking needs.
5. Develop options for expanding the parking supply through structured parking.
Emphasis will be placed on options that would serve the Union Avenue Historic
District, HARP, the Pueblo Hotel and Convention Center, the Sangre de Cristo
Arts and Conference Center /Buell Children's Museum, and the El Pueblo
Museum.
6. Identify RV parking solutions at the El Pueblo Museum site. Also evaluate RV
parking needs within the area near the Chamber of Commerce visitor center and
the extent to which this could impact structured parking.

7. Determine conceptual construction and project costs for each of the alternatives
including estimated operational expenses to enable a comparison of the costs of
each alternative.
8. Identify parking management strategies for each district /venue targeted for this
study. This includes hours of operation, opportunities /strategies for shared
parking, methods of access control, parking rates, parking enforcement, etc.
9. Develop a plan to ensure that each district /venue has adequate parking now and
in the future.
10. Meet with city representatives to discuss findings developed in Task 2.
TASK 3 — REPORT
Prepare a draft report complete with the following:
• Description of study methodology
• Tables containing key information
• Graphs if necessary
• Maps showing similar facilities and parking rates
• Executive summary documenting synthesis of findings
Discuss with appropriate parties.
2. Obtain feedback regarding draft report from city representative, finalize report,
and issue 15 copies of the final report and one reproducible.
SCHEDULE
We are prepared to begin work on this study within 2 -3 of receiving written
authorization to proceed. We estimate that 14 -16 weeks will be required to perform
this work.
PROFESSIONAL FEES
Walker will perform the services described above on a lump sum fee, plus
reimbursable expense basis. The lump sum fee for these services shall be $53,800.

Included are three visits to Pueblo. Additional visits will constitute additional services.
Any additional services, which you request and authorize in advance, will be
performed at our standard hourly rates then in effect.
Invoices will be submitted on a monthly basis for services performed and expenses
incurred the previous month, and will be due upon receipt.
All services will be performed in accordance with the terms and conditions of the
attached document A99.1 S.

Any estimates or projections provided by WALKER will be premised in part upon assumptions provided by the
CLIENT. WALKER will not independently investigate the accuracy of the assumptions. Because of the inherent
uncertainty and probable variation of the assumptions, actual results will vary from estimated or projected results
and such variations may be material. As such, WALKER makes no warranty or representation, express or implied,
as to the accuracy of the estimates or projections. to the extent assumptions provided by the CLIENT
are not accurate.
PERIOD OF SERVICE
Services shall be complete the earlier of (1) the date when final documents are accepted by the CLIENT or (2) thirty
days after final documents are delivered to the CLIENT.
