A RESOLUTION AWARDING A CONSTRUCTION CONTRACT FOR
THE SOUTHWEST STORM SEWER EMERGENCY REPAIR
PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO
EXECUTE THE SAME
WHEREAS, proposals for THE SOUTHWEST STORM SEWER EMERGENCY REPAIR
PROJECT have been received and examined; and
WHEREAS, the proposal of K.R. SWERDFEGER CONSTRUCTION, INC., of PUEBLO,
Colorado, was the lowest of those bids determined to be responsible;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:

A contract for the Southwest Storm Sewer Emergency Repair Project be, and the same is
hereby awarded to said bidder in the amount of $76,400.00.
SECTION 2
The Purchasing Agent be, and she is hereby authorized to execute said contract on behalf
of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 3
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.

Contingencies and Additional Work --- $15,000.00
SECTION 4
Funds for said project shall be taken from the Undesignated Fund Balance and paid out of
the Capital Improvement Fund.

Should the City Council award a construction contract for the Southwest Storm Sewer Emergency Repair
Project to K.R. Swerdferger Construction for $76,400.
RECOMMENDATION
Approval of this Resolution
BACKGROUND
The Southwest Storm Sewer, located east of Pueblo Blvd. beneath the bicycle trail, from Northern Avenue
to the Arkansas River was installed in 1973. A section of this storm sewer, approximately 340 feet in
length, and 10 feet in diameter consists of corrugated metal pipe. Over the years the bottom of this pipe
has been eroded by abrasion and corroded by rust, resulting in numerous holes in the pipe. This condition
allows soils around the pipe to be drawn into the pipe during high flows, thus creating voids which result
in subsidence at the surface. The settlement of a portion of the bike trail and a section of curb and gutter
at the street edge alerted the Public Works Department to the problem.
In the interest of time, four heavy construction contractors were contracted to submit bids for the
emergency repair work. Two of those contractors submitted bids, with K.R. Swerdferger Construction, Inc.
submitting the lowest bid.
A copy of both bids is attached for information. The repair work will consist of placing a six inch thick
reinforced concrete slab in the bottom of the pipe approximately 6' -5" wide, the full length of the damage
section. (see typical section attached)
FINANCIAL IMPACT
Funds from this project will be taken from the undesignated Fund Balance and paid out of the Capital
Improvement Fund.
