HomeMy WebLinkAbout09126RESOLUTION NO. 9126 A RESOLUTION AUTHORIZING AND DIRECTING TRANSFER OF FUNDS FOR THE EL PUEBLO PROJECT WHEREAS, the City Council has heretofore authorized the acquisition of property for the El Pueblo project pursuant to Resolution No. 8190; and WHEREAS, it is necessary and appropriate to transfer funds therefore from the General Fund's Prior Year Fund balance for said acquisition, together with fees, costs of demolition, miscellaneous expenses, and contingencies; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1 Funds required for property acquisition, fees, demolition, miscellaneous expenses, and contingencies for the El Pueblo Project, in the amount of $200,000, shall be transferred from the General Fund's Prior Year Fund balance. SECTION 2 This resolution shall become effective upon final passage. BACKGROUND The City Council has authorized, by Resolution No. 8190 dated July 28, 1997, the acquisition of 207 N. Victoria Avenue for the development of the El Pueblo Project (see attached). The El Pueblo project is a part of the overall redevelopment of the Central Pueblo Plan. The 1996 El Pueblo Site Development Master Plan consists of the development of the entire block surrounded by First Street, Grand Avenue, Victoria Avenue, and Union Avenue. The development components include: expansion of the museum; construction of an adobe trading post/fort; construction of an archaeology pavilion; development of a park/plaza; and completion of right -of -way improvements. The immediate acquisition, possession, and demolition of the property at 207 N. Victoria Avenue is necessary to construct the National Scenic Byways Center and the expansion of the El Pueblo Museum. Funding source deadlines and construction schedules have made the acquisition of the above property crucial. Funding sources from the Packard Foundation, the State Capital Construction Fund are in jeopardy of being lost if the construction process is not started by January 2001. A Notice of Intent to Acquire was initiated in July of 1996. Negotiations with the property owner have been unsuccessful. Condemnation proceedings have been initiated for acquisition of the property through the City's power of eminent domain. RECOMMENDATION Approval of the Resolution.
