HomeMy WebLinkAbout09124RESOLUTION NO. 9124 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A PLANNING GRANT APPLICATION FOR THE CITY OF PUEBLO PARKS MASTER PLAN TO THE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND, AND AUTHORIZING THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME WHEREAS, City Council directed the Department of Planning & Development and the Parks and Recreation Department to work to secure funding for the completion of a Parks Master Plan with a capital improvements section; and WHEREAS, the City Council supports the completion of the Parks Master Plan and planning grant applications to the Board of the Great Outdoors Colorado Trust Fund. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION I The President of City Council is hereby authorized to execute and deliver the planning grant for the City of Pueblo Parks Master Plan on behalf of the City of Pueblo, a Municipal Corporation, to the Board of the Great Outdoors Colorado Trust Fund and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 2: The grant application is requesting $25,000 from GOCO, with the City of Pueblo obligating up to $25,000 as cash match from the City's 2001 budget towards the total project cost. SECTION 3 A copy of the grant application is on file at the City of Pueblo's Planning and Development Department. BACKGROUND: The City of Pueblo's Department of Planning and Development is requesting approval to submit a $75,000 planning grant application to the Great Outdoors Colorado Trust Fund for the completion of a parks master plan for the City of Pueblo and urbanized areas of Pueblo County. The planning grant will allow the City to hire a consultant to assist the City of Pueblo's Department of Planning and Development and the City Parks and Recreation Department to complete a master plan document that will include an action plan and a capital improvement and operations plan. It is the intention that the plan will guide future funding decisions and be integrated with the overall community development for the Pueblo region. The plan will address parks from both a City of Pueblo and a Pueblo County perspective. _ (See attached project description and project budget). Brief Description of Project (please describe the scope and nature of this project): The City of Pueblo is requesting funds to assist in the completion of a parks master plan for the City of Pueblo and the urbanized areas of Pueblo County. The funding request would assist in the completion of five tasks including: 1) four public meetings within the designated park quadrant areas with citizens and stakeholder groups to gather public input; 2) a needs and trends assessment for Pueblo's parks system that analyzes the existing park and facilities and formulates input from the public process; 3) a prioritized facility improvement plan based on the needs and trends analysis; 4) a five -year capital expenditure plan that takes into account future park needs, renovation needs of existing parks, and the development of facilities at new parks; and 5) mapping for the master plan that can be imported into the City and County's GIS systems and linked to the park and facilities inventory. A final master plan report will be completed (See attached draft Scope of Services approved by the City of Pueblo Planning Department.) Primary Goals /Objectives for the Pueblo Parks Master Plan Project The parks master plan will address the following: 1. The completion of a system -wide Master Plan that integrates previously completed plans that independently addressed trails, open space, and natural resource needs. The Master Plan will also direct the agencies in developing a comprehensive countywide parks system. 2. The future development of a 2,000 acre regional park, the renovation of existing neighborhood and school parks, upgrades at City Park (182 acres), Mineral Palace Park (54 acres) and Pueblo Mountain Park (611 acres), and develop a strategy for acquiring and developing future district parks ( +/- 100 acre) in the East and Far South quadrants of the City. 3. Update the inventory of existing parks and facilities that will be used in conjunction with public input to complete a trends and needs assessment for the Pueblo parks, trails, and open space system. The inventory will be completed by the City of Pueblo, with in -kind assistance from Pueblo School District No. 60, School District No. 70, Pueblo West & Colorado City Metropolitan Districts, along with faculty and students from the University of Southern Colorado. 4. Develop a funding plan that establishes a prioritized 5 -year capital program that addresses future park acquisition needs, renovation needs of existing parks, and the development of facilities at new parks. 5. A Parks Master Plan document that includes the park and facility inventory, needs analysis, prioritized facility needs, 5 -year capital program, and mapping that will be linked to the City and County GIS system. End Products/Deliverables to be Completed for the Pueblo Parks Master Plan Project Parks Inventory will be completed by the City and partners including identification of all parks, acreage, equipment, facility improvements, ownership, classifications, age and condition of existing parks. The inventory will include a narrative and aerial photos with facilities labeled at each site. The information will be organized into the City's four planning districts and the urbanized areas of the County. 2. Trends Analysis that compares Pueblo's park facilities to typical regional park standards, and identifies future parks and facility needs based on demographic profiles, population projections and current parks & recreation trends. The City staff will complete the park standards, demographic profile, population projections. The consultant will prepare the future park and facility needs, and the trends analysis. 3. Recommendation on changes to subdivision regulations will be completed by the City which includes identifying minimum size, land dedication, fees in lieu of land dedication and criteria for acceptance of land proposed for park dedication for the City of Pueblo and Pueblo County. 4. Complete a 5 -Year Capital Development Schedule that includes a fiscally constrained capital improvement plan that includes the costs of new parks and facilities; as well as, the additional operation and maintenance costs of the new facilities. 5. A Final Master Plan document that is a compilation of the project tasks. The documents will also be provided in an electronic format.
