HomeMy WebLinkAbout09095RESOLUTION NO. 9095 A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO ASSOCIATION FOR THE USE OF PORTIONS OF ELIZABETH STREET, GREENWOOD STREET, VICTORIA AVENUE, "D" STREET, "C" STREET, GRAND AVENUE AND UNION AVENUE FOR USE DURING THE GRAND OPENING OF THE RIVERWALK BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO that: SECTION 1 A Revocable Permit be issued to The Historic Arkansas Riverwalk of Pueblo Association for the use of Elizabeth Street, Greenwood Street, Victoria Avenue, "D" Street, "C" Street, Grand Avenue and Union Avenue on October 6 and 7, 2000 to accommodate the Grand Opening of the Riverwalk. SECTION 2 The Revocable Permit, hereby granted, may be revoked by resolution of the City Council at anytime hereafter, without notice. Summary A. Issue Agenda Item # Should City Council issue a Revocable Permit to the HARP Foundation for the use of portions of Elizabeth Street, Greenwood Street, Victoria Avenue, "D" Street, "C" Street, Grand Avenue and Union Avenue on October 6 and 7, 2000 for the Grand Opening of the HARP project. See attached diagrams for details and times. B. Recommendation The Revocable Permit Review Committee met and reviewed all data presented. The Committee recommends that the City Council approve the request based upon the following findings. II. Findings A. The applicant has provided the required general public liability insurance coverage. B. The applicant has agreed to use proper barricades to close the streets. C. This will be an exciting event for everyone involved in the project and for the people of Pueblo and southern Colorado. Rosemary Reilly On Friday and Saturday, October 6 & 7, we are expecting crowds in excess of 20,000 people. We are planning a huge entertainment line -up on four stages throughout both days, a renaissance festival, story tellers, the Taco Bell / Pizza Ken White Hut 5k RiverWalk & Run, and a Coors Beach Party, in addition to many the food and craft vendors we will station along the channel. Joni Hilvitz The Grand Opening Event will involve some street closures. Pueblo Police Captain, George Rivera, and Pepper Mahon from the City Traffic Department Ralph Williams have been contacted and were presented with a general plan of street closings. They both had valuable insight and input and the plan was amended based on their suggestions. The following is the proposed street closure plan for Friday, Wynona Sullivan October 6 and Saturday, October 7 t In attachment #1 for Friday, October 6 from 8:00 AM until 12:00 PM, the William Turman highlighted areas are the street closures we request. The streets involved are North Elizabeth from 2 Street to Greenwood and Greenwood to Victoria. Victoria will need to be closed for the duration of the event in order that it may Sam Corsentino function as a plaza for all of the activities. Victoria will need to be closed from Grand through the end of the HARP Project. The Union Street Bridge at HARP will need to be closed off as this is the sight of the Grand Opening Dedication Bill Ward Ceremony to be held at 10:00 AM and will last until 11:30 AM. In attachment #2, also for Friday, October 6 from 12:00 PM to 3:00 PM, the Mike Cozzetta Grand Opening Dedication Ceremony will be finished and the Union Street Bridge will be opened and the streets around the Lake Elizabeth will remain Henry Gonzales closed. This closure is necessary for the paid concert, John Cafferty and the Beaver Brown Band, that evening at the confluence of HARP. In attachment #4, Saturday, October 7 th from 6:00 AM until 10:00 AM, we will need the streets around Lake Elizabeth to remain closed and Victoria will need to be closed to the Union Depot as well as "C" and "D" Streets due to the 0 Annual Taco Bell /Pizza RiverWalk & Run. In attachment #5, Saturday, October 7 th from 10:00 AM until 12:00 AM the streets around Lake Elizabeth will remain closed. The HARP Foundation will hire A -1 Rental to handle all street closures, and the Foundation will contact all business owners in the closure area and present them with the plans of the Grand Opening.
