A RESOLUTION AWARDING A CONSTRUCTION CONTRACT FOR THE EL PUEBLO
SITE PRESERVATION AND TRADING POST EVOCATION PROJECT AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
WHEREAS, proposals for the El Pueblo Site Preservation and Trading Post Evocation Project
have been received and examined; and
WHEREAS, the proposal of GMG Construction of Pueblo, Colorado, was the lowest of those
bids determined to be responsible;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PUEBLO,
COLORADO, that:
SECTION 1.
The Contract for the El Pueblo Site Preservation and Trading Post Evocation Project be, and
the same is hereby awarded to said bidder, in the amount of $342,665.00.
SECTION 2
The Purchasing Agent be and is hereby authorized to execute the Contract on behalf of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest
same.
SECTION 3
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional work - -- $31,900.00.
SECTION 4
Funds in the amount of $374,565.00 shall be paid from the El Pueblo Grant Fund.

ISSUE Should the City Council award a construction contract to GMG Construction for the
El Pueblo Site Preservation And Trading Post Evocation Project?
BACKGROUND The El Pueblo Project is one of the last projects in the heart of the Central
Downtown revitalization. The El Pueblo project involves: the State Historical Museum expansion;
the reconstruction of an adobe fort/trading post; construction of a archaeology pavillion;
development of the National Frontier Pathways Scenic and Historic Byways Information Center; the
development of public open space for community festivals and living history events; and pedestrian
streetscape improvements.
This contract involves the Site Preservation and adobe Trading Post Evocation.
1. The Site Preservation involves the construction of a concrete plaza, streetscape, and an adobe
museum sign. This component will finish the streetscape and plaza area at the corner of First
Street and Union Avenue, a part of the First Street Gateway Improvement Project.
2. The Trading Post Evocation is a reconstruction of an adobe structure which is intended to evoke
the time period of 1842 El Pueblo for the purpose of outdoor educational programs and activities
which include living history, interpretation of architectural style, method of adobe construction,
and the frontier environment.
G.M.G. Construction was the only contractor to submit a bid out of four General Contractors who
pulled plans for the bid. Their bid was in the amount of $342,665.00. The bid is reasonable and is
within the architects opinion of probable costs. It is the recommendation of City staff and the project
architect to accept this bid and allow the remaining budgeted funds in the amount of $31,900.00 to
be available for contingency. Total budget is in the amount of $374,565.00.
Grant and funding sources for this contract and the construction of the archaeology pavillion total
$780,000 and are broken down as follows: Energy Mineral Impact Assistance Grant - $250,000;
Packard Funds - $250,000; and CDOT TEA -21 - $280,000.
The Department of Public Works and Department of Planning and Development will be responsible
for project management. Construction is scheduled to begin immediately in September. John
Barnosky of HGF Architects, Inc., has donated architectual services for the construction of the
structure.
RECOMMENDATION Approval of the Resolution.
FINANCIAL IMPACT Funds in the amount of $374,565.00 shall be paid from the El Pueblo
Grant Fund.
