A RESOLUTION ADOPTING RULES AND REGULATIONS FOR
VALID DEVELOPMENT APPLICATIONS AND PROCEDURES
FOR IMPLEMENTATION THEREOF
WHEREAS, the City Council finds and determines that a unified development application that
begins the development review process is consistent with the provisions of the Pueblo Municipal
Code and the goals of the comprehensive plan.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
An application for development substantially meets all of the rules of submission applicable
to the proposal if the application includes, at a minimum:
(a) applicant's name
(b) current owner
(c) applicant's representative
(d) site location, vicinity map and address
(e) legal description of property
(f) existing use of property
(g) proposed use of property
(h) existing zoning
(i) proposed zoning (if applicable)
0) proposed gross building square foot (if applicable)
(k) proposed number of lots
(1) proposed number of dwellings
SECTION 2
The type of land use for which a development application may be filed includes:
(a) annexation
(b) master development plan
(c) initial zoning
(d) rezoning
(e) subdivision plat or amendment
(f) special area plat or amendment
(g) planned use development or amendment
(h) use by review
SECTION 3
The filing of a development application with all the relevant information with the Planning and
Zoning Commission shall begin the development review process and shall constitute a valid
development application if accompanied by an authorized signature, along with the date thereof, and
the payment of all applicable fees. The filing of a valid development application does not guarantee
approval nor does it prevent City departments and staff from requesting additional information or
amendments determined necessary for compliance with the Pueblo Municipal Code, rules, regulations
or other requirements relating to the particular development. The applicant shall cooperate with the
City departments and staff in complying with subsequent information requests and submittals that are
determined to be necessary to continue and complete the development review process.
SECTION 4
All previous development applications that have been submitted to the City prior to the

adoption of this Resolution are hereby deemed valid and not affected by the adoption of this
Resolution.
SECTION 5
A valid development application shall not be construed to have met the criteria for approval
of an application for a site specific development plan nor create or be deemed to create any vested
property right pursuant to Chapter 12 of the Pueblo Municipal Code.
SECTION 6
The City Council finds and determines that establishing rules for submission of a unified
development application is a ministerial and administrative matter that may be determined by
Resolution.
SECTION 7
The Planning and Development Department in conjunction with the Subdivision Review
Committee shall expeditiously adopt a unified development application and instructions to implement
the provisions of this Resolution.
