BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: Section 1. The proposal by Northstar Engineering and Surveying, Inc., dated March 1, 2000, to perform engineering services for a master drainage study and drainage facility design for Hyde Park drainage basins, a copy of which is attached hereto, is hereby accepted. Section 2_ Funding for said study and facility design, in the amount of $37,000, shall be taken from Community Development Block Grant Funds, Account No. 250- 9540- 600.80 -50, CD0050. RECOMMENDATION Approval of this Resolution BACKGROUND NorthStar Engineering and Surveying, Inc., will provide a master drainage study, along with the facility design and construction drawings for the areas within Hyde Park shown on the attached map. This study will enable City staff to identify and prioritize drainage projects within this area for future funding requests. The estimated time to complete the drainage study and construction plans is 110 days. Re: Proposal for Engineering Services for a Master Drainage Study and Drainage Facility Design for Hyde Park Drainage Basins Dear Dennis: This letter is written to present NorthStar's proposal for Engineering Services for the referenced Master Drainage Study and Drainage Facility Design for the Hyde Park area. We appreciate the opportunity to present you with this proposal. As you are aware, NorthStar has two projects which impact drainage in the Hyde Park area currently under design. Those projects are the Tierra Encantada Subdivision north of 18 Street and west of Lambert Avenue and the Hyde Park Apartments project south of 17 Street between Oak and Scott Avenues. I believe the work we have completed on those projects makes us very aware of the existing drainage constraints and required drainage improvements within the Hyde Park area. The proposed project includes two tasks or phases (Phase I — Master Development Plan Drainage Report and Phase II — Drainage Facility Design) for each of two drainage basins within the Hyde Park area. We have reviewed the scope of work included in the Request for Engineering Proposals and find that scope of work to be in general conformance with the City's Standard Drainage Criteria Manual. We take no exception to that scope of work except as otherwise indicated within this Proposal. It is our intent to prepare the Master Development Plan Drainage Report for each of these two basins under separate cover unless you would prefer to see them combined within one report. The Drainage Facility Design Documents can be prepared under separate cover for each drainage basin, or under one cover combining all proposed improvements into one project. This would accommodate phasing of the project to allow the City to construct portions of the improvements based on availability of funds. Please note that our Proposal for Engineering Services does not include any costs for bid administration, construction administration /management and /or construction staking. If you so desire, we will provide a proposal for those services upon completion of the design documents for this project. Please find below a list of services that we propose to provide for this project and a list of associated fees: TASK Phase I — Master Development Plan Drainage Report BASIN 1 BASIN 2 $7,600.00 $8,400.00 Phase II — Drainage Facility Design SUBTOTAL $ 8,200.00 $9,400.00 $15,800.00 $17,800.00 Grand Total Engineering Services Phase I & II for Basin 1 & 2 _ $33,600.00 Phase I services include the following tasks: a field reconnaissance effort to locate existing improvements and facilities; a data acquisition effort where existing flood plain mapping, previous drainage reports, existing improvement plans, etc. will be obtained: location (horizontal) of existing utilities; field survey effort to document locations of existing facilities and improvements including the horizontal locations of existing utilities; preparation of the Master Development Plan Drainage Report in accordance with the scope of work included within the previously referenced Request for Proposals. Phase II activities will be completed upon approval of the Phase I reports and will include preparation of a final drainage report and construction improvement plans in accordance with the scope of work associated with the referenced Request for Proposals. "Pot - holing" of existing utilities is not included within this scope of services. If 'Pot- holing" of existing utilities is required to determine elevations, etc. of existing utilities at the proposed crossing locations we will coordinate that activity with the specific utility department but any cost associated with that activity will be considered an additional service to this proposal. Additionally, in accordance with our previous discussions, improvements to Wildhorse Creek are not included in this Proposal. Flood plain elevations will be established for the creek based on existing mapping and those elevations will be utilized for the analysis and design of upstream facilities. The scope of this project will include the design of energy dissipation structures /erosion control facilities at any new pipe or channel discharging to Wildhorse Creek. We propose to complete the Tasks associated with this proposal in accordance with the following schedule: complete Phase I services (Master Plan) within 45 days after receipt of a Notice to Proceed on the projects; complete Phase II (Drainage Facility Design) within 60 days after City approval of the Phase I reports. As previously indicated, this Proposal does not include any cost for bid or construction administration or construction staking. As a part of this proposal we will, per your request, prepare the Phase II documents with construction phasing /sequencing and cost estimates which will allow the City to phase construction based on available budgets. Any extra services which may be required to complete the job will be pilled per our current time and material rates. Any extra work required by NorthStar or by the client to complete the project shall be in writing, acknowledged and made a portion of this agreement. A copy of our "current time and materials rate schedule" is attached with this letter for you use. Our company policy is send an invoice to the address listed above no later than the 10 day of every month; payment is due on receipt of invoice and to be received no later the 30 day of that month. Should you require a different submittal or payment date please so advise. We appreciate the opportunity to present you with this Proposal for the referenced Engineering Services for the Hyde Park area. We are well aware of the drainage concerns of the residents of the Hyde Park neighborhood. We believe, based on previous project experiences in the Hyde Park area and our previous experiences with developers and residents in that area that we are very well qualified to address the drainage needs of the City in this neighborhood. In the event Principals are involved for an extended period on a project, rates charged will be commensurate with work performed. Nsform.603 SCOPE OF WORK GENERAL The drainage report shall be typed on 8.5 "x 11" paper and neatly bound in a folder which clearly identifies the study. A copy of the general location map, drainage plan and erosion control plan shall be neatly folded and included in a folder pocket at the back of the report. The drainage report shall be transmitted with a cover letter prepared by the Professional Engineer responsible for the preparation of the report, describing the project, noting any special conditions or problems encountered on the site, certifying that the drainage design and analysis was completed under his /her supervision in accordance with the City of Pueblo's storm drainage design criteria. The cover letter shall identify any modification to the criteria that may be requested. The final report shall be signed and stamped by the Professional Engineer responsible for the preparation of the report. The body of the report shall contain the information described below. The report shall include an appendix which contains all drainage calculations, pipe strength and design life calculations (if applicable), cost estimates and design charts and tables used in the design. Two copies of the report are required upon submittal. If corrections or changes are required by the City, one copy will be returned to the Engineer with comments and two revised copies of the drainage report, with all corrections or changes made, shall be submitted to the City for approval. Phase I - MASTER DEVELOPMENT PLAN DRAINAGE REPORT The drainage report for master development plans shall include, at a minimum, the following: Maps A map /maps showing the following information: A. Township, Range, Section, 1 /4 Section and general location. B. The boundary of the masterplanned area C. Existing and proposed zoning D. Existing topography with a maximum 10 -foot contour interval E. Identification of all drainage basins tributary to the masterplanned area F. All 100 -year floodplains within or adjacent to the masterplanned area G. Proposed street layout within the masterplanned area H. Adjacent developments, masterplans or subdivisions Drainage paths, with historic and developed flow rates identified at basin and sub -basin boundaries J. Natural drainage channels, man -made channels, bridges, culverts, storm - sewers, detention ponds, and major erosion control features. J. Proposed storm drainage facilities: size and proposed grades Inflows From Upstream Basins Discussion and analysis of the 100 -year peak flows from all offsite tributary areas entering the masterplanned area and the manner in which this drainage will be conveyed through the proposed development, including proposed improvements and costs. Downstream Impacts Discussion and analysis of the 100 -year peak flows leaving the masterplanned area and their impact on downstream properties and drainage facilities. Include discussion of any proposed detention facilities. If downstream drainage improvements are required, provide preliminary cost estimates and a phasing plan. Improvements within the Masterplanned Area Discussion of proposed drainage improvements within the masterplanned area and preliminary cost estimates of those improvements. A discussion of planned phasing of the improvements should be included. Water Quality Impact Discussion of the general concept of stormwater quality management planning and water - quality objectives proposed in the master plan. Discussion of measures used to facilitate the general concept for some specific sites if applicable. For details regarding water quality, refer to USDCM Volume 3. This discussion will pertain to all residential development of 5 acres or greater in area, and all commercial and industrial development. References Include references to existing drainage studies for any tributary areas. Phase II — Draina a Facility Design a) General Concept 1. Discussion of compliance with off -site runoff considerations 2. Discussion of anticipated and proposed drainage patterns. 3. Discussion of the content of tables, chart, figures, plates or drawings presented in the report. b) Specific Details Presentation of existing and proposed hydrologic conditions including flow rates entering and exiting the subdivision with all necessary calculations. 2. Presentation of approach to accommodate drainage impacts on existing or proposed improvements and facilities. 3. Presentation of proposed facilities with respect to alignment, material and structure type. 4. Discussion of the drainage impact of site constraints such as streets, utilities, existing and proposed structures. 5. Environmental features and issues shall be presented if applicable. 6. Discussion of maintenance access and aspects of the design. 7. Utilities and other encumbrances. Construction Plans Where drainage improvements are to be constructed in accordance with the approved Drainage Report. One copy of construction plans (on 24" x 36" sheets) shall be submitted to the City for review and approval. In general, the plans must include complete information necessary for construction. The plans shall include the following: A. Storm sewers (plan and profile), inlets, and outlets, with details (to be included on street construction plans). Design water surface profile. B. Culverts, end sections, and inlet /outlet erosion control structures (to be included on street construction plans). C. Channels, channel drops, checks, ditches and swales (include typical cross sections and profile). 100 -year water surface profile. D. Detention pond grading plan, trickle channel profile and cross sections, outlet structure details and revegetation specifications. E. Site grading plan F. Erosion control facilities and details. G. Maintenance access roads, profile and cross section. H. Finished floor elevation of buildings adjacent to floodplains or open channels. I. 100 -year water surface elevations if applicable.
