A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION BY THE CITY
OF PUEBLO, A MUNICIPAL CORPORATION, FOR FEDERAL GRANT
ASSISTANCE FROM THE FEDERAL AVIATION ADMINISTRATION FOR
ELECTRICAL IMPROVEMENTS TO RUNWAYS 8L/26R AND 17135 UNDER AIP
PROJECT NO. 3 -08- 0046 -20 AT THE PUEBLO MEMORIAL AIRPORT AND
AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO THAT:
SECTION 1:
The City of Pueblo is authorized to file an application with the Federal Aviation Administration
for federal grant assistance for 1998 Pueblo Memorial Airport Improvements consisting of
engineering fees and construction costs for the following project:
1. Install RDR Signs for Runways 8L/26R and 17/35.
Install PAR for Runway 8L and REIL for Runway 35.
2. Install PAPI for Runway 35.
3. Install New Electrical Equipment Building.
SECTION 2:
Funding for the project shall be paid from account 410-0000-555.94-11 contingent upon the
approval of the grant.
SECTION 3:
The President of the City Council is hereby authorized to execute the grant application on
behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City
thereto and attest the same.

ISSUE
Should the City Council approve a Resolution authorizing the filing of an application by the
City of Pueblo, a Municipal Corporation, for Federal Grant assistance from the Federal
Aviation Administration for electrical improvements to Runways 8L/26R and 17/35 at the
Pueblo Memorial Airport.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
This project will consist of the installation of RDR signs for Runways 8L/26R and 17/35,
PAPI's for Runways 8L and 35, a REIL for Runway 35, and an electrical equipment building.
The project is necessary to accommodate the requirements of FAR Part 139 and will
increase the safety of aircraft landing on these runways. The current electrical equipment
building was built in 1958 and does not meet the current National Electrical Code.
FINANCIAL IMPACT
The grant application is for $778,999. The local match will be $86,556. Funding for the
project shall be paid from account 410-0000-555.94-11 contingent upon the approval of
the grant.

The City of Pueblo, Colorado, as Sponsor, is submitting the original and two (2) copies of the
Application for Federal Assistance for work to be completed during Fiscal Year 2000. This
work will consist of Installing Runway Distance Remaining Signs on Runway 8L/26R and
Runway 17/35, Installing PAPI for Runway 8L and REIL's for Runway 35, Installing PAPI for
Runway 35, and Constructing a New Electrical Equipment Building. These items are consistent
with our current Airport Layout Plan and have been included on our recent Five Year CIP.
This Application requests federal assistance in the amount of the $778,999 for the above work.
The City of Pueblo currently has their matching share of $86,556 in the Airport fund reserved for
this project.

PROGRAM NARRATIVE
The proposed project consists of those items of development listed below under A. Description
and Purpose of Project and B. Method of Accomplishment All items of development proposed
under this project will be accomplished on existing airport property. Areas covered under this
project are shown on the attached Program Sketch.
A. Description and Purpose of Project
Install Runway Distance Remaining (RDR) Signs along Runway 8L/26R and Runway
17/35. Install Precision Approach Path Indicator (PAPI) for Runway 8L and Runway End
Indicator Lights (REIL) on Runway 35.
The RDR signs will be installed along both of the aforementioned runways. Installation of
the RDR signs is necessary to accommodate the requirements of FAR Part 139, and will
increase the safety of aircraft landing on these runways. The spacing between the RDR
signs will be approximately 1000 feet, and the signs will be offset 50 feet from the
theoretical edge of pavement. The RDR signs will be installed along the west side of
Runway 17/35 and the north side of Runway 8L/26R. A total of sixteen RDR signs will
be installed, nine for Runway 8L/26R and seven for Runway 17/35. Each of the signs will
be powered from their respective runway lighting circuits.
The new 4 -Box PAPI system for Runway 8L will be installed along the north side of
Runway 8L /26R in -line with the glide slope antenna. The PAPI equipment will assist
pilots in determining the proper approach path during visual landings. The equipment will
also assist pilots during inclement weather conditions. A supplemental wind cone will be
installed in conjunction with the new PAPI system to assist pilots with wind conditions.
The REEL lights for Runway 35 will be installed south of the runway threshold. The lights
will enable pilots to locate the runway threshold during nighttime landings and landing
operations with inclement weather conditions. Power for the REEL units will be installed
from the new electrical vault building.
2. Install PAPI for Runway 35.
The PAPI for Runway 35 will be installed to provide visual guidance for landing aircraft.
The PAPI will assist pilots in determining the proper approach path during both visual
approach and inclement weather conditions. Per FAA siting criteria, a new supplemental
wind cone will also be installed with the PAPI for Runway 35. The PAPI units for
Runway 35 and Runway 8L will be controlled from the Air Traffic Control Tower.
3. Install New Electrical Equipment Building.
The existing electrical equipment building was built in 1958. Due to the age of the
building, it requires constant repairs and has become a maintenance problem. The existing
electrical equipment building also does not meet the current National Electrical Code. In
addition, the existing building is located within the Runway Visibility Zone and needs to be
relocated to complete grading operations for the Runway Visibility Zone. The grading for
the Runway Visibility Zone will be included under a future project.
With the addition of the required electrical upgrades to the airfield, the remaining available
space within the existing building will be exhausted and will not accommodate the needs
of the airport. Therefore, a new electrical equipment building will be constructed to
provide the airport with an electrical vault that meets the current fire and electric codes.
The new building will be large enough to accommodate all current and future electrical
equipment. The airport has identified an Engine Generator as a future electrical
equipment acquisition. The location of the new building is south of the apron. To provide
access to the new vault, a bituminous asphalt road will be paved.
B. Method of Accomplishment
PAVING — Bituminous concrete pavement will be placed to provide access to the electrical
equipment building. The pavement section will be designed per the Colorado Department of
Transportation Standard Specification to accommodate the airport's maintenance vehicles. The
bituminous asphalt material will be delivered to the site using dump trucks and placed using
standard asphalt paving machines. The material will be compacted using conventional rubber tire
and/or steel drum rollers.
ELECTRICAL — Electrical pullboxes, cable and duct will be installed from the new electrical
building to reconnect the homeruns of the existing runway, taxiway and other navigational aid
circuits. New cable, duct, and power service equipment will be installed to assure proper
operation of the new RDR signs and PAPI, Wind Cone and REEL equipment. All conduit
installed under paved areas will be encased in concrete. The remaining new conduit will be direct
earth buried.
REEL and PAPI equipment and RDR Signs will be installed in accordance with the current FAA
criteria. Controls will be installed for the PAPI and REIL equipment to provide radio control
and direct control from the Air Traffic Control Tower. To provide this control to the tower, the
multiplex control system may need to be modified. New primary power will be installed to
facilitate the new electrical equipment building.
BUILDING - The existing electrical equipment will be relocated to the new building. The
existing building will be removed from the Runway Visibility Zone and the new building will be
built at the southwest corner of the General Aviation Apron. The building will be constructed of
concrete block, sized to accommodate all electrical equipment and meet the criteria of the
National Electrical Code. The building may be constructed partially below grade to avoid
obstructing the Air Traffic Controllers' view of Taxiway "A' and the threshold of Runway 35. If
possible, a new three -phase 480/277 volt service will be installed by West Plains Energy.
