The proposal by Kleinfelder, dated February 1, 2000, to perform a hydrogeologic study at the 24'" Street Soccer Complex, a copy of which is attached hereto, is hereby accepted. Section 2 . Funding for said study, in the amount of $7,420.00, shall be taken from Community Development Block Grant Funds, Account No. 250 - 9540 - 600.$0 -50 CD0047. RECOMMENDATION Approval of this Resolution BACKGROUND Several residents along Cheyenne Blvd. have complained to the administration about groundwater seepage into their basements. They believe the seepage is due to irrigation of the soccer field complex that lies to the east of their properties, and also, uphill from their properties. The proposed hydrogeologic study by Kleinfelder will provide the City with information on groundwater conditions in the area and possible solutions for groundwater control. FINANCIAL IMPACT The cost of the study is $7,420.00 and will be taken from unobligated Community Development Block Grant Funds, Account No. 250 - 9540 - 600.80 -50 CD0047. This study will take approximately 12 months. 0,� _ r- kn KLEINFELDEK February 1, 2000 File: 66- YP0146 Mr. Tom Cvar Public Works Department 211 East `D' Street Pueblo, CO 81002 Subject: Proposal for Hydrogeologic Study 24 ' Street Soccer Complex Pueblo, Colorado Dear Mr. Cvar: �9 ! ; Kleinfelder is pleased to present this proposal to evaluate seepage conditions at the athletic fields northeast of the intersection of Cheyenne Avenue and 24"' Street in northwestern Pueblo, Colorado. We understand that several residents of Cheyenne Avenue, located west of the athletic fields, have complained about groundwater seepage in their basements. Furthermore, those residents have claimed that the groundwater problem is directly associated with the drainage and watering of the athletic complex located to the east. You requested that Kleinfelder submit a proposal for a hydrogeologic and geotechnical evaluation of the situation. It is our understanding you specifically want us to express professional opinions as to: • The extent and severity of the claimed groundwater problem; • If, and to what extent the drainage and watering of the athletic fields causes or contributes to the claimed groundwater problem; • The feasibility and order -of- magnitude cost impacts of potential groundwater control measures; and • The extent to which groundwater control appears to be a public or a private obligation. This situation should be approached as a phased investigation. We believe that an initial evaluation, based on site observations and available information, will support a meaningful preliminary assessment. Based on the results of that preliminary assessment we will perform a more - extensive investigation, involving test borings and groundwater flow analysis. We will also review data from the files of our predecessor firm, Lincoln DeVore, regarding soil and groundwater conditions in the area. • We will make a surface reconnaissance of the athletic fields and adjacent properties to the west in the area between 24 Street and 27 Street. This reconnaissance will document evidence of seepage or other groundwater problems immediately west of the athletic fields. • We will advance a total of 12 boreholes to bedrock in the area surrounding the athletic fields at locations determined by our field reconnaissance. The boreholes will be logged and sampled, with a temporary piezometer placed in each borehole for groundwater monitoring. • We will survey the top of borehole elevations and the approximate ground elevations adjacent to the affected residences. This survey may include interviews with selected homeowners or tenants. • We propose monitoring the piezometers for a minimum of one year. During this time frame the depth to groundwater will be measured once a month to help estimate seasonal groundwater patterns. • We will analyze our findings to develop a conceptual model of groundwater conditions, to develop alternative measures for groundwater control, and to judge the likely effectiveness of those measures. We will also provide rough estimates of costs for those measures. • We will prepare and submit a letter report documenting our findings and opinions. Our work will require that the City compile the available records in City files regarding the athletic complex. and make those records freely available to us. We also request that the City provide us with a topographic map of the study area, if available. Kleinfelder will submit 5 copies of the report to you. For the scope of services outlined above, we estimate that our fees will be $5,800.00. Changes to the scope of services may result in extra fees being charged. An additional $135.00 will be charged per month for a one -year period for well monitoring and data analysis.
