A RESOLUTION ADOPTING THE 1999 CITY OF PUEBLO
Title ANNEXATION MASTER PLAN AS THE THREE -MILE Agenda Item # _
AREA PLAN FOR THE CITY OF PUEBLO, PURSUANT TO
THE M NICIAPL ANNEXATION ACT OF 1965
Department': AgwTg. Date: DECEMBER 27, 1999
ISSUE: Should the Pueblo City Council adopt the 1999 City of Pueblo
Annexation Master plan as its "three mile are plan" as described in
Senate Bill 45.
BACKGROUND: Senate Bill 45 requires that prior to completion of any annexation within
the three -mile area, the municipality shall have in place a plan for that
area which generally describes the proposed location, character, and
extent of streets, subways, bridges, waterways, waterfronts, parkways,
playgrounds, squares, parks, aviation fields, other public ways, grounds,
open space, public utilities, and terminals for water, light, sanitation,
transportation, and power to be provided by the municipality and the
proposed land uses for the area. Such plan shall be updated at least
once annually. The 1999 City of Pueblo Annexation Master Plan meets
the intent of the State legislation.
The Pueblo City Council adopted the Pueblo Regional Comprehensive
Development Plan as the Three -Mile Area Plan for the community in
1988. The Northeast, Southeast, Southwest and Northwest Quadrant
Annexation Master Plan, as adopted in 1989 replaced the
Comprehensive Plan as the Three -Mile Area Plan for the City of Pueblo.
In 1993, the City of Pueblo combined all previous plans into a single
document. The Three -Mile Annexation Master Plan has since been
updated adopted annually. If adopted, the 1999 Plan shall replace the
1998 Plan.
The Planning and Zoning Commission is requesting that the Pueblo City
Council accept without modification, the existing City of Pueblo
Annexation Master Plan as the City's Three -Mile Area Plan as described
in Senate Bill No. 45 for 1999.
The intent of the Planning and Zoning Commission is to complete a major
revision of this plan following the adoption of the "Pueblo Regional
Transportation Plan Year 2020 ", the "Preferred Alternative Report for the
Eden Interchange - Pueblo Boulevard Feasibility Study in Pueblo,
Colorado ", the "Pueblo East Corridor Study ", and Possibly the Pueblo
Regional Comprehensive Plan Update Additionally, there are a couple
departments who have adopted changes in policies and procedures that
they would like included in the revised Three -Mile Annexation Master
Plan.
