HomeMy WebLinkAbout8856RESOLUTION NO. 8856 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO, ADOPTING THE DRAFT STATEMENT OF THE CITIZENS ADVISORY COMMITTEE RECOMMENDATIONS FOR THE CITY OF PUEBLO'S 2000 ONE YEAR ACTION PLAN LISTING OF PROPOSED PROJECTS FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME FUNDS AND AUTHORIZING THE PUBLICATION WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement city under the Housing and Community Development Act of 1974, as amended through 1990; and WHEREAS, the Citizens' Advisory Committee (CAC) on Community Development has received and reviewed applications for the use of 2000 CDBG funds. Said Committee has made its recommendations to the City Council on the projects to be approved; and WHEREAS, the City held a Public Hearing on October 12, 1999, and in addition, Quadrant Meetings at various locations within the City to obtain the views of citizens and various groups on the City's housing and community development and housing needs for the 2000 One -Year Action Plan submitted to HUD under the five year City of Pueblo Consolidated Plan; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: Section 1. The City Council hereby authorizes the publication of the City's Community Development Block Grant Statement of Objectives and Activities for 2000. This publication will afford affected citizens an opportunity to examine the statement's contents and the City's proposed use of 2000 Community Development Block Grant funds, and to provide comments on the proposed statement. SUMMARY A. Issue: DATE: November 22, 1999 Publication of the City of Pueblo's 2000 Draft Statement of Community Development Block Grant (CDBG) and HOME Activities. B. Recommendation: Publish the City of Pueblo's 2000 Draft Statement of Community Development Block Grant and HOME Activities as required by Federal requirements, thus allowing public comments on the proposed objectives and activities for the 2000 CDBG year before final submission to HUD. II. BACKGROUND The City of Pueblo has completed all of the requirements necessary prior to publication of its 2000 Draft Statement of Activities and submission to HUD. These requirements have included Citizen input and Public Hearings. The comments will be incorporated into the City of Pueblo's Consolidated Plan submission to HUD. III. FINANCIAL IMPACT The estimated amount of the Community Development Block Grant funds to be allocated to the City of Pueblo in 2000 is $1,900,000 and approximately $900,000 in HOME funds. IV. ALTERNATIVES A. The City could elect not to publish the Draft Statement and not comply with citizen participation under CDBG regulations. B. The City could elect to publish the Draft Statement and allow public review prior to final approval. TO: Lew Quigley City Council FROM: Tony Berumen i Citizens Adviso mittee Members DATE November 14, 1999 SUBJECT; Citizens Advisory Committee Recommendations for 2000 CDBG Attached are the fiscal year 2000 CDBG project recommendations from the Citizens Advisory Committee that will be discussed on the November 15 1999, work session. Our office received a total of 107 applications in the amount of $6,109,000. The Citizens Advisory Committee selection of the project was based on CDBG program guidelines and the following summary of guidelines taken from the EZ Neighborhood Plan, which listed several major categories of concerned in older neighborhoods. Areas of Concern • Housing /Shelter /Infrastructure • Neighborhood Parks /Improvements • Education /Technology • Economic Development • Human Services • Mobility Base on the above criteria the CAC proceeded to rank and score each project. A summary is attached for your review.
