INTRODUCED October 25 —1999 By Robert Schilling ,Councilperson APPROVE "( / MW L---- President of the Council ATTEST: City Clerk e-1 - - - -- -'1 A - -- -1 - <.0 Ullull 11gunuia Title: A RESOLUTION APPROVING AN AGREEMENT Agenda Item # BETWEEN THE CITY OF PUEBLO AND BLACK & VEATCH CORPORATION FOR PROFESSIONAL SERVICES ASSOCIATED WITH A WASTEWATER TREATMENT PLANT MASTER PLAN Department: WASTEWATER DEPARTMENT Date: OCTOBER 25. 1999 ISSUE Should the City of Pueblo enter into an agreement with Black & Veatch for the development of a wastewater treatment plant master plan. RECOMMENDATION Approval of the Resolution. BACKGROUND The City of Pueblo - Wastewater Treatment Plant (WWTP) has been experiencing slow, steady growth over the last ten years. The wastewater flow has increased to the WWTP where it is now approaching 80% of its hydraulic capacity during the wet months (July & August). Recently the growth rate has accelerated resulting in the need to evaluate how to provide additional treatment capacity in the future. Black & Veatch will assist City staff in developing a master plan for the WWTP. The plan will identify solutions to the complex problems of meeting our wastewater service requirements. It will be a long range plan that will optimize the existing and future capital investments as to provide high quality and reliable performance, low operating costs, and flexibility in responding to future changes within the regulatory environment and the community. The WWTP Master Plan will serve as a "road map" for future improvements. The project will be divided into two tasks. Task 1 will be the evaluation of the existing WWTP. Task 2 will be the development and screening of expansion and operational alternatives. FINANCIAL IMPACT The cost for Task 1 will be approximately $48,640. The scope of work and cost for Task 2 will be negotiated upon the completion of Task 1. Funds for the professional services will be paid from the Wastewater Account 014 - 0400 - 435 - 000 - 030 -0020. 'LJE =L=
